The Office of Student Affairs and Services through the CNU Main - SSC Committee on Gender and Development initiates a dialogue on the recently released OSAS Advisory No. 18, S. 2026, which laid the guidelines for the Uniform and General Appearance of Students. This dialogue is initiated to give a platform for students and OSAS to address concerns, answer questions, and find possible solutions to rising disagreements.

STATEMENT ON THE DISCRIMINATORY CLAUSES UNDER THE NEW OSAS ADVISORY

Normalistar, together with members and allies of the LGBTQIA+ community and the student body, firmly stands against OSAS Advisory no. 18, s. 2026 released last July 30, 2026. We call out this blatant institutional discrimination strengthened by this OSAS Advisory which not only limits self-expression but also discriminates against our transgender brothers and sisters.

Under the said Advisory, students are not allowed to wear the following:

• Female students with hair Color other than black and brown
• Female students with facial ornaments (facial piercings)
• Large tattoos that cannot be concealed with clothing or accessories
• Male Students with long hair and/or hair color other than black or brown
• Cross-dressing for Male Students
• Wear make-up (light make-up is allowed), facial ornaments, or hair ornaments for Male students
• Have long &/or colored fingernails for Male Students
• Have facial hair: goatee, beard, moustache

We understand that these provisions are stated in our the University’s 2018 Student Manual, but that doesn’t mean we understand it and why it is necessary in our institution because these provisions deprive students of the freedom to express their true SOGIESC. It is a big step backward for the university, going back to its conservative, discriminative, limiting, and traditional past.

These forms of self-expression do not affect the individual performance of students in their academic journey in the university. It does not mean they don’t have professionalism. That’s why we call the administration and everyone who has the power to change these discriminatory institutional mandates to change it because the true essence of excellence does not come from the appearance of the student, it comes from the fact that the institution where the students learn is inclusive, accepting, and safe.

We will continue to demand the abolition of this mandate because it is in our fight for inclusivity that we carry the crimson and gold pride.

The newly elected Chairperson, Vice Chairpersons, and newly appointed Department Heads took their Oath of Office last July 27, 2026, at Cebu Normal University - Main Campus, marking the start of their term as members of the Executive Board.

After the oath-taking, members of the Executive Board had their courtesy call with the University’s Student Regent and CNU Main - Supreme Student Council President Kurt Justin Jacalan together with the CNU Main - SSC Committee on Gender and Development headed by Senator Erica Casquejo where they presented their plans and saw where both the council and the organization can work together to champion inclusivity inside the university.

This step aligns with the organization’s 2nd Year Tagline .

Something new is coming but the service forged by our collective power is continuing for the second year.

Normalistar together with Balangaw CTU-Main, the Cebu Delegates, joined the 3-Day Camp Sikat Conference by Babaylanes Inc. at B Hotel, Quezon City, Philippines from July 17-19, 2026.

Normalistar has officially been admitted as a member of Students Advocate for Rights and Inclusion (SARI Network) during its General Assembly last July 19 at B Hotel, Quezon City, Philippines joining other LGBTQIA+ Student Organizations around the Philippines championing Inclusive Education for All.

This July, the country celebrates the National HIV Prevention Month. In this month, we encourage everyone to get tested, practice safe and protected s*x, and be aware of the important steps on how you can protect yourself and your partners.
