ISLAMABAD, PAKISTAN — The Philippines and Pakistan are poised to deepen bilateral cooperation on labor migration and skills development following a high-level meeting yesterday, September 17, between Department of Migrant Workers (DMW) Secretary Hans Leo J. Cacdac and Pakistan Federal Minister for Overseas Pakistanis and Human Resource Development Chaudhry Salik Hussain at the Ministry of Overseas Pakistanis and Human Resource Development (MOPHRD).

Held on the sidelines of the Budapest Process Thematic Working Group Meeting on Legal Pathways for Migration, hosted by the Government of Pakistan, the meeting offered the two countries an opportunity to explore areas of common interest and identify practical avenues for stronger institutional cooperation.

The two officials underscored the importance of ensuring that migration pathways are not only accessible and responsive to labor market needs but also fair, ethical, safe, orderly, and sustainable, with the rights and welfare of migrant workers firmly at the center.

Recognizing the value of sharing experiences between two major labor-sending countries, Minister Hussain proposed establishing a Joint Working Committee to serve as a platform for bilateral dialogue, enabling both sides to develop joint initiatives, exchange best practices, and explore innovative approaches to migrant worker protection, skills development, social protection, and welfare services.

Secretary Cacdac welcomed the proposal, which reflects the Philippines and Pakistan's shared commitment to strengthening people-centered and rights-based approaches to labor migration.

Secretary Cacdac also met with Marija Raus, Head of the Budapest Process Secretariat, and Golda Myra Roma, Senior Project Manager at the International Center for Migration Policy Development (ICMPD). Ms. Raus conveyed the Director General’s appreciation and thanks on behalf of Director General Susan Raab for ICMPD’s keen interest in connecting with the Philippines as Chair of the Abu Dhabi Dialogue 2026-2028.

Secretary Cacdac was joined by Philippine Ambassador to Pakistan, His Excellency Emmanuel Fernandez; Undersecretary Jainal Rasul, Jr.; Regional Director Gay Iris Tangcalagan; Vice Consul Rain Mendoza; and Ms. Via Naama Mangubat.
