The Coast Guard Logistics Systems Command (CGLSC) reaffirmed its commitment to a just, transparent, and merit-driven career advancement system as it convened the Promotion Board for Enlisted Personnel from 03 to 07 August and on 10 August 2026 at the CGLSC Conference Room, Muelle Dela Industria, Farola Compound, Binondo, Manila. The review process ensures that promotions are awarded based on demonstrated competence, service record, and adherence to the Service’s core values.

Deliberations for senior enlisted ranks—covering advancement from Petty Officer Third Class (E-5) to Petty Officer Second Class (E-6), and Petty Officer Second Class (E-6) to Petty Officer First Class (E-7)—were presided over by Rear Admiral Mitzie S. Silva-Campo, CGLSC Commander and CGLSC Non-Officer Promotion Board Chairperson. Assisting her were Captain Johnnyrex V. Baranda, Chief-of-Staff and CGLSC Non-Officer Promotion Board Vice Chairperson; Lieutenant Junior Grade Marc Joseph P. Bani, CGLSC Admin Officer; and Master Chief Petty Officer Efren B. Gabayno; as Board members with Lieutenant Junior Grade Edmon B. Asuncion serving as Secretariat.

For junior enlisted personnel being considered for promotion from Apprentice Seaman (E-1) to Seaman Second Class (E-2), and Seaman Second Class (E-2) to Seaman First Class (E-3), the panel was led by Captain Marlowe O. Acevedo, CGLSC Deputy Commander and CGLSC Non-Officer Promotion Board Chairperson, Members of the review panel included Lieutenant Junior Grade Marc Joseph P. Bani, DCS for HRM (LSC-1); Lieutenant Junior Grade Zea Dayanara S. Lavarez, Deputy Chief of Staff for Plans and Programs (L-5); and Chief Petty Officer Maricris M. Borero, CGLSC Chief Master-at-Arms with Lieutenant Junior Grade Edmon B. Asuncion serving as Secretariat.

Acting pursuant to the memorandum dated 31 July 2026, the Boards evaluated the qualifications, operational performance, military bearing, leadership potential, and mission readiness of 793 enlisted personnel who satisfied the required Time-in-Grade (TIG). The eligible complement comprised 399 Apprentice Seaman/Apprentice Seawoman (E-1 to E-2), 371 Seaman Second Class/Seawoman Second Class (E-2 to E-3), 1 Petty Officer Third Class (E-4 to E-5), and 22 Petty Officers Second Class (E-5 to E-6).

Through this undertaking, CGLSC remains steadfast in upholding excellence, accountability, fairness, and integrity—ensuring that the dedication and professionalism of its personnel are duly recognized, and building a workforce that is fully capable, disciplined, and ready to support the Philippine Coast Guard’s vital mandates.

Look: On 05 August 2026, The Coast Guard Logistics Systems Command (CGLSC) warmly welcomed the Commission on Audit (COA) team led by PCG Resident Auditor Mr. Noroden J. Mira‑ato for an official visit to the CGLSC Warehouse Facility at 9428 Urma Drive, corner Cecile Street, Airport Village, Barangay Vitalez, this city.

The visit provided an opportunity to present CGLSC’s warehouse operations, inventory management systems, logistics training programs, and steadfast commitment to upholding the operational readiness of the Philippine Coast Guard. It also underscored the Command’s openness to inspection, transparency, and strict adherence to public accountability standards.

Joining the activity were Ms. Annie Rose G. Pastor, Chief Accountant of the PCG; Captain Marlowe O. Acevedo, Deputy Commander of CGLSC; Captain Johnnyrex V. Baranda, CGLSC Chief of Staff; and Ms. Ma. Narra J. Anacan, Chief Supply and Accountable Office. Their presence reinforced the shared commitment across offices to proper stewardship, transparency, and responsible management of government resources.

Look: On 03 August 2026, Coast Guard Logistics Systems Command (CGLSC) Commander, Rear Admiral Mitzie S. Silva-Campo formally received the Command Logistics Badge during a ceremonial awarding held at the CGLSC Conference Room, Muelle Dela Industria, Farola Compound, Binondo, Manila—marking another significant milestone in her assumption of command. Conferred upon satisfactory completion of prescribed qualifications in accordance with Philippine Coast Guard regulations.

The badge was ceremonially presented by Vice Admiral Tito Alvin G. Andal, Commander of the Coast Guard Education, Training and Doctrine Command (CGETDC). In his remarks, Vice Admiral Andal extended his congratulations and expressed full confidence in Rear Admiral Silva-Campo’s stewardship, citing her professionalism, demonstrated competence, and exemplary work ethic as qualities that will propel the CGLSC toward greater heights.

As the first female Commander of the CGLSC, Rear Admiral Silva-Campo accepted the distinction with profound gratitude and humility, affirming that the badge signifies a renewed commitment to lead with integrity, serve with purpose, and uphold the trust reposed in her. The Coast Guard Logistics Systems Command (CGLSC) proudly recognizes the outstanding achievement of three female personnel from the Coast Guard Logistics Training Institute (CGLTI) who have successfully completed the Automotive Servicing NC II training under the Technical Education and Skills Development Authority (TESDA) program.

Earlier today, 21 July 2026—the Coast Guard Logistics Systems Command (CGLSC), through the Coast Guard Logistics Training Institute (CGLTI), successfully conducted its Graduation Ceremony for three training batches: Coast Guard Logistics Officers Course (CGLOC) Class 08-2026, Coast Guard Logistics Non-Officers Fundamental Course (CGLNOFC) Class 03-2026, and TESDA courses in Automotive Servicing NC II and Shielded Metal Arc Welding NC I. The event was held at the Vitalez Multipurpose Gymnasium, Parañaque City, Metro Manila.

The ceremony honored the achievements of all graduates and reaffirmed the Philippine Coast Guard’s (PCG) commitment to developing competent, skilled, and mission-ready logistics personnel. Delivering the welcome remarks, Lieutenant Junior Grade John Richard M. Muring, CGLTI Superintendent, emphasized that continuous learning and professional development are foundational to strengthening the Command’s overall logistics capabilities.

A highlight of the program was the Declaration of Course Closure delivered by Rear Admiral Mitzie S. Silva-Campo, CGLSC Commander, formally marking the successful completion of all training programs. This was followed by the awarding of certificates, presentation of special awards to outstanding graduates, donning of the CGLOC Badge, and sharing of insights by the class representative.

Mr. Vergel P. Soriano, TESDA Director, also delivered a message underscoring the value of competency-based training and lifelong learning in building a highly skilled, service-oriented workforce. Certificates of Appreciation were likewise awarded to partner institutions and stakeholders for their vital support in advancing logistics education and technical training.

In her address, Rear Admiral Silva-Campo urged the graduates to uphold the highest standards of professionalism, integrity, discipline, and excellence as they take on greater responsibilities in supporting the PCG’s logistics operations. Rear Admiral Mitzie S. Silva-Campo presided over her very first Command Conference since assuming the Command, bringing together CGLSC Staff Officers, Sub-Unit Commanders, LFMC Commanders, and key personnel to align priorities and further strengthen the Philippine Coast Guard’s (PCG) logistics capabilities. This milestone activity follows her formal assumption as CGLSC Commander on 14 July 2026.

The conference featured the introduction of the CGLSC Sub-Unit Commanders, members of the CGLSC Central Staff, and the Commanders of the Logistics Finance Management Centers (LFMCs), followed by comprehensive unit briefings from the Command's major offices and support units, including the Administrative Division, Operations Division, Logistics Division, Procurement Project Office, Logistics Training Institute, Coast Guard Motorpool, and the LFMCs from various Coast Guard Districts. The presentations provided updates on ongoing programs, operational readiness, resource management, and future initiatives.

The conference also included an open forum to foster direct dialogue between leadership and personnel, allowing participants to raise operational concerns, present critical logistics requirements, and share recommendations for organizational improvement.

In her command guidance, Rear Admiral Silva-Campo urged everyone to remain steadfast in fulfilling their duties. His term delivered tangible gains: new facility for CGLSC Sub-units, hundreds of completed infrastructure projects nationwide, the CGLSC Foundational and Transformational Strategic Roadmap 2026–2034, Process and Work Instruction manual, expanded digital systems, fleet rehabilitation, and fully reconciled PPE accounts. Emphasizing team contribution, he urged CGLSC personnel that “Progress should never stop with one commander or one generation. Rear Admiral Silva‑Campo assumed the helm of the Command.
