𝗕𝗥𝗜𝗗𝗚𝗜𝗡𝗚 𝗧𝗛𝗘 𝗦𝗘𝗔𝗦 𝗢𝗙 𝗝𝗨𝗦𝗧𝗜𝗖𝗘: 𝗜𝗕𝗣 𝗡𝗢𝗥𝗧𝗛𝗘𝗥𝗡 𝗦𝗔𝗠𝗔𝗥 𝗟𝗘𝗚𝗔𝗟 𝗘𝗗𝗨𝗖𝗔𝗧𝗜𝗢𝗡 𝗔𝗡𝗗 𝗟𝗘𝗚𝗔𝗟 𝗔𝗜𝗗 𝗔𝗖𝗧𝗜𝗩𝗜𝗧𝗬 𝗙𝗢𝗥 𝗜𝗦𝗟𝗔𝗡𝗗 𝗖𝗢𝗠𝗠𝗨𝗡𝗜𝗧𝗜𝗘𝗦

📍𝗖𝗮𝗽𝘂𝗹, 𝗡𝗼𝗿𝘁𝗵𝗲𝗿𝗻 𝗦𝗮𝗺𝗮𝗿

The Integrated Bar of the Philippines – Northern Samar Chapter is currently conducting its “Bridging the Seas of Justice: IBP Northern Samar Legal Education and Legal Aid Activity for Island Communities” in Capul, Northern Samar, bringing legal services and public legal education closer to our island communities.

To reach the municipality of Capul, the IBP delegation traveled approximately two (2) hours by land from Catarman to the Port of Victoria, followed by another one to one-half hour by sea to Capul Island—a testament to the Chapter’s commitment to ensuring that access to justice reaches even the most geographically isolated communities.

The activity features a seminar on key laws affecting families and vulnerable sectors, including the Expanded Solo Parents Welfare Act (RA 11861), the Anti-Violence Against Women and Their Children Act (RA 9262), and the Safe Spaces Act (RA 11313), empowering residents with knowledge of their rights and the legal remedies available to them.

Simultaneously, volunteer IBP lawyers are providing free legal consultations, drafting of affidavits and other legal documents, and notarial services. Particular emphasis is being given to assisting solo parents through the preparation and notarization of affidavits and other documentary requirements necessary for the availment of benefits under the Expanded Solo Parents Welfare Act.

Through this initiative, the IBP Northern Samar Chapter continues to fulfill its mandate of making justice more accessible by bringing legal education and essential legal services directly to island communities, reaffirming that distance should never be a barrier to the protection and enforcement of legal rights.

Brief but meaningful moments are unfolding as the Integrated Bar of the Philippines – Northern Samar Chapter holds its Oathtaking of New Lawyers and Welcome Party at Narciso’s Beach Resort, Mondragon, Northern Samar.

The evening commenced with the Welcome Remarks of 𝐀𝐭𝐭𝐲. 𝐍𝐨𝐫𝐢𝐞𝐥 𝐃. 𝐃𝐢𝐚𝐳, President of IBP Northern Samar, who warmly received the newest members of the legal profession and reaffirmed the Chapter’s commitment to supporting them in their journey as lawyers.

One of the highlights of the program is the Oathtaking of New Lawyers, administered by 𝐇𝐨𝐧. 𝐉𝐢𝐧𝐤𝐲 𝐓. 𝐔𝐲-𝐋𝐥𝐮𝐳 Presiding Judge of the RTC of Gamay, who likewise gave an inspiring message to the newly admitted members of the Bar, marking a significant milestone in the lives of the 2025 Bar Examination Passers as they formally enter the practice of law.

The gathering is further enriched by the Response from the 2025 Bar Exam Passers, delivered by 𝐀𝐭𝐭𝐲. 𝐎𝐦𝐚𝐫 𝐐. 𝐀𝐝𝐫𝐚𝐲𝐚𝐧, expressing gratitude and reflecting on the challenges and triumphs that led to this momentous achievement.

A spirit of camaraderie and fellowship fills the evening as members of the Bench and Bar gather for dinner and celebration, highlighted by the Grand Toast led by 𝐀𝐭𝐭𝐲. 𝐑𝐨𝐬𝐚 𝐋𝐞𝐚𝐡 𝐋. 𝐓𝐞𝐩𝐚𝐜𝐞-𝐄𝐬𝐭𝐮𝐝𝐢𝐥𝐥𝐨, Former President of IBP Northern Samar, honoring the success of the new lawyers and welcoming them into the legal community.

As the celebration continues, the IBP Northern Samar Chapter proudly congratulates our newest lawyers and welcomes them into a profession founded on justice, integrity, competence, and service.

The Integrated Bar of the Philippines – Northern Samar Chapter proudly joined the IBP Nationwide Synchronized Tree Planting Activity on June 14, 2026, reaffirming our commitment to environmental stewardship and sustainable development.

In coordination with the Department of Environment and Natural Resources (DENR), the Chapter mobilized two teams to participate in simultaneous tree-planting activities in Brgy. Macagtas, Catarman, Northern Samar and Brgy. Rebong, Las Navas, Northern Samar. The activity was also participated by volunteers from the UEP College of Law Association of Law Students (ALAS).

This meaningful initiative reflects the legal profession’s shared responsibility not only to uphold the rule of law but also to protect and preserve our environment for future generations. Through collective action and community partnership, we take another step toward a greener, healthier, and more sustainable future.

Together, we plant the seeds of hope, responsibility, and progress.
