ICYMI: PEMC Attends House Hearing on EPIRA Amendments and Pass-Through Costs

The Philippine Electricity Market Corporation (PEMC) participated in the House of Representatives Committee on Energy hearing to address key power sector issues, including proposed amendments to the Electric Power Industry Reform Act (EPIRA) of 2001, system loss, line rentals, and electricity pricing structures.

This hearing follows the President’s State of the Nation Address (SONA), which called for the elimination of burden-shifting pass-through costs on consumers to alleviate high electricity bills.

As the governance body of the Wholesale Electricity Spot Market (WESM), PEMC remains committed to working alongside lawmakers and industry stakeholders to drive reforms, improve market transparency, and support efforts to ensure affordable, reliable, and fair electricity rates for all consumers.

The Philippine Electricity Market Corporation (PEMC), as the Governance Arm of the Wholesale Electricity Spot Market (WESM), is inviting all WESM stakeholders to submit comments on the Draft Terms of Reference (TOR) for the MDOR.

The MDOR is a comprehensive assessment of the Enhanced WESM Design and Operations (EWDO) covering the period from 26 June 2021 to 25 June 2026. The review aims to evaluate the effectiveness of EWDO enhancements, identify opportunities for future market improvements, and assess the feasibility of implementing a Day-Ahead Market (DAM). Stakeholders are encouraged to review the Draft TOR and provide comments, recommendations, or other inputs to help refine the project's scope, methodology, and expected deliverables. PEMC particularly seeks feedback that will support a thorough, objective, and stakeholder-responsive review process.
