“Strengthening Civilian Oversight and Collective Action for Safer Communities”

September 1, 2026 | Provincial Capitol, Naval, Biliran

The Province of Biliran officially joined the observance of the 32nd National Crime Prevention Week through a joint flag-raising and kickoff ceremony, bringing together the Provincial Government, Philippine National Police, BFP, BJMP, PDEA, DICT, DILG, DepEd, BiPSU, and other national government partners.
The activity highlighted the importance of unity, vigilance, accountability, and community participation in building safer and more peaceful communities.

“𝘼 𝙨𝙖𝙛𝙚𝙧 𝘽𝙞𝙡𝙞𝙧𝙖𝙣 𝙘𝙖𝙣𝙣𝙤𝙩 𝙗𝙚 𝙗𝙪𝙞𝙡𝙩 𝙗𝙮 𝙤𝙣𝙚 𝙤𝙛𝙛𝙞𝙘𝙚, 𝙤𝙣𝙚 𝙖𝙜𝙚𝙣𝙘𝙮, 𝙤𝙧 𝙤𝙣𝙚 𝙨𝙚𝙘𝙩𝙤𝙧 𝙖𝙡𝙤𝙣𝙚. 𝙄𝙩 𝙩𝙖𝙠𝙚𝙨 𝙖𝙡𝙡 𝙤𝙛 𝙪𝙨.”

Vice Governor Paras also reaffirmed the commitment of the Sangguniang Panlalawigan to support programs that promote peace and order, strengthen public trust, protect vulnerable sectors, and enhance cooperation between communities and law enforcement agencies.

Meanwhile,𝙂𝙤𝙫𝙚𝙧𝙣𝙤𝙧 𝙍𝙤𝙜𝙚𝙡𝙞𝙤 𝙅. 𝙀𝙨𝙥𝙞𝙣𝙖, 𝙈𝘿, 𝙁𝙋𝙊𝘼 expressed his gratitude to all partner agencies and emphasized the need for greater sensitivity and collective action, especially as emerging crimes continue to evolve alongside advances in technology.
He called on everyone to remain vigilant and united in addressing new challenges, including crimes that increasingly affect schools and communities.

The Governor stressed that early awareness, cooperation, and immediate collective action are essential to preventing crimes from worsening.

As Biliran begins this year's observance, the message is clear: peace and safety begin with shared responsibility.
Let us continue to work together—government, law enforcement, schools, families, and communities—to build a safer, more peaceful, and resilient Biliran where every Biliranon can live and thrive without fear.

Together, let us prevent crime, protect our communities, and strengthen the spirit of unity for a safer Biliran.

This August 31, 2026, we commemorate 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐇𝐞𝐫𝐨𝐞𝐬 𝐃𝐚𝐲 with the theme “𝐊𝐚𝐛𝐚𝐲𝐚𝐧𝐢𝐡𝐚𝐧 𝐧𝐠 𝐏𝐢𝐥𝐢𝐩𝐢𝐧𝐨 𝐬𝐚 𝐏𝐚𝐧𝐚𝐡𝐨𝐧 𝐧𝐠 𝐏𝐚𝐠𝐛𝐚𝐛𝐚𝐠𝐨”—a meaningful reminder of the courage and patriotism that have shaped our nation.

Our heroes came from different walks of life, but they shared one purpose: to serve something greater than themselves. Their sacrifices, principles, and love for the country laid the foundation upon which generations of Filipinos continue to build.

Today, heroism takes many forms. It can be seen in those who serve their communities, protect others, stand for what is right, and extend a helping hand in times of need. In a changing world, every act of compassion, courage, and service can become a form of modern-day bayanihan.

𝗛𝗼𝗻𝗼𝗿 𝗧𝗵𝗲𝗶𝗿 𝗟𝗲𝗴𝗮𝗰𝘆. 𝗟𝗶𝘃𝗲 𝗧𝗵𝗲𝗶𝗿 𝗩𝗮𝗹𝘂𝗲𝘀. 𝗖𝗮𝗿𝗿𝘆 𝗧𝗵𝗲𝗺 𝗙𝗼𝗿𝘄𝗮𝗿𝗱. Let us remember our heroes not only through their names and stories, but by embodying the spirit of bayanihan and service in our everyday lives. 🇵🇭❤️
