In a powerful stride toward safeguarding the future, the Ocd-rdrrmc Eastern Visayas led by RD Erwin Lamzon in a formidable alliance with SOLEDRRMO, Incorporated spearheaded by President Heddy Carbonilla and the Municipality of Hinunangan under the administration of Mayor Ymard Joseph Tocmo through the MDRRM Officer Julz Lagumbay, successfully hosted the Basic Incident Command System (BICS) Training Course from August 4 to 7, 2026, at the prestigious Pongos Hotel in Ormoc City. This vital training convened an inspiring assembly of municipal elected officials, department heads, national line agency representatives, BLGU, CSO, and key personnel, all rallying behind the dynamic leadership of Mayor Ymard Joseph Tocmo.

We extend our heartfelt congratulations to Mayor Ymard, who stands proudly as the fourth municipal mayor in Southern Leyte to conquer the BICS Training Course. His unwavering commitment shines bright, reflecting his relentless dedication to fortifying his community and preparing it for the challenges ahead.

Today, July 1, 2026 - a long-held dream of SOLEDRRMO has come to life.

Our new Headquarters was officially blessed and opened. This is more than just a building. It stands as the center of our promise: that no matter the challenge - typhoon, earthquake, fire, or any disaster - SOLEDRRMO will be ready to respond, to act, and to serve the people.

The ceremony was led by SOLEDRRMO President Heddy R. Carbonilla, LPT, MAED MCDRM alongside with Vice President Robe C. Estillore, MM, LGD, PDRRM Officer Dr. Danilo L. Atienza, and all the 19 MDRRMOs of the province who continue to stand for the community.

From here begins faster action, stronger coordination, and closer service. Because with every call for help, this is where the response begins.

At SOLEDRRMO, service isn’t just our work. It’s our vow.

Very grateful to Southern Leyte Governor Damian G. Mercado through PDRRM Officer Dr. Danilo L. Atienza for providing us a space at the Provincial Operations Center and to all municipal mayors of the province for the all-out support.

As a member of the Multi-Stakeholders Advisory Council (MSAC) convened by the Department of the Interior and Local Government (DILG), the Southern Leyte Disaster Risk Reduction and Management Officers Organization, Incorporated (SOLEDRRMO, INC.), represented by their President, Heddy R. Carbonilla, LPT, MAED, MCDRM, participated in the 2nd Quarter MSAC Meeting held at the DILG Provincial Office, Provincial Capitol, Maasin City, on June 2, 2026.

SOLEDRRMO Inc. and OCD Region VIII Successfully Conduct Emergency Operations Center (EOC) Training Course 2026
The Southern Leyte Disaster Risk Reduction and Management Officers’ Organization, Inc. (SOLEDRRMO Inc.), in partnership with the Office of Civil Defense Regional Office VIII, successfully conducted the Emergency Operations Center (EOC) Training Course for the Local Government Units of Maasin City, Saint Bernard, Padre Burgos, Hinundayan, Hinunangan, Liloan, Tomas Oppus, San Ricardo, and Silago, Southern Leyte on April 28 – May 1, 2026.
This capacity-building initiative was spearheaded under the leadership of Heddy C. Carbonilla, LPT, MAEd, MCDRM, SOLEDRRMO Inc. President, with the guidance of Civil Defense Region VIII Regional Director Joel C. Erestain, CSEE aimed to strengthen the knowledge, skills, and operational readiness of participants in the effective operationalization and management of Emergency Operations Centers (EOCs) in accordance with the standards and guidelines of the Office of Civil Defense (OCD) and the National Disaster Risk Reduction and Management Council (NDRRMC).

This capacity-building initiative reinforced the interoperability of the Incident Command System (ICS), Response Clusters, and EOC mechanisms in disaster response operations while promoting efficient coordination, communication, planning, and information management among participating LGUs and agencies.
