Defense objects, says witness not listed in pre-trial order

MANILA — Defense counsel Atty. Mark Vinluan raised strong objections Tuesday after the prosecution presented retired Sandiganbayan Justice Amparo Cabotaje-Tang as a surprise witness during the hearing on the alleged unexplained wealth of Vice President Sara Duterte.

Vinluan stressed that Justice Tang was never listed in the pre-trial order, nor was there any prior reservation for a witness of her designation and background — making her presentation a clear violation of due process.

“This is the first time that the Vice President is being confronted with Justice Tang and her testimony. For the record, she is not listed in the pre-trial order as witness and there’s no reservation for a witness with her designation and background,” Vinluan stated.

He emphasized that introducing an unlisted witness at this stage is unfair and runs counter to established trial procedures.

The prosecution presented Justice Tang in relation to Article II of the case, covering the alleged unexplained wealth attributed to the Vice President.

The defense maintains that such last-minute presentation undermines the integrity and fairness of the proceedings.

The shortage has increased because several major coal power plants in the Visayas remain unavailable, while power import from the Mindanao Grid is also unavailable.

The Visayas needs about 𝟐,𝟓𝟕𝟓 𝐌𝐖, but only 𝟮,𝟭𝟴𝟳 𝗠𝗪 is available — a deficit of around 𝟑𝟖𝟖 𝐌𝐖.

₱9.9‑M SUPER HEALTH CENTER IN LABANGON STILL UNUSABLE — OVER A YEAR AFTER DOH TURNOVER, NO PERMITS & MISSING DOCUMENTS

CEBU CITY — The ₱9.9‑million Super Health Center in Barangay Labangon remains unused more than a year after it was turned over by the Department of Health (DOH), held back by critical missing permits and incomplete construction documents.

The facility was turned over in 2025 during the term of former mayor Raymond Alvin Garcia, but was never formally accepted by the city government. Mayor Nestor Archival Sr.’s spokesperson Kenneth Siasar revealed the gaps following the mayor’s review of the project.

According to Siasar, the facility lacks a building permit, construction permits, and a certificate of occupancy — all required from the Office of the Building Official (OBO). The DOH provided the funding, contractor, and materials, while the city government was responsible for processing the necessary permits.

Mayor Archival has referred the matter to the City Legal Office to secure a legal opinion on how to formally accept the facility from the DOH, resolve documentation issues, and ensure the contractor can be properly compensated.

The center was designed to serve as an intermediate care facility — bridging services between barangay health centers and the Cebu City Medical Center (CCMC) — similar to the fully operational Super Health Center in Barangay Apas.

Despite the hurdles, Siasar said Mayor Archival is determined to begin operations as soon as possible so residents can finally benefit from the facility.

125 Live Hogs Seized in Badian, Cebu Smuggled from Negros Oriental

​BADIAN, CEBU — Police intercepted 125 live hogs shipped illegally from Negros Oriental during an early morning operation in Sitio Manay-as, Barangay Lambug, Badian, on Saturday, August 29.
​Personnel from the Badian Municipal Police Station responded to a tip from a concerned citizen around 4:00 AM, catching a cargo truck loaded with pigs just as it prepared to leave the coastal landing area. The livestock was reportedly transported across the Tañon Strait aboard three motorized boats (banca).

​Authorities identified the arrested driver as alias "Arnel," 44, a resident of Barangay Solong-on, La Libertad, Negros Oriental. According to police reports, the suspect admitted the swine consignment was scheduled for delivery to meat traders in the cities of Talisay, Cebu, and Mandaue.

​The operation was conducted in coordination with the Badian Municipal Agriculture Office - Livestock Section and the Philippine Coast Guard (PCG).
​The intercepted hogs were turned over to local livestock authorities and temporarily held at the municipal landfill facility in Barangay Talayong, Badian, pending proper quarantine procedures and disposition.

​The shipment directly violates Cebu Provincial Executive Order No. 38 (extended under EO No. 44, Series of 2026), which strictly bans the entry of live hogs, sows, and pork products from Negros Island and other African Swine Fever (ASF)-affected areas into Cebu province to safeguard the local hog industry.
