PMDP is the National Governmentโ€™s Career Executive Service Development Program.

The goal of PMDP is to produce a corps of development-oriented, competent, dedicated and honest government senior executives and middle managers. It is the National Governmentโ€™s Career Executive Service Development Program (NGCESDP). Specifically, it aims to help participants develop a keen appreciation of the vital role government executives play in the overall development process; produce competent government leaders committed to the welfare of their constituents and the countryโ€™s progress; foster a spirit of kinship, mutual support, and harmony among government leaders working for the common goal of a good life for all; and, deepen the bench of successors to the incumbent government executives to ensure smooth transition in case of promotions or vacancies. Ultimately, the Program aspires to help enhance the image of the Philippine government as an institution imbued with professionalism, integrity and honesty.

It is with deep sadness that we announce the passing of Dr. Melissa T. Sena of Middle Managers Class Batch 27 - ๐˜œ๐˜ฅ๐˜ข๐˜บ๐˜ข, Officer-in-Charge, Assistant Secretary of the Health Facility Development Bureau - Department of Health.

We extend our heartfelt condolences, thoughts, and prayers to her family, friends, and colleagues during this difficult time of loss.

Twenty-five directors from 16 national government agencies, government-owned and controlled corporations (GOCCs), and state universities and colleges (SUCs) completed the Phronetic Leadership Module implemented under the PMDP Senior Executives Class Batch 15 on September 7โ€“11, 2026, at the DAP Conference Center in Tagaytay City.

Led by Faculty-in-Charge Prof. Hideki Kawada and Co-faculty DAP Acting Executive Vice President Magdalena L. Mendoza, the module strengthened the participantsโ€™ phronesisโ€”the practical wisdom โ€“ to make sound and principled decisions in complex situations. DPWH Senior Undersecretary Emil K. Sadain, CESO I, enriched the discussions by sharing lessons from his leadership experiences in major public-sector reforms.

A socialization activity in San Nicolas, Batangas allowed the participants to directly experience community life and deepen their leadership abilities grounded in empathy, lived realities, and public purpose.

The module was implemented by the Development Academy of the Philippines through its Center for Career Executive Service Development (CCD).

AI 501: Leading an AI-Ready Government is a two-day executive learning program designed for senior Philippine government officials leading responsible AI adoption in their agencies.

The course introduces participants to practical applications of AI in government, the opportunities and risks associated with its adoption, and the governance mechanisms necessary to ensure AI is deployed responsibly, ethically, and in the public interest.

Through facilitated dialogues, peer learning, case-based exercises, and the application of assessment tools, participants will assess their agenciesโ€™ AI readiness, examine key policy and governance considerations, and translate readiness gaps into concrete leadership actions. The program empowers government executives to make informed, accountable, and public value-driven decisions on AI adoption.

LOOK: To boost its emergency preparedness, especially during the run of PMDP classes, the Center for CES Development organized a Basic Life Support and First Aid Training on 8 September 2026, at the IGH Multimedia Center, DAP Pasig.

The training was led by a team of medical professionals from the Philippine Orthopedic Center, including Mr. Dennis M. De Guzman, RN, EMT, MPA, MAN; Ms. Ana Loraine G. Cruz, RN, MPA; Mr. Jeffrey Bon B. Halili, RN; and Mr. Raffy A. Lucena. They provided the participants with the necessary knowledge on emergency support services through demonstrations of CPR, the use of Automated External Defibrillators, and choking relief skills. Moreover, the trainees practiced their CPR skills and medical techniques, such as basic wound care, bandaging, and splint application, to respond to emergency situations effectively.

Apart from the staff, DAP Acting President and CEO Dr. Leocadio S. Sebastian graced the event to show his support for the initiative.

In electoral governance, we likewise congratulate Atty. Reddy C. Balarbar of the SEC Batch 4 - Alab-Lahi on his appointment as Regional Election Director of the Commission on Elections (COMELEC) Region I. His new role highlights his continued commitment to strengthening electoral governance and delivering effective and responsive public service.

In the field of education, we also congratulate Dannie Clark M. Uguil of the Middle Managers Class (MMC) Batch 17 โ€“ Gandilan on his appointment as Career Executive Service Officer Rank VI of the Department of Education. LOOK: Representatives from the Department of Economy, Planning, and Development (DEPDev) and the Department of Science and Technology (DOST) learned more about opportunities for professional and leadership development through separate Public Management Development Program (PMDP) information sessions held on August 24, 2026.

The DAP, through the Center for Career Executive Service Development (CCD), introduced the PMDP and its learning opportunities for public sector professionals. Advocacy and Admission Office Director Reina Carmelita F. Young discussed the programโ€™s scholarship offerings and how its learning interventions can help participants build the competencies needed for leadership and career advancement in government.

The sessions gave DEPDev and DOST representatives a chance to learn more about the PMDP, its admission pathways, and the opportunities available to professionals who want to further their development and contribute more effectively to public service.
