The Bureau of Fire Protection Region 3 Special Rescue Force, headed by FCINSP JULIUS R MANGRUBANG, Chief, Special Rescue Force, and under the leadership of FSSUPT BERNARD T ROSETE, DSC, Acting Regional Director of BFP Region 3, deployed one (1) personnel to serve as Course Monitor and Lead Instructor for the Hazardous Materials (HAZMAT) Operational Level Training held at MDRRMO-EOC Conference Hall, Molave, Zamboanga del Sur. The deployment was made possible through the arrangement and authorization of the Special Rescue Force – National Headquarters (SRF-NHQ).

This training was designed to equip members of the Special Rescue Force from across the Zamboanga Peninsula and Sulu province with the proper knowledge, skills, and confidence to safely handle hazardous materials incidents. By building the capacity of our responders today, we are helping create safer, more resilient communities across the region — because when our teams are well-prepared, every life and every community is better protected.

Upon the request of East Avenue Medical Center to the Special Rescue Force – National Headquarters (SRF-NHQ), and through the endorsement of SRF-NHQ, four (4) personnel from the BFP Region 3 Special Rescue Force, led by FCINSP JULIUS R MANGRUBANG, DSC, Chief Special Rescue Force, and under the guidance of Acting Regional Director FSSUPT BERNARD T ROSETE, DSC, were invited to serve as instructors for Hazardous Materials (HAZMAT) Operational Level Training at Ciudad Christia Resort, San Mateo, Rizal.

A total of 37 healthcare and emergency personnel gained essential skills in hazard identification, proper handling, and safe response procedures — ensuring they can protect themselves, their patients, and the community when risks arise. Through this coordinated effort, BFP R3 SRF remains committed to sharing expertise and strengthening emergency preparedness across institutions.

The Bureau of Fire Protection Region 3 Special Rescue Force, headed by FCINSP JULIUS R MANGRUBANG, Chief, Special Rescue Force, and under the leadership of FSSUPT BERNARD T ROSETE, DSC, Acting Regional Director of BFP Region 3, conducted a lecture on Mass Casualty Management, Triage, and Basic Anchoring Systems at Holy Angel University, Angeles City.

"Triage with care. Rescue with skill. Anchor with confidence. Speed without compromise."

This marks our third consecutive Saturday of training with the students. They learned how to properly assess and prioritize casualties during emergencies, and the fundamentals of safe and secure anchor systems — moving fast, but never at the cost of safety. Every second counts, but every life matters more.

In Photos | The BFP Region 3 Special Rescue Force personnel, headed by FCINSP JULIUS R MANGRUBANG, Chief, Special Rescue Force, and under the leadership of FSSUPT BERNARD T ROSETE, DSC, Acting Regional Director, conducted a Familiarization on Collapse Structure Rescue, Tool Familiarization, Breeching, Victim Extrication, and other related rescue operations at the PRO 3 Grandstand, Camp Captain Julian Olivas, City of San Fernando, Pampanga.

The activity aimed to enhance the skills, readiness, and operational capabilities of rescue personnel in responding to structural collapses and other emergency situations.

Through continuous training and familiarization, the Special Rescue Force strengthens its preparedness to deliver safe, swift, and effective rescue operations in times of disaster and emergencies.

In Photos | The BFP R3 Special Rescue Force (SRF) ORD personnel led by FCINSP JULIUS R MANGRUBANG, Chief, SRF, and under the leadership of FSSUPT BERNARD T ROSETE, DSC, Acting Regional Director of BFP Region 3, conducted Hazardous Materials (HazMat) Awareness-Operations Level Training to Jose B. Lingad Memorial General Hospital (JBLMGH).
It was held at the Microtel Pampanga, City of San Fernando, Pampanga on 14-20 September 2026.
This training provides responders with the knowledge, skills, and abilities necessary to analyze, plan, and implement defensive response actions for hazardous materials (HAZMAT) incidents.
