𝘊𝘦𝘣𝘶 𝘊𝘪𝘵𝘺, 𝘊𝘦𝘣𝘶 - CVISNET Foundation Inc showcased the 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗲-𝗦𝘆𝘀𝘁𝗲𝗺 & 𝗧𝗼𝗼𝗹𝘀 (BeST) during the 𝗦𝗲𝗰𝗼𝗻𝗱 𝗤𝘂𝗮𝗿𝘁𝗲𝗿 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 𝗼𝗳 𝘁𝗵𝗲 𝗟𝗲𝗮𝗴𝘂𝗲 𝗼𝗳 𝗟𝗼𝗰𝗮𝗹 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗥𝗶𝘀𝗸 𝗥𝗲𝗱𝘂𝗰𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗢𝗳𝗳𝗶𝗰𝗲𝗿𝘀 (LDRRMOs). Hosted by the Cebu Provincial Disaster Risk Reduction and Management Office (Cebu PDRRMO), the two-day convention took place from June 4–5, 2026, at Harold's Hotel in Cebu City.

Invited as a key resource institution by the Cebu PDRRMO, CVISNET Executive Director Jeffrey “Beam” Llanto led a dedicated session on the morning of June 5. His presentation focused on equipping local frontliners with advanced, tailored tools for emergency communication, digital empowerment, and localized disaster management.

At the center of the presentation is 𝗕𝗲𝗦𝗧, a cloud-based information system designed to revolutionize municipal and barangay-level operations through seamless data integration.

By transitioning from manual workflows to this secure digital platform, Local Government Units (LGUs) and barangays can achieve unprecedented efficiency in managing resident records and streamlining the issuance of permits and clearances.

Beyond administrative tasks, the platform significantly modernizes how local communities prepare for, respond to, and recover from calamities through its specialized Disaster Information System for Communities (𝗗𝗜𝗦𝗖) module. This comprehensive digital solution is engineered to help communities seamlessly comply with two major national mandates: 𝗥𝗔 𝟭𝟮𝟮𝟱𝟰 – The e-Governance Act of 2025 and 𝗥𝗔 𝟭𝟬𝟭𝟮𝟭 – The Philippine Disaster Risk Reduction and Management Act of 2010.

𝗙𝗿𝗲𝗲-𝘁𝗼-𝗨𝘀𝗲 𝗦𝗼𝗳𝘁𝘄𝗮𝗿𝗲 𝗳𝗼𝗿 𝗜𝗺𝗺𝗲𝗱𝗶𝗮𝘁𝗲 𝗟𝗼𝗰𝗮𝗹 𝗗𝗲𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁
Endorsed by the DOST Central Visayas (DOST 7) and the Cebu Provincial Disaster Risk Reduction and Management Office, BeST is offered by CVISNET Foundation, Inc. as a "𝘧𝘳𝘦𝘦-𝘵𝘰-𝘶𝘴𝘦” software.

This approach allows LGUs and barangays to implement the technology immediately—bypassing the high costs and lengthy procurement timelines typically associated with custom software development. By removing financial barriers, CVISNET aims to accelerate digital transformation and disaster resilience across the province, one barangay at a time.

𝗕𝗨𝗜𝗟𝗗𝗜𝗡𝗚 𝗦𝗠𝗔𝗥𝗧 & 𝗦𝗨𝗦𝗧𝗔𝗜𝗡𝗔𝗕𝗟𝗘 𝗖𝗢𝗠𝗠𝗨𝗡𝗜𝗧𝗜𝗘𝗦 𝗔𝗖𝗥𝗢𝗦𝗦 𝗩𝗜𝗦𝗔𝗬𝗔𝗦

CVISNET Foundation, Inc. is proud to highlight the transformative partnership with APNIC Foundation, which has empowered digital infrastructure in vulnerable communities across Cebu and Leyte.

Through several key initiatives, these projects have bridged the digital divide and strengthened disaster resilience:

● 𝗜𝗦𝗟𝗘𝗧 𝗖𝗼𝗻𝗻𝗲𝗰𝘁 (𝗠𝗲𝗱𝗲𝗹𝗹𝗶𝗻 & 𝗩𝘂𝗹𝗻𝗲𝗿𝗮𝗯𝗹𝗲 𝗜𝘀𝗹𝗮𝗻𝗱𝘀): This project has been a beacon of hope for remote areas like 𝐆𝐢𝐥𝐮𝐭𝐨𝐧𝐠𝐚𝐧, 𝐂𝐚𝐨𝐡𝐚𝐠𝐚𝐧, and 𝐏𝐚𝐧𝐠𝐚𝐧-𝐚𝐧 𝐈𝐬𝐥𝐚𝐧𝐝𝐬, providing sustainable broadband to support education, livelihoods, and tourism. Most recently, in 𝐌𝐞𝐝𝐞𝐥𝐥𝐢𝐧, Low Earth Orbit (LEO) satellite technology was deployed following major earthquakes.

● 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗥𝗲𝗰𝗼𝘃𝗲𝗿𝘆 𝘄𝗶𝘁𝗵 𝗠𝗗𝗥𝗨 & 𝗟𝗔𝗖𝗦: CVISNET has successfully deployed advanced emergency communication systems to ensure rapid recovery during major network failures. This includes the implementation of the 𝗠𝗼𝘃𝗮𝗯𝗹𝗲 𝗮𝗻𝗱 𝗗𝗲𝗽𝗹𝗼𝘆𝗮𝗯𝗹𝗲 𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲 𝗜𝗖𝗧 𝗨𝗻𝗶𝘁 (𝗠𝗗𝗥𝗨) in 𝐒𝐚𝐧 𝐑𝐞𝐦𝐢𝐠𝐢𝐨, 𝐂𝐞𝐛𝐮, and the integration of the 𝗟𝗼𝗰𝗮𝗹𝗹𝘆 𝗔𝗰𝗰𝗲𝘀𝘀𝗶𝗯𝗹𝗲 𝗖𝗹𝗼𝘂𝗱 𝗦𝘆𝘀𝘁𝗲𝗺 (𝗟𝗔𝗖𝗦) in 𝐂𝐨𝐫𝐝𝐨𝐯𝐚, 𝐂𝐞𝐛𝐮, and at the 𝐕𝐢𝐬𝐚𝐲𝐚𝐬 𝐒𝐭𝐚𝐭𝐞 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 (𝐕𝐒𝐔) in 𝐁𝐚𝐲𝐛𝐚𝐲 𝐂𝐢𝐭𝐲, 𝐋𝐞𝐲𝐭𝐞. These portable, solar-powered units maintain critical connectivity for responders and residents when terrestrial networks are down.

● 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗹𝗲 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗚𝗿𝗼𝘄𝘁𝗵: Beyond hardware, these projects empower locals through 𝐜𝐚𝐩𝐚𝐜𝐢𝐭𝐲-𝐛𝐮𝐢𝐥𝐝𝐢𝐧𝐠 𝐭𝐫𝐚𝐢𝐧𝐢𝐧𝐠𝐬 and the establishment of 𝐈𝐒𝐋𝐄𝐓 𝐂𝐨𝐧𝐧𝐞𝐜𝐭 𝐇𝐮𝐛𝐬. These hubs operate as community-based e-Cooperatives, ensuring long-term operational sustainability and digital inclusion.

The successful implementation of these initiatives stands as a testament to what 𝗖𝗩𝗜𝗦𝗡𝗘𝗧 𝗙𝗼𝘂𝗻𝗱𝗮𝘁𝗶𝗼𝗻 and the 𝗔𝗣𝗡𝗜𝗖 𝗙𝗼𝘂𝗻𝗱𝗮𝘁𝗶𝗼𝗻 can achieve together. 𝐵𝑜𝑙𝑗𝑜𝑜𝑛, 𝐶𝑒𝑏𝑢 - In a significant step toward digital transformation, 𝗖𝗩𝗜𝗦𝗡𝗘𝗧 𝗙𝗼𝘂𝗻𝗱𝗮𝘁𝗶𝗼𝗻, 𝗜𝗻𝗰. Executive Director Jeffrey "Beam" N. Llanto presented the Barangay e-System and Tools (𝗕𝗲𝗦𝗧) to Boljoon Municipal Mayor, Hon. Joie "Jojie" Genesse N. Derama, alongside key local government officials and department heads on May 28, 2026.

The 𝗕𝗲𝗦𝗧 platform serves as the core component of 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗕𝗲𝗦𝗧𝟮𝗦𝗠𝗔𝗥𝗧 (BeST to Secured, Managed, Accurate, Reliable, and Transferable), an upcoming initiative designed to modernize local governance through advanced data management.

𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗕𝗲𝗦𝗧𝟮𝗦𝗠𝗔𝗥𝗧 is led by the DOST Central Visayas (𝗗𝗢𝗦𝗧 𝟳) under its Community Empowerment through Science and Technology (𝗖𝗘𝗦𝗧) program. This initiative is a collaborative effort among a network of partners, including the Central Visayas Network of NGOs (𝗖𝗘𝗡𝗩𝗜𝗦𝗡𝗘𝗧), RAFI - Ramon Aboitiz Foundation Inc. (𝗥𝗔𝗙𝗜), 𝗖𝗩𝗜𝗦𝗡𝗘𝗧 𝗙𝗼𝘂𝗻𝗱𝗮𝘁𝗶𝗼𝗻, 𝗜𝗻𝗰., and the Local Government Unit of Boljoon, Cebu (𝗟𝗚𝗨 𝗕𝗼𝗹𝗷𝗼𝗼𝗻).

As 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗕𝗲𝗦𝗧𝟮𝗦𝗠𝗔𝗥𝗧 enters its initial phase, this collaboration between the stakeholders lays the groundwork for modernizing disaster resilience, health services, and community development through data-driven governance.

𝟭𝟮 𝗜𝗖𝗧 𝗦𝗧𝗨𝗗𝗘𝗡𝗧𝗦 𝗖𝗢𝗠𝗣𝗟𝗘𝗧𝗘 𝗜𝗡𝗧𝗘𝗥𝗡𝗦𝗛𝗜𝗣 𝗣𝗥𝗢𝗚𝗥𝗔𝗠 𝗪𝗜𝗧𝗛 𝗖𝗩𝗜𝗦𝗡𝗘𝗧 𝗙𝗢𝗥 𝗙𝗜𝗥𝗦𝗧 𝗛𝗔𝗟𝗙 𝗢𝗙 𝟮𝟬𝟮𝟲

𝐶𝑒𝑏𝑢 𝐶𝑖𝑡𝑦, 𝐶𝑒𝑏𝑢 - CVISNET Foundation, Inc. successfully concluded the recent internship program of twelve (12) graduating Information and Communication Technology (ICT) students from 𝐂𝐞𝐛𝐮 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐢𝐜𝐚𝐥 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 (𝐂𝐓𝐔) – 𝐃𝐚𝐚𝐧𝐛𝐚𝐧𝐭𝐚𝐲𝐚𝐧 𝐂𝐚𝐦𝐩𝐮𝐬, 𝐁𝐢𝐥𝐢𝐫𝐚𝐧 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐞 𝐒𝐭𝐚𝐭𝐞 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 (BIPSU), and 𝐀𝐬𝐢𝐚𝐧 𝐂𝐨𝐥𝐥𝐞𝐠𝐞 𝐨𝐟 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲 (ACT). The internship officially started in January 2026, providing students with extensive exposure to real-world ICT operations, software development practices, and collaborative technical environments.

Throughout the program, the interns were fully immersed in real-world project workflows and comprehensive training modules, mastering core competencies including:


𝗜𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲 & 𝗖𝗼𝗱𝗶𝗻𝗴: Linux System Administration, Software Development (Web & Mobile Apps), Clean Code, & Best Practices.

𝗡𝗲𝘅𝘁-𝗚𝗲𝗻 𝗧𝗲𝗰𝗵: AI Automation Workflow Management, Agentic Development, & Prompt Engineering.

𝗖𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝗼𝗻 & 𝗪𝗼𝗿𝗸𝗳𝗹𝗼𝘄: Collaborative UI/UX Design, Version Control (Git/GitHub), Project Workflow & Task Management, and Team Collaboration & Communication.

𝗤𝘂𝗮𝗹𝗶𝘁𝘆 & 𝗗𝗲𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁: Debugging & Problem-Solving, Testing & Quality Assurance, and Deployment & Hosting.

𝗣𝗿𝗼𝗳𝗲𝘀𝘀𝗶𝗼𝗻𝗮𝗹 𝗚𝗿𝗼𝘄𝘁𝗵: Real-World Project Exposure, Career Guidance, & Continuous Learning.

Furthermore, the interns were given the opportunity to share their experiences, insights, and learnings gained throughout the internship program during their culminating activities. Certificates of Completion for their On-the-Job Training Course were formally awarded in recognition of their dedication, participation, and successful completion of the program requirements.

The interns demonstrated commendable professionalism, positive attitude, and a strong willingness to learn throughout the duration of the internship. Despite coming from different academic institutions and backgrounds, they adapted effectively to the work environment, collaborated efficiently with fellow interns and supervisors, and consistently showed openness to feedback and technical guidance. They displayed steady improvement in both technical and communication skills and gained confidence as they became immersed in real project workflows and development processes. Their teamwork, initiative, and commitment contributed positively to the overall success of the internship program.

CVISNET's internship program, a continuing tradition since the organization’s early years, remains one of the Foundation’s key initiatives in helping develop future ICT professionals. Over the years, the program has contributed to the growth of skilled practitioners who now serve in both local and international industries. Through sustained mentorship, industry exposure, and practical skills development, CVISNET continues to support the advancement of young professionals and strengthen the ICT workforce in the Philippines.

CVISNET Foundation, Inc. and Cebu Provincial Disaster Risk Reduction and Management Office (Cebu PDRRMO) successfully conducted the second batch of the 𝑻𝒘𝒐-𝑫𝒂𝒚 𝑯𝒂𝒏𝒅𝒔-𝒐𝒏 𝑻𝒓𝒂𝒊𝒏𝒊𝒏𝒈 𝒐𝒏 𝒕𝒉𝒆 𝑩𝒂𝒓𝒂𝒏𝒈𝒂𝒚 𝒆-𝑺𝒚𝒔𝒕𝒆𝒎 & 𝑻𝒐𝒐𝒍𝒔 (𝑩𝒆𝑺𝑻) from May 7 to 8, 2026.

The second batch of trainees included 10 barangays of the Municipality of Medellin Cebu: 𝐀𝐧𝐭𝐢𝐩𝐨𝐥𝐨, 𝐂𝐮𝐫𝐯𝐚, 𝐂𝐚𝐧𝐡𝐚𝐛𝐚𝐠𝐚𝐭, 𝐓𝐢𝐧𝐝𝐨𝐠, 𝐆𝐢𝐛𝐢𝐭𝐧𝐠𝐢𝐥, 𝐌𝐚𝐡𝐚𝐰𝐚𝐤, 𝐏𝐚𝐧𝐮𝐠𝐧𝐚𝐰𝐚𝐧, 𝐋𝐚𝐦𝐢𝐧𝐭𝐚𝐤 𝐍𝐨𝐫𝐭𝐞, 𝐃𝐚𝐥𝐢𝐧𝐠𝐝𝐢𝐧𝐠 𝐒𝐮𝐫, and 𝐃𝐨𝐧 𝐕𝐢𝐫𝐠𝐢𝐥𝐢𝐨 𝐆𝐨𝐧𝐳𝐚𝐥𝐞𝐬.

The program formally opened with a message from Ms. Elviena O. Subang of Cebu PDRRMO, followed by the introduction of the 𝐂𝐞𝐛𝐮 𝐂𝐀𝐑𝐄𝐒 platform by Dr. Roslyn D. Tambago. CVISNET Foundation Inc.’s Executive Director, Mr. Jeffrey N. Llanto, presented the overview of the 𝐁𝐞𝐒𝐓 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠.

The training proper was led by Mr. Andrei Ruiz, facilitated by the CVISNET technical team. The first day focused on BeST equipment testing, system orientation, and comprehensive hands-on exercises. Barangay representatives from the remaining 10 barangays of Medellin learned how to configure barangay profiles and logins, manage sitio and purok records, create and update user profiles, encode household and resident information, and input barangay evacuation center data using the cloud-based 𝐁𝐞𝐒𝐓 𝐖𝐞𝐛 𝐀𝐩𝐩𝐥𝐢𝐜𝐚𝐭𝐢𝐨𝐧. Participants also conducted offline field data collection exercises using the 𝐁𝐞𝐒𝐓 𝐂𝐨𝐥𝐥𝐞𝐜𝐭 𝐌𝐨𝐛𝐢𝐥𝐞 𝐀𝐩𝐩, allowing them to experience the actual workflow for community-based data gathering and management. The hands-on activities continued with updating and synchronization of collected data, as well as the generation and printing of reports, templates, and resident profiles. Participants were also introduced to additional BeST components - the 𝐃𝐢𝐬𝐚𝐬𝐭𝐞𝐫 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐒𝐲𝐬𝐭𝐞𝐦 𝐟𝐨𝐫 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐢𝐞𝐬 (𝐃𝐈𝐒𝐂) and the 𝐀𝐁𝐀𝐢 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐭, expanding their understanding of the system’s digital governance, disaster response capabilities, and the AI integration in the BeST System.

The training resumed on the second day with an interactive recap activity facilitated by Mr. Telesforo Laplana of Cebu PDRRMO, reinforcing key concepts and learnings from the previous sessions. Further, an open discussion and feedback-sharing session between Cebu PDRRMO, CVISNET Foundation, and barangay representatives was conducted. Stakeholders also discussed the next phases of implementation, including the actual deployment of the system, continuous data gathering activities, and the strengthening of inter-barangay coordination through digital platforms.

The successful completion of the 4-day BeST training marked a major milestone in the continuing implementation of the Cebu CARES initiative in the Municipality of Medellin. Through the collaborative efforts of Cebu PDRRMO, LGU Medellin, and CVISNET Foundation, Inc., more barangay personnel and local stakeholders are now equipped with essential digital tools and technical skills necessary for efficient governance, accurate community-based data management, and improved disaster preparedness and response. The participation of all 19 barangays further strengthens Medellin’s commitment to building smarter, technology-enabled, and resilient communities capable of responding effectively to future challenges and emergencies.

Conducted under the 𝐂𝐞𝐛𝐮 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐲 𝐀𝐜𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐑𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐜𝐞 𝐄𝐦𝐞𝐫𝐠𝐞𝐧𝐜𝐲 𝐒𝐲𝐬𝐭𝐞𝐦 (𝐂𝐞𝐛𝐮 𝐂𝐀𝐑𝐄𝐒) initiative, the activity aimed to strengthen barangay to provincial-level data management, disaster preparedness, and digital governance through practical, technology-driven solutions.

The first batch of trainees are from the following barangays: 𝐋𝐚𝐦𝐢𝐧𝐭𝐚𝐤 𝐒𝐮𝐫, 𝐃𝐚𝐲𝐡𝐚𝐠𝐨𝐧, 𝐋𝐮𝐲-𝐚, 𝐏𝐨𝐛𝐥𝐚𝐜𝐢𝐨𝐧, 𝐂𝐚𝐩𝐮𝐭𝐚𝐭𝐚𝐧 𝐒𝐮𝐫, 𝐂𝐚𝐩𝐮𝐭𝐚𝐭𝐚𝐧 𝐍𝐨𝐫𝐭𝐞, 𝐌𝐚𝐡𝐚𝐫𝐮𝐡𝐚𝐲, 𝐊𝐚𝐰𝐢𝐭, 𝐃𝐚𝐚𝐧𝐥𝐮𝐧𝐠𝐬𝐨𝐝, with the 𝐋𝐆𝐔 𝐌𝐞𝐝𝐞𝐥𝐥𝐢𝐧 𝐃𝐑𝐑𝐌𝐎

The program formally opened with messages from Hon. Edwin L. Salimbangon, Municipal Mayor of Medellin, and Ms. Elviena O. Subang, LDRRM Officer III of Cebu PDRRMO, who both emphasized the importance of digital transformation in strengthening local governance and building more resilient communities. Participants were then introduced to the Cebu CARES platform by Dr. Roslyn D. Tambago, followed by an overview of the BeST training by Mr. Jeffrey N. Llanto, Executive Director of CVISNET Foundation, Inc.

Led by Mr. Kenneth Santiañez, IT Head of CVISNET Foundation, Inc., the first day focused on BeST equipment testing, system demonstration, and extensive hands-on sessions. Representatives from the barangays learned how to set up barangay profiles and logins, manage sitio or purok data, create and update user profiles, encode household and resident information, and input barangay evacuation centers using the 𝐁𝐞𝐒𝐓 𝐖𝐞𝐛 𝐀𝐩𝐩𝐥𝐢𝐜𝐚𝐭𝐢𝐨𝐧, a cloud-based system. Participants also conducted offline BeST data collection using the 𝐁𝐞𝐒𝐓 𝐂𝐨𝐥𝐥𝐞𝐜𝐭 𝐌𝐨𝐛𝐢𝐥𝐞 𝐀𝐩𝐩. Throughout the sessions, the CVISNET team actively facilitated the activities to ensure guided and effective learning among all participants.

On the second day, the training resumed with an interactive recap activity facilitated by Mr. Teles Laplana of Cebu PDRRMO, reinforcing key learnings from the previous sessions. This was followed by the continuation of the hands-on training, focusing on updating and synchronizing data through the BeST Collect Mobile App, as well as generating reports, templates, and resident profiles, including the use of ABAi prompts and document printing. Participants were also introduced to additional system features such as the 𝐃𝐢𝐬𝐚𝐬𝐭𝐞𝐫 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐒𝐲𝐬𝐭𝐞𝐦 𝐟𝐨𝐫 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐢𝐞𝐬 (𝐃𝐈𝐒𝐂) and the 𝐀𝐁𝐀𝐢 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐭, further enhancing their understanding of the platform’s capabilities.

A demonstration on the LGU-wide integration of barangay data highlighted how centralized and real-time information can support more efficient planning, coordination, and emergency response. The activity concluded with an open discussion and feedback-sharing session among LGU Medellin, MDRRMO, barangay representatives, and CVISNET Foundation. Stakeholders also discussed the next steps for the initiative, including the actual deployment of the system and the conduct of data gathering activities in the identified barangays.

Overall, the successful completion of the first batch of the BeST training marked a significant step toward building smarter, more resilient, and data-driven communities across Cebu through strengthened collaboration and the adoption of innovative digital solutions. The second batch of the training also aims to further expand the implementation of the BeST platform and equip all of the barangay personnel in Medellin and local stakeholders with essential digital governance and disaster management tools.

𝐶𝑒𝑏𝑢 𝐶𝑖𝑡𝑦, 𝐶𝑒𝑏𝑢 - 𝗖𝗩𝗜𝗦𝗡𝗘𝗧 𝗙𝗼𝘂𝗻𝗱𝗮𝘁𝗶𝗼𝗻, 𝗜𝗻𝗰. joined a high-level assembly of government leaders, environmental experts, and regional stakeholders at the 𝗖𝗲𝗯𝘂 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗔𝗰𝘁𝗶𝗼𝗻 𝗦𝘂𝗺𝗺𝗶𝘁: 𝗨𝗻𝗱𝗲𝗿𝘀𝘁𝗮𝗻𝗱𝗶𝗻𝗴 𝗖𝗵𝗼𝗶𝗰𝗲𝘀 𝗦𝗲𝗿𝗶𝗲𝘀, held on April 22-23, 2026 at the Radisson Blu Hotel, Cebu.

The two-day summit, spearheaded by the Cebu Provincial Disaster Risk Reduction and Management Office (Cebu PDRRMO), was designed to secure concrete, multi-stakeholder commitments to advance the province's transition toward long-term climate and flood resilience.

The summit opened with a Day 1 Plenary Session featuring keynote addresses and best-practice presentations from leading agencies and climate experts. Discussions focused on the urgency of science-based planning and the integration of local action into national climate policies.

On Day 2, the summit transitioned into specialized Breakout Sessions. CVISNET participated in intensive workshop under Science & Risk Cluster which tackled specific aspects of flood risk management and climate adaptation, emphasizing the need for data-driven governance in the face of increasing environmental volatility.

The summit’s collaborative environment allowed CVISNET to align its technological roadmap with the provincial government’s resilience goals.
