𝗨𝗻𝗶𝗻𝘁𝗲𝗿𝗿𝘂𝗽𝘁𝗲𝗱 𝗣𝗿𝗼𝗴𝗿𝗲𝘀𝘀 𝗼𝗻 𝗦𝗶𝘁𝗲
Despite the typhoon conditions and the resulting suspension of government operations in several areas, including Tarlac province, the BBMP II PMO remained on the job to monitor the project site in Brgy. Maamot, San Jose, Tarlac on August 6, 2026. The Project Manager and personnel from the Construction Management Division inspected ongoing construction at the Diversion Tunnel Inlet and Outlet and at the Power and Irrigation Tunnel.
The contractor maintained operations while their construction crews continued scheduled tasks and performed routine checks to keep everything on course, prioritizing site safety and closely monitoring field conditions. Afterward, the team held an on-site meeting to review work progress, address concerns, and plan next steps. Direct, continuous supervision ensures that operations stay aligned with targets and issues are resolved efficiently.

Earlier today, August 5, 2026, the 11th Coordination Meeting between the BBMP II PMO and Sta. Clara International Corporation (SCIC) was held at the NIA-BBMPII Function Hall, Matatalaib, Tarlac City, for the ongoing construction of the BBMP Phase II Storage Dam and Appurtenant Structures under Contract No. R3-BBMPIID-C-7. The meeting was attended by representatives from SCIC and key officials of BBMP II.
Discussions focused on the status of issues and concerns raised in the previous coordination meeting, including actions undertaken by the contractor and remaining matters requiring immediate attention. The Project Manager directed SCIC to accelerate construction activities, address factors affecting progress, and resolve pending concerns without further delay. The participants also reviewed the outstanding deliverables and their corresponding timelines.
The contractor was further required to carry out the agreed actions and ensure their timely completion. The discussions also clarified the responsibilities of concerned parties and identified the next steps to be undertaken as construction activities progress.

The BBMP II and Commission on Audit Entrance Conference is currently underway at the NIA BBMP II Function Hall in Matatalaib, Tarlac City.
The session formally opens the audit process by presenting its scope, objectives, and key areas of focus. It also provides clarity on the procedures and expectations that will guide the conduct of the audit moving forward.
The ongoing discussion reinforces a core principle in public service: transparency and accountability are integral to the proper management of public funds and resources.

On July 30, 2026, OIC-Deputy Administrator for Engineering and Operations Engr. Reyne B. Ugay led an on-site visit to the Balog-Balog Multipurpose Project Phase II (BBMP-II) in San Jose, Tarlac to assess ongoing developments. Joining the visit were Acting Division Manager for Design and Specifications Engr. Ariel S. Najera, other geologists and engineers from NIA Central Office, and BBMP-II Project Management Office (PMO) officials, including Engineering Manager Engr. Marson S. Bocobo, and Construction Management Division Manager, Engr. Jose Shiedel N. Segubience.
Braving heavy rains, the team evaluated critical zones, including the inlet, the collapsed portion near the diversion tunnel outlet, and the access gallery. Following the field assessment, they convened at the SCIC temporary facilities for a strategic operational meeting. During the session, the group mapped out technical solutions, conducted comprehensive geological evaluations, and outlined the next phases of repair and stabilization work to ensure the project's structural integrity.
Through direct, hands-on leadership in the field, the National Irrigation Administration (NIA) remains steadfast in advancing the Balog-Balog Multipurpose Project Phase II to deliver lasting agricultural and socio-economic progress for the people of Tarlac.

The Technical Working Group (TWG) meeting for the Balog-Balog Multipurpose Project Phase II (BBMP II) was held on July 29, 2026, at the BBMP II Function Hall in Matatalaib, Tarlac City. The session was attended by Engr. Marson S. Bocobo, Manager of the Engineering Division of NIA-BBMP II; Engr. Ramil De Vera, Municipal Engineer and MENRO of the Municipality of San Jose, joined by Atty. Fatima Morales; Atty. Sharmaine Valenzuela, Legal Officer of NCIP Tarlac; Mr. John Bjorn Enzo Basco, Embedded Personnel from the MGB; and Engr. Imelda Timbang, Chief of the Environment, Watershed, and Resettlement Management (EWRM) Section. Legal Services Department representatives Atty. Bjorn Madrid and Atty. Anna Maria Sanchez were also present, alongside Atty. Kim Valentino-Taguinaldo, Technical Assistant for ROW and Resettlement.
During the session, the group addressed three major agenda items: additional resettlement sites, where they deliberated on relocation areas for remaining Project Affected Families (PAFs) by reviewing site assessments, geohazard evaluations, land ownership concerns, and site acquisition requirements; the MOA addendum, where participants reviewed proposed revisions addressing issues from previous consultations, with legal representatives providing recommendations to ensure compliance with applicable laws; and other matters, where attendees shared updates on ongoing resettlement activities, reinforced inter-agency collaboration, and outlined next steps to expedite the remaining project components.

𝐍𝐂𝐈𝐏 𝐑𝐞𝐠𝐢𝐨𝐧 𝐈𝐈𝐈 𝐕𝐢𝐬𝐢𝐭𝐬 𝐁𝐁𝐌𝐏 𝐈𝐈 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞
On July 27, 2026, at the Project Management Office in Matatalaib, Tarlac City, Atty. Joyce S. Lapuz, Regional Director of the National Commission on Indigenous Peoples (NCIP) Region III, met with the BBMP II Project Manager for a productive dialogue on strengthening interagency collaboration.
The discussion highlighted the importance of upholding the rights and interests of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) while ensuring that the concerns of Project-Affected Families (PAFs) are addressed through inclusive, culturally responsive implementation and in strict adherence to established legal procedures and applicable regulatory frameworks.
As the project moves forward, partnerships such as this reinforce transparency, mutual respect, and a shared commitment to development that leaves no family behind.

PCOL Harry R. Lorenzo III, Officer-in-Charge, Provincial Director of the Tarlac Provincial Police Office, paid a visit to the Project Manager of BBMP II, on July 24, 2026, at the project's management office in Matatalaib, Tarlac City. The meeting provided an opportunity to exchange perspectives, discuss areas of mutual interest, and reaffirm the value of close coordination between their respective offices.
Strong partnerships are forged through open communication. Maintaining this direct dialogue builds institutional trust and ensures both offices work seamlessly to advance local development, safety, and the welfare of the communities served.

EARLIER TODAY (July 23, 2026): The Balog-Balog Multipurpose Project Phase II (BBMP II) convened provincial partner government agencies and the Environmental Management Bureau (EMB) Region III at the BBMPII Conference Room in Matatalaib, Tarlac City, for the inaugural Multipartite Monitoring Team (MMT) assembly. This event highlighted a strong framework of collaborative governance aimed at advancing environmental stewardship and cooperative oversight.
Led by the Project Manager, the assembly went beyond conventional reporting to foster meaningful dialogue and partnerships among government institutions, implementers, and affected communities. Discussions centered on construction updates, environmental strategies, watershed protection, resource conservation, and the welfare of Indigenous Peoples.
Key attendees included project management officials, representatives from the Department of Environment and Natural Resources (DENR) - provincial and field offices and EMB Region III, the National Commission on Indigenous Peoples (NCIP), Shelter for Humanity and Ecological Balance (SHEBA) Tarlac, FIA Tarlac, and local and tribal leaders.
The assembly formalized MMT leadership and established a strategic annual work plan for monitoring activities, environmental safeguards, and community engagement.

Naniniwala po tayo na ang bawat sistemang pampatubig na ating naitatayo ay hindi lamang imprastraktura, kundi isang pamana ng pag-asa, kaunlaran, at seguridad sa pagkain para sa susunod na henerasyon ng mga Pilipino.
Patuloy po tayong magsisikap na makapaghatid ng mga proyekto na tunay na magbibigay-lakas sa ating mga magsasaka at magpapaunlad sa ating agrikultura.
