One of its major offerings is the Adaptive Governance and Innovation for Local Executives (AGILE) Program which aims to equip the local government leaders and key functionaries with the knowledge and understanding of concepts, principles, tools and methodologies for an adaptive and inclusive local governance.

Officers and staff of the Development Academy of the Philippines (DAP) gathered at the DAP Conference Center for the official unveiling of the iconic DAP Letters on 20 July 2026, Monday.
Since 1973, the DAPCC has served as an avenue where leadership, learning, and nation-building converge, reaffirming the institutionโs steadfast dedication to developing ethical, capable, principled, and future-ready public servants.
In his keynote address, Acting President and CEO Dr. Leocadio S. Sebastian, CESO I, honored the success of the 3R Project (Repair, Rehabilitation, and Restoration) from 2009 to 2014, and formally presented the 2026 Conceptual Master Development Plan for the conference center. Central to this roadmap is the construction of the New Training Building to complement existing facilities. Anchored in infrastructure modernization, heritage conservation, environmental sustainability, and future-ready learning spaces, this long-term vision ensures that the DAPCC remains a world-class hub for public sector innovation and leadership.
Beyond constructing new facilities, the center enters a dynamic new era. The DAP reinforces its core purpose to equip government stewards to drive meaningful, lasting progress across the nation.

In advancing this vital national peace agenda, Secretary Sarmiento champions a "shared value" framework to ensure that local communities directly experience the benefits of socio-economic progress. His advocacy for "Positive peace" highlights how sustainable stability and robust local governance are deeply intertwined in fostering effective public service delivery.
The DAP community celebrates this well-deserved milestone and wishes him continued success as he leads our nation toward a more inclusive, harmonious, and progressive future.
Upon assuming the post of peace adviser, Sarmiento has championed the concept of โshared valueโ wherein all sectors of society must reap the dividends of peace and development, while advocating for Positive Peace.
He has committed to fulfill the national governmentโs commitments under all signed Bangsamoro peace agreements, particularly the CAB, the landmark peace agreement between the GPH and M**F signed in 2014.
The CAB has paved the way for the creation of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and its interim government, the Bangsamoro Transition Authority (BTA).

Serving as the culminating milestone of ๐๐จ๐ฎ๐ซ๐ฌ๐ ๐: ๐๐๐ฌ๐ข๐ ๐ง๐ข๐ง๐ ๐๐ง๐ง๐จ๐ฏ๐๐ญ๐ข๐ฏ๐ ๐๐ซ๐จ๐ฃ๐๐๐ญ๐ฌ ๐๐จ๐ซ ๐๐จ๐๐๐ฅ ๐๐๐ฏ๐๐ฅ๐จ๐ฉ๐ฆ๐๐ง๐ญ was the Innovation Project Proposals of 50 Scholars of LGEMC Batch 19 โ Kusog the presented concepts target critical local development priorities, including local economic development, agriculture, healthcare, disaster resilience, digital governance, environmental management, planning, social welfare, peacebuilding, and other strategic initiatives responsive to local needs.

The Development Academy of the Philippines presented the Change Management Roadmap and the results of the Workload Analysis to the City Government of Naga, marking a key milestone in the second phase of the Organizational Structure and Staffing Pattern Project. Building on the project's initial phase in 2025, the Workload Analysis validated staffing requirements based on actual workloads and service demands, while the Change Management Roadmap provides a strategic framework to guide the organization, its workforce, and stakeholders through a smooth and sustainable organizational transition. The presentation marks a significant step toward the implementation of Naga Cityโs organizational reforms, equipping the local government with evidence-based strategies to optimize its workforce, strengthen institutional performance, and deliver more responsive and efficient public services. The study was undertaken in partnership with WeSolve Foundation.
