That is why a recent statement from Governor Alex Otti deserves attention.
Speaking on the security situation in Abia, Otti said communities and forests that had become hideouts for kidnappers, bandits, and armed robbers have been reclaimed through coordinated efforts involving security agencies, traditional rulers, and local communities.
For many people, that may sound like a security update.
It is also a development story.
