Creation of DOLE Regional Office IV-A (CALABARZON)
On January 1977, Presidential Decree 879 mandated the creation of DOLE Regional Office IV (DOLE ROIV). The regional office was based in Quezon City with jurisdiction over the towns of Rizal and the provinces of Cavite, Laguna, Aurora, Quezon, Romblon, Palawan, Marinduque and Mindoro. On October 1, 1998, in order to efficiently and better serve the public under its jurisdiction, the DOLE ROIV was relocated in Calamba City, Laguna - the present site of government offices in Region 4-A. Five years later, wIth Executive Order No. 103, signed by Pres. Gloria Macapagal-Arroyo, the Region 4-A was divided into Region 4-A and 4-B. The mainland portion of the Region is now known as CALABARZON (4-A) composed of the provinces of Cavite, Laguna, Batangas, Rizal and Quezon. The island provinces Mindoro, Marinduque, Romblon and Palawan are collectively known as MIMAROPA (4-B). However, Aurora Province was turned over to Region 3 due to its immediacy to Central Luzon. At present, DOLE Regional Office IV-A has a manpower compliment of 92 personnel with five (5) field offices - Cavite Provincial Office, Laguna Provincial Office, Batangas Provincial Office, Rizal Provincial Office and Quezon Provincial Office; and with three(3) main support offices namely Mediation Arbitration and Legal Services Unit (MALSU), Technical Support and Services Division (TSSD), and Internal Management Services Division (IMSD).

๐๐๐ ๐๐ฒ๐ญ๐๐ฒ ๐๐ข๐ญ๐ฒ, ๐๐๐ฏ๐ข๐ญ๐ - Celebrating excellence, partnership, and meaningful impact in livelihood development, the Department of Labor and Employment Regional Office No. IV-A (DOLE CALABARZON) honored outstanding DOLE-assisted livelihood projects, program partners, and top-performing implementers at the 2026 Regional Kabuhayan Awards on September 17.
With this yearโs theme โ๐ฒ๐๐๐๐๐๐๐๐๐ ๐ด๐๐๐๐๐๐, ๐ด๐๐๐๐๐๐๐ ๐ผ๐๐๐๐๐๐๐: ๐บ๐๐๐-๐๐๐๐๐๐ ๐ท๐๐๐๐๐๐๐ ๐ป๐๐๐๐ ๐๐ ๐ฉ๐๐๐๐๐ ๐ท๐๐๐๐๐๐๐๐โ, DOLE CALABARZON puts premium on the notable contributions, accomplishments, and innovations of its beneficiaries and implementers that enable the successful implementation of DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) in the region.
In support of the thrust of Labor Secretary Francis N. Tolentino to strengthen livelihood opportunities and promote sustainable sources of income for Filipino workers and their families, DOLE CALABARZON continues to recognize initiatives that demonstrate the meaningful impact of the Departmentโs livelihood assistance on individuals and communities.
Laguna based livelihood projects, Let Eat Go, a Coffee Project owned by Mr. Tyrone Jasper I. Reodica, and Mahipon Inao-awan Poblacion and Talaongan Associationโs (MIPTA), an Organic Fertilizer Production and Agricultural Supplies project, were hailed as winners for individual and group categories of the regional leg of the Kabuhayan Awards this year.
Their stories were also showcased through audio-visual presentations, which delved on their experiences, challenges, stories of perseverance, courage and hope as both projects continue to thrive and expand despite current adversities. As regional winners, they received a plaque of recognition and cash prizes. They also served as the official entries of DOLE CALABARZON to the 2026 National Kabuhayan Awards, where they will compete with the best livelihood projects across the country.
Atty. Erwin N. Aquino, Regional Director of DOLE CALABARZON shared in his message that the stories of recognized livelihood projects served as a testament that the assistance given by the agency was not merely a provision of resources, but also a platform to empower its beneficiaries.
โYour stories demonstrate that livelihood assistance is not simply about providing resources. It is about opening doors, and empowering our people to walk through those doors, build sustainable livelihoods, and create better opportunities for themselves, their families, and their communitiesโ, RD Aquino said.

ANTIPOLO CITY, RIZAL โ The Regional Tripartite Wages and Productivity Board IV-A (RTWPB IV-A), in partnership with the Department of Labor and Employment (DOLE) Rizal Provincial Office, conducted its fourth public hearing on the proposed Minimum Wage Adjustment for the Formal Sector and Domestic Workers in Region IV-A (CALABARZON) at the Ynares Event Center, Antipolo City, September 17.
A total of 131 representatives from the employee and employer sectors participated in the public hearing, providing an avenue for the different stakeholders to present their respective positions, concerns, and recommendations on the proposed wage adjustment.
The activity was opened by DTI IV-A Regional Director Marissa C. Argente, who highlighted the importance of stakeholder participation and social dialogue in the wage determination process.
During the hearing, Atty. Katrina D. Galang-Bacani, Attorney IV of RTWPB IV-A, discussed the process being undertaken by the Board in determining the appropriate minimum wage for the region. She likewise presented a summary of the petitions submitted by workersโ groups and the concerns raised by employersโ groups in relation to the regionโs wage determination.
Among the positions presented during the consultations were calls from workersโ groups for an increase in the minimum wage, with proposed rates ranging from โฑ1,200 to โฑ1,500 per day.
As part of the Boardโs assessment, partner government agencies also presented relevant data on the socioeconomic conditions of CALABARZON. Representatives from the Department of Agriculture (DA) IV-A and the Philippine Statistics Authority (PSA) IV-A presented their respective regional situationers, providing data and indicators that form part of the information being considered in the wage determination process.
The discussions come as the region approaches the first anniversary of Wage Order No. IVA-22 on October 5, 2026. The wage order, which took effect on October 5, 2025, provided wage increases in tranches, bringing the prevailing daily minimum wage rates in CALABARZON to a range of โฑ525 to โฑ600, depending on the applicable area classification and sector.
For domestic workers or kasambahays, the prevailing minimum wage is governed by Wage Order No. RB-IVA-DW-05, which provides a minimum wage of โฑ6,750 per month for domestic workers in the region.
Following the presentations, the Board opened the floor to the participating employee and employer groups, allowing them to raise their concerns, clarify issues, and present additional recommendations relevant to the proposed minimum wage adjustment.
The conduct of the public hearing likewise supports the administrationโs continuing efforts to promote improved wages and better employment conditions for Filipino workers. President Ferdinand R. Marcos Jr. has directed the continuing review of regional wage rates, while Labor and Employment Secretary Francis N. Tolentino continues to advance initiatives focused on improving workersโ wages, employment opportunities, and welfare and protection.

Tagaytay City, Cavite-The Department of Labor and Employment Regional Office No. IV-A (DOLE CALABARZON) mounted a two-day training for DOLE Integrated Livelihood Program (DILP) Focal Persons and Livelihood Development Specialists, September 16-17.
This activity is in line with the Department's initiative in addressing challenges on program implementation, exploring new strategies that could further enhance the quality of service of its beneficiaries.
On the first day of training sessions, Mr. Ericson Mag-isa and Ms. Charisma Cruz, LEO III of Bureau of Workers with Special Concerns (BWSC) discussed the amendments on policy guidelines on DILP implementation as well as the issuance of program identification cards to its beneficiaries.
DOLE CALABARZON also tapped Mr. John Philip Tan from the Department of Information and Communications Technology (DICT) to provide technical knowledge on the Effective and Smarter Use of Artificial Intelligence. The integration of this new technology to program implementation could help the implementers to fasten the service delivery to the beneficiaries.
Concepts on Financial Literacy, Digital Entrepreneurship, Business Planning and Data Studio Application operations were also tackled by various DOLE IV-A personnel.
DOLE Cavite Provincial Director Marivic B. Martinez also graced the activity. She emphasized to the participants the importance of effective coordination, accountability, and continuous learning in ensuring the successful implementation of DOLEโs livelihood program.
This activity served as an avenue for DILP focal persons to enhance their understanding of program policies, implementation procedures, monitoring mechanisms, documentation requirements, and other operational concerns. It also encouraged the sharing of experiences and good practices among the participating personnel from the different field offices.
Aligned with the goals and priorities of Secretary Francis Tolentino, the activity aims to enhance the capabilities of DILP focal persons and strengthen the delivery of livelihood programs.
Ms. Ma. Angelique E. Yaun, Supervising Labor and Employment Officer of Technical Support and Services Division-Employment Promotion and Workers' Welfare, concluded the activity by underscoring the agencyโs commitment to continuously develop the competence of its workforce and improve program implementation.
The activity likewise reaffirmed the importance of collaboration, continuous learning, and shared responsibility in advancing DOLEโs mandate of promoting decent and productive employment and protecting the welfare of Filipino workers.

In support of Labor Secretary Francis N. Tolentinoโs thrust to strengthen the countryโs labor justice mechanisms and enhance the Departmentโs capacity to deliver timely, effective, and responsive labor justice services, the Department of Labor and Employment (DOLE) CALABARZON conducted a Capacity Building and Training for Sheriffs and Sheriff Designates on September 15, 2026, at Hotel Marciano, Barangay Real, Calamba City, Laguna.
The network session was formally opened by Mr. Herbert M. Matre, Senior Labor and Employment Officer, followed by a message from Regional Director Atty. Erwin N. Aquino. Following an initial pre-test assessment, technical discussions commenced with Engr. Jaizza V. Patanao, Senior Labor and Employment Officer, leading the topic on D.O. 252-25: Revised Implementing Rules and Regulations of Republic Act No. 11058. Atty. Joseph B. Rosal, Senior Labor and Employment Officer, then tackled the DOLE Sheriff's Manual on Ex*****on and Implementation, while Ms. Abegail M. Mercado, Labor and Employment Officer III, covered Rule VIII to Rule XVI of D.O. 238, Series of 2023: Rules on the Administration and Enforcement of Labor Standards Pursuant to Article 128 of the Labor Code of the Philippines, as Renumbered, and Republic Act No. 11058.
The afternoon session included an interactive workshop and post-test designed to enhance the participants' problem-solving skills and promote consistency in enforcement processes. The activity successfully concluded with closing remarks delivered by Atty. Rosita C. Villaluz, Mediator-Arbiter.
Through continuous training, DOLE CALABARZON remains committed to upholding integrity, consistency, and efficiency in serving justice to workers and employers across the region.
