The Land Transportation Office (LTO) has released official Memorandum Circulars for three VinFast electric two-wheelers, officially classifying them under the L3 Category (Motorcycle without Sidecar) pursuant to RA 8794, RA 4136, and the EVIDA Act (RA 11697).
