On National Heroes Day, the Philippine Coast Guard (PCG), through the Marine Environmental Protection Command (MEPCOM), joins the nation in honoring the brave men and women whose sacrifices, courage, and unwavering love for country helped shape the freedom and opportunities we enjoy today.

Their legacy reminds us that heroism is not measured only by extraordinary acts of sacrifice, but also by the everyday courage to serve, protect, and do what is right for our fellow Filipinos.

As public servants, the Philippine Coast Guard through the MEPCOM draw inspiration from our heroes as we continue our commitment to protect lives, safeguard our marine environment, maintain peace and order, and serve with honor, integrity, and dedication.

May this day remind us that nation-building is a shared responsibility and that every act of honest service, compassion, and patriotism contributes to a stronger and better Philippines.

The 𝐌𝐚𝐫𝐢𝐧𝐞 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭𝐚𝐥 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧 𝐆𝐫𝐨𝐮𝐩 - 𝐒𝐨𝐮𝐭𝐡𝐞𝐫𝐧 𝐌𝐢𝐧𝐝𝐚𝐧𝐚𝐨 (𝐌𝐄𝐏𝐆-𝐒𝐌) continued its commitment to marine ecosystem conservation by participating in the 𝐂𝐨𝐫𝐚𝐥 𝐓𝐫𝐚𝐧𝐬𝐩𝐥𝐚𝐧𝐭𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐑𝐞𝐡𝐚𝐛𝐢𝐥𝐢𝐭𝐚𝐭𝐢𝐨𝐧 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 conducted on 22 August 2026 at 𝐑𝐨𝐜𝐤𝐲 𝐁𝐞𝐚𝐜𝐡 𝐑𝐞𝐬𝐨𝐫𝐭, 𝐁𝐫𝐠𝐲. 𝐊𝐚𝐦𝐚𝐧𝐠𝐚, 𝐌𝐚𝐚𝐬𝐢𝐦, 𝐒𝐚𝐫𝐚𝐧𝐠𝐚𝐧𝐢 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐞.

The activity was undertaken in collaboration with CENRO Kiamba, represented by 𝐌𝐫. 𝐅𝐞𝐥𝐢𝐱 𝐃 𝐑𝐨𝐛𝐥𝐞𝐬 𝐉𝐫., highlighting the importance of inter-agency cooperation in protecting and restoring the marine resources of Sarangani Bay.

𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐢𝐧𝐠 𝐌𝐚𝐫𝐢𝐧𝐞 𝐄𝐜𝐨𝐬𝐲𝐬𝐭𝐞𝐦 𝐑𝐞𝐬𝐭𝐨𝐫𝐚𝐭𝐢𝐨𝐧

The activity commenced with a briefing and dive planning session facilitated by 𝐌𝐫. 𝐅𝐞𝐥𝐢𝐱 𝐃 𝐑𝐨𝐛𝐥𝐞𝐬 𝐉𝐫. of CENRO Kiamba. The briefing provided the participating personnel with the necessary guidance on the planned underwater activities, safety procedures, and proper conduct of the coral transplantation and rehabilitation efforts.

Following the briefing, 𝐒𝐍𝟏 𝐏𝐚𝐭𝐚 𝐏𝐂𝐆, and 𝐒𝐍𝟐 𝐒𝐮𝐦𝐚𝐨𝐲 𝐏𝐂𝐆, participated in the conduct of the coral transplantation and rehabilitation activities. The personnel carried out two diving operations dedicated to the restoration and rehabilitation of coral reef areas within the designated site.

Through hands-on participation, the activity contributed to the ongoing efforts to restore damaged or degraded coral habitats and enhance the ecological condition of the coastal waters of Maasim.

𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐧𝐠 𝐒𝐚𝐫𝐚𝐧𝐠𝐚𝐧𝐢 𝐁𝐚𝐲'𝐬 𝐌𝐚𝐫𝐢𝐧𝐞 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐬

Coral reefs serve as important habitats for a wide variety of marine organisms and contribute significantly to the overall health and productivity of coastal ecosystems. Their protection and rehabilitation are therefore essential in maintaining marine biodiversity and supporting the communities that depend on coastal resources.
The participation of MEG-SM in the activity demonstrates the Philippine Coast Guard's continued support for marine environmental protection, biodiversity conservation, and ecosystem rehabilitation. Such initiatives complement the Coast Guard's enforcement and monitoring activities by promoting proactive measures aimed at preventing further degradation of marine resources.

𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐢𝐧𝐠 𝐈𝐧𝐭𝐞𝐫-𝐀𝐠𝐞𝐧𝐜𝐲 𝐂𝐨𝐥𝐥𝐚𝐛𝐨𝐫𝐚𝐭𝐢𝐨𝐧

The successful conduct of the activity also underscores the value of strong partnerships among government agencies and environmental stakeholders. Collaboration between MEPG-SM and CENRO Kiamba enables the sharing of knowledge, technical expertise, and operational capabilities in addressing marine environmental concerns.

Beyond the actual transplantation of corals, the activity serves as an opportunity to strengthen coordination and foster a shared commitment toward the long-term protection of Sarangani Bay.

The Coral Transplantation and Rehabilitation Project reflect the continuing efforts of MEPG-SM to support meaningful and sustainable marine environmental initiatives within its area of responsibility.

Through active participation in coral rehabilitation, environmental protection, and inter-agency programs, MEG-SM remains committed to safeguarding the country's marine ecosystems and ensuring that the coastal and marine resources of Sarangani Bay remain healthy, resilient, and productive for present and future generations.

𝗟𝗢𝗢𝗞: The Marine Environmental Protection Command (MEPCOM), through the leadership of 𝗩𝗔𝗗𝗠 𝗥𝗢𝗠𝗠𝗘𝗟 𝗔 𝗦𝗨𝗣𝗔𝗡𝗚𝗔𝗡 𝗣𝗖𝗚, conducted an Informational Program Visit (IPV) to the Philippine Air Force Leadership Development Center (PAFLDC), Fernando Air Base, Lipa City, Batangas, on 11 August 2026, as part of the Command’s continuing efforts to strengthen leadership development, professional education, and institutional learning among its personnel.

Led by 𝗖𝗔𝗣𝗧 𝗔𝗡𝗨𝗔𝗥 𝗚 𝗜𝗡𝗜𝗗𝗔𝗟 𝗣𝗖𝗚, together with 𝗟𝗧𝗝𝗚 𝗝𝗨𝗦𝗧𝗜𝗡 𝗖𝗔𝗥𝗟𝗢 𝗤 𝗗𝗘 𝗟𝗔𝗭𝗔 𝗣𝗖𝗚 and 𝗖𝗣𝗢 𝗡𝗼𝗲𝗹 𝗥 𝗙𝗮𝗯𝗿𝗼𝘀 the delegation composed of participating MEPCOM officers and enlisted personnel. Upon arrival, the delegation paid a courtesy call to 𝗠𝗚𝗘𝗡 𝗝𝗘𝗦𝗨𝗦 𝗡𝗘𝗟𝗦𝗢𝗡 𝗕 𝗠𝗢𝗥𝗔𝗟𝗘𝗦 𝗣𝗔𝗙 Commander, Air Education and Training Command (AETC), and 𝗟𝗧𝗖 𝗠𝗔 𝗝𝗢 𝗖𝗢𝗡𝗖𝗘𝗣𝗖𝗜𝗢𝗡 𝗕 𝗗𝗢𝗠𝗜𝗡𝗚𝗨𝗘𝗭 𝗣𝗔𝗙, Acting Commanding Officer, PAFLDC, underscoring the importance of inter-service engagement, knowledge exchange, and institutional collaboration in advancing leadership and professional development.

The program formally commenced with an opening prayer led by 𝗠𝗦𝗴 𝗥𝗼𝗱𝗲𝗹 𝗔 𝗠𝗮𝘁𝗶𝗯𝗮𝗴 𝗣𝗔𝗙, followed by the welcome remarks of 𝗠𝗔𝗝 𝗪𝗜𝗟𝗟𝗜𝗔𝗠 𝗝𝗢𝗡𝗘𝗦 𝗚 𝗚𝗘𝗡𝗘𝗧𝗘 𝗣𝗔𝗙, Acting Executive Officer of PAFLDC. The succeeding lectures, delivered by 𝗖𝗣𝗧 𝗢𝗟𝗜𝗩𝗘𝗥 𝗔 𝗕𝗥𝗔𝗭𝗔 𝗣𝗔𝗙 and 𝟭𝗟𝗧 𝗘𝗝𝗠𝗖𝗪𝗜𝗡 𝗦 𝗣𝗢𝗧𝗨𝗧𝗔𝗡 𝗣𝗔𝗙, covered the PAF Leader Development and Competency Framework and the Introduction to Red Teaming and Red Teaming Tools, respectively, providing the PCG-MEPCOM delegation with valuable insights into leadership doctrine, competency development, critical thinking, constructive dissent, vulnerability identification, alternative perspectives, and evidence-based decision-making. These discussions highlighted the PAF Leader Development Framework under PAFM 9-03 and red teaming methodologies as potential institutional benchmarks for strengthening MEPTDI’s leadership programs, competency frameworks, and the development of adaptive and sound decision-makers.

The discussions were reinforced through the Leadership Development Design Studio, where the PCG-MEPCOM delegation participated in group-based red teaming activities using collaborative methodologies. The activity enabled participants to develop a competency framework by identifying the desired attributes, character, competencies, and leadership capabilities of Coast Guard personnel while fostering reflection, constructive exchange, and diverse perspectives in leadership development planning. The activity demonstrated the practical value of participatory and evidence-informed methodologies that may be adopted by MEPTDI in designing future Leadership Development Programs and competency-based learning interventions for PCG personnel.

The IPV concluded with the presentation of certificates and mementos, followed by a photo opportunity and boodle fight that fostered camaraderie and strengthened inter-service partnership. A windshield tour of AETC facilities also provided the PCG delegation with valuable benchmarks for the continuing development of MEPTDI’s training facilities and leadership programs.

The IPV highlighted the importance of a structured, competency-based leadership framework that integrates critical thinking, character formation, and mission-oriented competencies. The insights gained from PAFLDC provide valuable benchmarks for strengthening MEPTDI’s leadership programs, enhancing personnel competencies, and developing adaptive leaders in support of MEPCOM’s operational mandate

The Marine Environmental Protection Command (MEPCOM) successfully conducted the 2026 Promotion Deliberation for Enlisted Personnel (E1–E2 and E2–E3) on 04–05 August 2026 at the MEP Access Conference Room, Mary Bachrach Building II, Port Area, Manila, reaffirming the transparent, objective, and merit-based promotion system of the Philippine Coast Guard.

The two-day deliberation was undertaken to evaluate the qualifications, competence, leadership potential, performance, and overall readiness of enlisted personnel recommended for promotion to the next higher rank. In accordance with the existing PCG’s promotion policies and guidelines, the Promotion Deliberation Board assessed candidates for advancement from Apprentice Seaman/Apprentice Seawoman (ASN/ASW, E-1) to Seaman Second Class/Seawoman Second Class (SN2/SW2, E-2) and from Seaman Second Class/Seawoman Second Class (SN2/SW2, E-2) to Seaman First Class/Seawoman First Class (SN1/SW1, E-3).

The Promotion Deliberation Board was chaired by 𝐂𝐀𝐏𝐓 𝐀𝐑𝐁𝐈𝐄 𝐓 𝐂𝐀𝐒𝐏𝐈𝐋𝐋𝐎 𝐏𝐂𝐆 and composed of the following members:

To ensure equal opportunity and accessibility for all qualified personnel, candidates assigned within the Manila–Cavite area personally appeared before the Board, while those deployed in various MEPCOM units outside Metro Manila participated through video conference platform. This hybrid deliberation process enabled the Board to conduct a comprehensive, impartial, and standardized evaluation regardless of the candidates' respective duty stations.

The deliberation process emphasized fairness, integrity, and professionalism by carefully assessing each candidate's performance, qualifications, military bearing, and potential for greater responsibilities. Through this rigorous evaluation, the Command continues to uphold the 𝐌𝐄𝐏𝐂𝐎𝐌 𝐀𝐇𝐄𝐀𝐃 pillars of Accountable Governance and Leadership and Efficient and Sound Resource Management, recognizing deserving personnel for career advancement based on merit.

𝐋𝐎𝐎𝐊: The Marine Environmental Protection Command (MEPCOM), through its Awards and Decorations Board (ADB), spearheaded by the Chief of MEP Staff, 𝐂𝐀𝐏𝐓 𝐀𝐑𝐁𝐈𝐄 𝐓 𝐂𝐀𝐒𝐏𝐈𝐋𝐋𝐎 𝐏𝐂𝐆, successfully conducted the deliberation for the Enlisted Personnel of the Year and Civilian Officer of the Year at Headquarters, Marine Environmental Protection Command, Port Area, Manila.

The deliberation served as a venue for the nominees to present their outstanding achievements, showcasing their skills, dedication, and significant contributions to the Command through exemplary operational and administrative performance. Their accomplishments reflected professionalism, integrity, and excellence in advancing the mission and objectives of the Marine Environmental Protection Command.

Following a comprehensive evaluation by the Awards and Decorations Board, the selected awardees will be officially recommended to represent MEPCOM in the PCG-wide Search for the Enlisted Personnel of the Year and Civilian Officer of the Year in celebration of the upcoming Philippine Coast Guard Anniversary.

The initiative underscores MEPCOM's commitment to recognizing excellence, promoting merit, and honoring personnel whose dedication and exceptional service exemplify the core values and highest standards of the Philippine Coast Guard.

The forum was graced by 𝐕𝐀𝐃𝐌 𝐑𝐎𝐌𝐌𝐄𝐋 𝐀 𝐒𝐔𝐏𝐀𝐍𝐆𝐀𝐍 𝐏𝐂𝐆, Commander, Marine Environmental Protection Command, who underscored the importance of building an organization where every Coast Guardian is valued based on merit, competence, and dedication to public service.

The activity was opened with the remarks from 𝐑𝐀𝐃𝐌 𝐂𝐇𝐑𝐈𝐒𝐓𝐎𝐏𝐇𝐄𝐑 𝐌 𝐌𝐄𝐍𝐈𝐀𝐃𝐎 𝐏𝐂𝐆, Deputy Commander, MEPCOM and Vice Chairperson of the Gender and Development Focal Point System (GFPS) Executive Committee, followed by an inspirational message from 𝐂𝐎𝐌𝐌𝐎 𝐌𝐀𝐘 𝐁 𝐌𝐀𝐑𝐅𝐈𝐋 𝐏𝐂𝐆, Director, Marine Environmental Protection Regulatory Compliance and Governance Service (MEPRCGS), who emphasized the significance of advancing gender-responsive governance throughout the Command.

Serving as resource speakers were 𝐋𝐓𝐉𝐆 𝐉𝐀𝐘𝐂𝐄𝐍𝐓 𝐁 𝐕𝐈𝐁𝐀𝐑 𝐏𝐂𝐆, Chief of Staff, Coast Guard Gender and Development Center, and 𝐋𝐓𝐉𝐆 𝐑𝐎𝐆𝐈𝐄-𝐌𝐈𝐄 𝐍 𝐓𝐄𝐉𝐎 𝐏𝐂𝐆, Officer-in-Charge, Logistics Division, Coast Guard Gender and Development Center. They provided comprehensive discussions on the fundamentals of 𝐆𝐞𝐧𝐝𝐞𝐫 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 (𝐆𝐀𝐃) and the 𝐖𝐨𝐦𝐞𝐧, 𝐏𝐞𝐚𝐜𝐞 𝐚𝐧𝐝 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 (𝐖𝐏𝐒) 𝐀𝐠𝐞𝐧𝐝𝐚, highlighting gender-responsive governance, inclusive leadership, women's empowerment, and the protection of women's rights in the maritime sector.

In his keynote message, 𝐕𝐀𝐃𝐌 𝐒𝐔𝐏𝐀𝐍𝐆𝐀𝐍 emphasized that gender should never define an individual's worth or capability.

Highlighting the unity of all Coast Guard personnel regardless of gender, he further stated:

𝐕𝐀𝐃𝐌 𝐒𝐔𝐏𝐀𝐍𝐆𝐀𝐍 stressed that organizational excellence is founded on respect, equal opportunity, and genuine concern for every member of the workforce.

The forum concluded with a strong reminder that the principles of 𝐆𝐞𝐧𝐝𝐞𝐫 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 and the 𝐖𝐨𝐦𝐞𝐧, 𝐏𝐞𝐚𝐜𝐞 𝐚𝐧𝐝 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐀𝐠𝐞𝐧𝐝𝐚 extend beyond seminars and policy discussions. They serve as guiding principles that reinforce MEPCOM's pursuit of 𝐀ccountable Governance and Leadership, 𝐇ighest Standard of PCG Core Values, 𝐄fficient and Sound Resource Management, 𝐀gile System and Technological Advancement, and 𝐃ependable Partnership and Cooperation.

Through initiatives such as this, MEPCOM continues to strengthen gender-responsive leadership, empower women across all levels of the organization, and foster a culture of inclusivity, professionalism, and respect.
