Working in the Philippines without an Alien Employment Permit (AEP)?
Under current DOLE rules, some foreign nationals may be exempt from securing a regular AEP but may still be required to obtain a DOLE Certificate of Exemption.
This may apply, for example, to certain Permanent, Probationary or Temporary Resident Visa holders who intend to work in the Philippines.
Being AEP-exempt does not necessarily mean that no DOLE documentation is required.

Strait of Hormuz Disruption, What It Means for International Moving Clients
The ongoing disruption around the Strait of Hormuz is a reminder that international moving is directly affected by global shipping conditions, even when a shipment does not appear to be connected to the Middle East.
The Strait of Hormuz is one of the world’s most sensitive maritime chokepoints. In normal conditions, around 130 vessels transit the strait each day, including container ships, tankers, and general cargo vessels. Current restrictions and security concerns have created a major backlog, with many vessels delayed or unable to move as planned. Recent reporting also highlights that shipping companies remain cautious, even where diplomatic progress may allow a reopening, because the return to normal operations depends on security, naval coordination, insurance conditions, and vessel prioritization.
For the moving and relocation industry, the impact is practical. Delays in one maritime region can affect vessel rotations, container availability, port congestion, freight costs, and insurance premiums across wider trade lanes. Even after a political or military resolution, shipping does not immediately return to normal. Vessels need to be cleared, routes need to be confirmed, mines or other maritime threats may need to be assessed, and insurers may continue applying higher risk premiums. Lloyd’s of London has indicated that marine insurance remains available, but war-risk premiums have increased significantly in response to the situation.
For clients planning an international move, this means flexibility is important. Estimated transit times should be treated as indicative, not guaranteed. Freight rates may remain volatile, and shipments connected to affected regions may face additional waiting time, surcharges, or changes in carrier schedules.
At Asia Relocation, we monitor international shipping conditions closely because relocation is not only about packing boxes and loading containers. It is about helping families, professionals, and companies manage a life transition with as much clarity and control as possible.
Our recommendation to clients is simple:
Plan earlier than usual, keep documentation ready, avoid last-minute shipping decisions where possible, and allow some flexibility in delivery expectations. Where a route may be exposed to current geopolitical or maritime disruption, our teams will advise on the most realistic options available at the time of booking.
International moving remains possible, but in periods of global uncertainty, good coordination matters more than ever.
Asia Relocation supports international moving, relocation, immigration, storage, pet relocation, and vehicle shipping services across the Philippines, Vietnam, and Thailand, with a trusted international partner network for worldwide moves.

Middle East Reaches Logistics Breaking Point
Ocean Freight
MSC has formally declared “End of Voyage” for all export cargo originating from the Gulf, meaning that cargo is being discharged at the nearest safe port, often outside the Gulf entirely, at the shipper’s risk and expense. “This is not a temporary hold,” explained Reilly. “It is a fundamental shift in how liner carriers are treating Gulf-origin cargo.”
Emergency rates are now standardized between $1,800 and $3,800 per container, with MSC adding an additional $800 Alternative Route fee. The Port of Khor Fakkan is experiencing 13-day delays and the Port of Sohar six days, but land-side congestion is worsening as cargo accumulates.
Air Freight
Regional airlines are operating at 60 to 70% of normal capacity. Europe-bound flights from Dubai and Doha are seeing three- to five-hour deviations to clear the combined Iraq, Bahrain, and Kuwait airspace block, and spot rates are rapidly increasing.
Relocations and Household Goods
DASA recommends adding 21 days to all standard transit time estimates for existing shipments, as customs authorities prioritize perishable foods and medical supplies. For families currently mid-move, the Muscat land bridge into the United Arab Emirates remains the most fluid option. The Saudi Landbridge from Jeddah to Riyadh and the SAR Rail corridors remain the only reliable inland routes, but rail capacity is now booked 14 days out. For upper Gulf cargo, Aqaba and the Jordan land bridge are absorbing increasing volume.
Middle East Reaches Logistics Breaking Point As part of their regular updates to IAM, reports from IAMTrusted member DASA International Movers and IAMX Validated member Move One echo the thoughts of industry analysts that the week ahead will…

Visa relief program for foreigners stranded in the Philippines due to the Middle East crisis.
Extension Details: The program was extended from April 1 to May 1, 2026, under Department Order (DO) 219, signed by Department of Justice (DOJ) Secretary Fredderick Vida on March 30.
Purpose: The extension allows foreign nationals whose stays were set to expire on February 28, 2026, to remain in the country without incurring fines or penalties.
Reasoning: Secretary Vida explained that the extension was necessary because some visiting foreigners still face difficulties returning home due to travel restrictions and constraints caused by the crisis.
Requirements: Stranded travelers will be asked to provide justifications, such as documentation of cancelled flights, to prove their inability to depart the country.
