While the rest of the world pays more for electricity every year, Australia just made three hours of it free every day.

From July 1, 2026, energy retailers in New South Wales, South Australia, and southeastern Queensland are required by law to offer households at least three hours of completely free electricity every day. The scheme is called the Solar Sharer Offer, and it exists for one simple reason: Australia has built so much solar capacity that it genuinely has more power than it knows what to do with.

More than one in three Australian homes now has rooftop solar panels installed, giving the country over 4.3 million individual installations across the grid. On a clear day around midday, all of those systems push so much electricity into the network simultaneously that the market cannot absorb it at normal prices. Wholesale electricity rates go negative during these windows, meaning the grid is essentially being flooded with power that nobody is charging for. Until now, households on standard tariffs never saw any of that benefit. The Solar Sharer Offer changes that.

The free electricity window runs from 11am to 2pm in New South Wales and Queensland, and from 12pm to 3pm in South Australia, timed to coincide with peak solar output. Households don't need to own their home or have solar panels on their roof to qualify. Renters can access it. Apartment dwellers can access it. The only requirements are a smart meter and opting in through your retailer.

During the free window, households can run anything they like up to a cap of 24 kilowatt-hours per day, which is roughly the total daily electricity consumption of an average five-person household. Washing machines, dryers, dishwashers, air conditioning, hot water systems, and EV chargers can all run freely during those three hours without adding a cent to the bill.

Chris Bowen, Australia's Minister for Climate Change and Energy, announced the policy in November 2025. "Now we're at the level where we can share more of that power with more Australians," he said. The Solar Sharer Offer is designed to ensure that the benefits of Australia's solar boom reach everyone, not just households wealthy enough to install their own panels.

The scheme also serves a practical grid management purpose. By incentivizing households to run heavy appliances during the midday solar peak rather than in the evening, the policy shifts electricity demand away from the hours when coal and gas plants are still needed to meet load. It reduces pressure on the grid during evening peaks, lowers the need for expensive grid-scale batteries, and makes the overall energy system more efficient.

Australia's rooftop solar capacity reached 26.8 gigawatts in the first half of 2025, with peak output hitting 15 gigawatts during optimal conditions. Those numbers continue to rise. Solar installations in Australia cost around $840 per kilowatt of capacity before rebates, roughly a third of what American households pay, which explains the extraordinarily high uptake rate.

The scheme launches initially in New South Wales, South Australia, and southeastern Queensland because these states fall under the federal Default Market Offer framework, which gives the government direct regulatory authority over electricity pricing. Victoria will join from October 2026, with other states expected to follow by 2027. Western Australia, which operates its own separate electricity market, does not yet have a confirmed equivalent offer.

Several Australian retailers including AGL, Red Energy, GloBird Energy, and OVO Energy had already been offering voluntary versions of free daytime electricity plans before the regulation came into force. The Solar Sharer Offer now makes a version of those plans available to everyone in covered states, regardless of which retailer they use.

The United Kingdom has a loosely comparable scheme through Octopus Energy's Agile plan, which occasionally gives customers free electricity when renewable generation spikes. The difference is that in Australia, three free hours is not an occasional event tied to weather conditions. It is a daily guarantee, built into the regulated energy market, available to millions of households starting this month.

In a period when energy costs have risen sharply across most of the developed world, Australia has reached a point where the question is no longer how to produce enough electricity but what to do with the surplus. The answer, for now, is to give it away.
