PASIG CITY - Development Academy of the Philippines (DAP), through its 𝐂𝐞𝐧𝐭𝐞𝐫 𝐟𝐨𝐫 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 – 𝐋𝐨𝐜𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞 (CFG-LGDO), officially kicked off the 𝐂𝐨𝐮𝐫𝐬𝐞 𝐨𝐧 𝐀𝐫𝐭𝐢𝐟𝐢𝐜𝐢𝐚𝐥 𝐈𝐧𝐭𝐞𝐥𝐥𝐢𝐠𝐞𝐧𝐜𝐞 (AI) for 𝐋𝐨𝐜𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐔𝐧𝐢𝐭𝐬 (LGUs) on 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 𝟏𝟓, 𝟐𝟎𝟐𝟔, at 𝐋. 𝐒. 𝐕𝐢𝐫𝐚𝐭𝐚 𝐇𝐚𝐥𝐥, 𝐃𝐀𝐏 𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠, 𝐏𝐚𝐬𝐢𝐠 𝐂𝐢𝐭𝐲. The four-day course brought together 22 department heads, key functionaries, and technical staff from 10 LGUs.

Building on the foundation of the initial rollout, the course equips local leaders to translate emerging digital tools into actionable workplace solutions. Rather than covering theoretical concepts alone, the course challenges learners to identify real-world administrative bottlenecks in their daily operations and structure an “𝐋𝐆𝐔 𝐀𝐈-𝐏𝐨𝐰𝐞𝐫𝐞𝐝 𝐏𝐫𝐨𝐨𝐟-𝐨𝐟-𝐂𝐨𝐧𝐜𝐞𝐩𝐭" - a functional, working digital prototype built using no-code platforms and Vibe Coding.

In his opening remarks, DAP Center for Strategic Futures 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐀𝐫𝐦𝐚𝐧𝐝 𝐓𝐫𝐢𝐬𝐭𝐚𝐧 𝐑. 𝐒𝐮𝐫𝐚𝐭𝐨𝐬 challenged local officials to move beyond basic adoption and prioritize meaningful, high-impact public service applications.

The opening day discussions focused on establishing operational readiness for AI in local administration. Complementing this macro perspective, 𝐃𝐀𝐏- 𝐋𝐆𝐃𝐎 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐌𝐚𝐧𝐚𝐠𝐞𝐫 𝐃𝐚𝐧𝐢𝐞𝐥 𝐆. 𝐑𝐨𝐬𝐞𝐫𝐨 walked delegates through the core phases of the AI lifecycle, detailing how automated workflows can optimize routine municipal tasks.

To anchor theoretical concepts in proven practice, the opening day concluded with peer-to-peer sharing sessions from pioneering local governments. 𝐏𝐚𝐬𝐢𝐠 𝐂𝐢𝐭𝐲 𝐓𝐫𝐚𝐧𝐬𝐩𝐨𝐫𝐭𝐚𝐭𝐢𝐨𝐧 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞 𝐄𝐧𝐠𝐫. 𝐀𝐩𝐫𝐲𝐥 𝐋𝐚𝐥𝐚𝐢𝐧𝐞 𝐆. 𝐒𝐢𝐧𝐢𝐞𝐥 detailed the city’s AI-powered infrastructure and traffic monitoring model, while 𝐁𝐚𝐠𝐮𝐢𝐨 𝐂𝐢𝐭𝐲 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐂𝐡𝐢𝐞𝐟 𝐨𝐟 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲 𝐃𝐢𝐯𝐢𝐬𝐢𝐨𝐧 𝐅𝐫𝐚𝐧𝐜𝐢𝐬 𝐋. 𝐂𝐚𝐦𝐚𝐫𝐚𝐨 presented Project MINERVA (Monitoring of Indicators for Efficient Redevelopment and Value Assessment) as an active case study in tech-assisted governance. Both featured projects received funding support from the Department of Science and Technology and the Department of Economy, Planning, and Development.

Throughout this four-day course, learners will undergo workflow analysis and integration, prompt engineering exercises, and technical testing sessions to refine their functional AI-powered proof-of-concept prototypes.

PASIG CITY – The Development Academy of the Philippines (DAP), through its 𝐂𝐞𝐧𝐭𝐞𝐫 𝐟𝐨𝐫 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞, has reached the halfway mark of its capability development sessions for the 𝐋𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐢𝐯𝐞 𝐄𝐱𝐜𝐞𝐥𝐥𝐞𝐧𝐜𝐞 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 (𝐋𝐄𝐀𝐃) 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 for the 𝐋𝐞𝐚𝐠𝐮𝐞 𝐨𝐟 𝐕𝐢𝐜𝐞 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬 (𝐋𝐕𝐆𝐏).

Running through September 23, 2026, the hybrid learning program aims to enhance the capability of Vice Governors in exercising effective legislative leadership, promoting accountable governance, and developing responsive, evidence-based policies that support their local development priorities.

The program commenced with on-site sessions last August 21, 2026, in Pasay City, attended by over 𝟖𝟎 𝐥𝐞𝐚𝐫𝐧𝐞𝐫𝐬. 𝐔𝐧𝐝𝐞𝐫𝐬𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲 𝐟𝐨𝐫 𝐋𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐢𝐯𝐞 𝐀𝐟𝐟𝐚𝐢𝐫𝐬 𝐆𝐥𝐞𝐧𝐝𝐚 𝐑. 𝐑𝐮𝐦𝐨𝐡𝐫 𝐨𝐟 𝐭𝐡𝐞 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐄𝐜𝐨𝐧𝐨𝐦𝐲, 𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭, and 𝐌𝐫. 𝐑𝐨𝐧𝐚𝐥𝐝 𝐑. 𝐁𝐚𝐫𝐜𝐞𝐧𝐚 discussed aligning local legislation with the Philippine Development Agenda and the role of legislators as drivers of change and development.

To integrate modern tools into local governance, participants completed a self-paced course on 𝐀𝐫𝐭𝐢𝐟𝐢𝐜𝐢𝐚𝐥 𝐈𝐧𝐭𝐞𝐥𝐥𝐢𝐠𝐞𝐧𝐜𝐞 (𝐀𝐈) 𝟏𝟎𝟏: 𝐅𝐨𝐮𝐧𝐝𝐚𝐭𝐢𝐨𝐧𝐬 𝐨𝐟 𝐀𝐫𝐭𝐢𝐟𝐢𝐜𝐢𝐚𝐥 𝐈𝐧𝐭𝐞𝐥𝐥𝐢𝐠𝐞𝐧𝐜𝐞 via DAP’s Linang Platform, providing them with key AI concepts and instilling the responsible deployment of AI in public service.

Continuing through synchronous virtual sessions, Mr. Barcena led a discussion on Understanding Local Legislation: Power and Process, followed by a comprehensive session on Legislative Fiscal Governance in Local Government to enhance oversight of provincial financial resources.

𝐃𝐞𝐩𝐮𝐭𝐲 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐒𝐭𝐚𝐭𝐢𝐬𝐭𝐢𝐜𝐢𝐚𝐧 𝐊𝐫𝐢𝐬𝐭𝐢𝐧𝐞 𝐉𝐨𝐲 𝐁𝐫𝐢𝐨𝐧𝐞𝐬 also presented, during her session on September 8, 2026, key economic and social indicators, as well as the Community-based Monitoring System, and the different ways it can support local governments.

During the hands-on segment, participants assessed their department processes to pinpoint persistent service delivery bottlenecks. Utilizing an AI Intervention Decision Matrix, teams evaluated existing technologies and data readiness to identify high-impact workflows suited for automation. These prioritized workflows were reframed into citizen-centric solution concepts during a Design Thinking workshop led by DAP Center of Excellence on Public Sector Productivity (COE-PSP) 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐌𝐚𝐧𝐚𝐠𝐞𝐫 𝐀𝐥𝐯𝐢𝐧 𝐉𝐨𝐬𝐞𝐩𝐡 𝐒. 𝐁𝐢𝐥𝐨𝐠

Following the conceptual phase, abstract frameworks advanced into technical ex*****on through structured prompt engineering and “Human-in-the-Loop” oversight under the DAP Center for Strategic Futures (CSF) 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐌𝐚𝐧𝐚𝐠𝐞𝐫 𝐑𝐚𝐲 𝐃𝐚𝐧𝐢𝐞𝐥 𝐆. 𝐏𝐞𝐫𝐚𝐥𝐭𝐚. Participants operationalized instruction logic into software architecture using no-code environments and Vibe Coding platforms to build working LGU AI-Powered Proof-of-Concept prototypes. The technical pipeline concluded under DAP COE-PSP 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐌𝐚𝐧𝐚𝐠𝐞𝐫 𝐑𝐨𝐜𝐢𝐨 𝐈𝐬𝐚𝐛𝐞𝐥 𝐑. 𝐏𝐚𝐥𝐨𝐦𝐚, as teams subjected their prototypes to empirical user-testing and iterative refinement based on operational feedback.

On the final day, seven multi-LGU cohorts presented functional prototypes to a review panel comprising COE-PSP 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐏𝐞𝐭𝐞𝐫 𝐃𝐚𝐧 𝐁.
