وفد نے ہائر ایجوکیشن کمیشن (HEC) کی ریکرنگ گرانٹ میں اضافے، جامعات کے لیے پائیدار مالی معاونت، محققین کے لیے ٹیکس ریبیٹ، ریسرچ سپورٹ اور ٹینیور ٹریک سسٹم (TTS) تنخواہوں پر نظرثانی سمیت اہم تجاویز پیش کیں۔
چیئرمین سینیٹ سید یوسف رضا گیلانی نے متعلقہ حکام کو اعلیٰ تعلیم کے بجٹ، محققین کے لیے مراعات اور تدریسی عملے کے مسائل کے حل کے لیے ضروری اقدامات کی ہدایت کرتے ہوئے اس شعبے کے لیے مکمل تعاون کی یقین دہانی کرائی۔
انہوں نے سینیٹ کی قائمہ کمیٹی برائے خزانہ و محصولات کو بھی ہدایت کی کہ ان مالی امور کا جائزہ لے کر آئندہ وفاقی بجٹ میں شامل کرنے کے امکانات پر غور کیا جائے۔

Chairman Senate of Pakistan, Syed Yousaf Raza Gilani, met with a high-level delegation of the Federation of All Pakistan Universities Academic Staff Associations (FAPUASA), led by its Central President, Professor Dr. Ikhtiar Ghumro, to discuss the growing financial challenges confronting public sector universities and the higher education sector.
The delegation highlighted the serious funding constraints facing universities across Pakistan, including pressures related to salaries, pensions, research activities, and operational expenditures, emphasizing their impact on millions of students and the future of higher education.
Chairman Senate acknowledged the critical role of higher education in national development and directed the relevant authorities to pursue proposals aimed at strengthening university financing, supporting researchers through tax incentives, and expediting progress on the revision of Tenure Track System (TTS) salaries.
Expressing concern over the financial pressures affecting public universities, Chairman Senate reaffirmed his commitment to supporting measures that strengthen the higher education sector and safeguard Pakistan’s intellectual and educational future.
Education remains the foundation of sustainable national progress.

Chairman Senate Syed Yousaf Raza Gilani Reaffirms Commitment to Ending Child Labour
On the occasion of the International Day Against Child Labour (12 June), Chairman Senate of Pakistan, Syed Yousaf Raza Gilani, reaffirmed Pakistan’s collective commitment to safeguarding the rights, dignity, and future of every child.
In his message, the Chairman Senate emphasized that child labour remains a serious challenge that deprives millions of children of education, health, safety, and opportunities for a better future. He stressed that no child should be compelled to work at the cost of education and personal development.
Chairman Senate noted that every child deserves access to a safe environment, quality education, and equal opportunities to become an empowered and productive citizen. While acknowledging Pakistan’s progress in child welfare and protection of vulnerable communities, he underscored the need for continued and coordinated efforts to eliminate child labour completely.
He further highlighted the responsibility of Parliament and lawmakers to strengthen legislation and policies that protect children from exploitation and expand access to education and opportunity.
“On this important day, let us renew our resolve to build a Pakistan where every child is free from exploitation and empowered to realise their full potential. A society that protects its children secures its future.”

چیئرمین سینیٹ سید یوسف رضا گیلانی نے سابق سینیٹر تاج محمد آفریدی کے ٹریفک حادثے میں انتقال پر گہرے دکھ اور افسوس کا اظہار کرتے ہوئے مرحوم کے اہلِ خانہ سے دلی تعزیت اور ہمدردی کا اظہار کیا ہے۔
اپنے تعزیتی پیغام میں چیئرمین سینیٹ نے کہا کہ تاج محمد آفریدی کی پارلیمانی، سیاسی اور عوامی خدمات ہمیشہ یاد رکھی جائیں گی۔ انہوں نے کہا کہ سابق سینیٹر کا انتقال نہ صرف قومی سطح پر بلکہ پارلیمانی حلقوں کے لیے بھی ایک بڑا نقصان ہے۔
سید یوسف رضا گیلانی نے کہا کہ مرحوم نے خیبر پختونخوا میں عوامی فلاح و بہبود، جمہوری اقدار کے فروغ اور قانون سازی کے عمل میں نمایاں کردار ادا کیا۔ انہوں نے مزید کہا کہ تاج محمد آفریدی کی عوامی خدمت سے وابستگی، سیاسی بصیرت اور پارلیمانی روایات کے استحکام کے لیے ان کی خدمات قابلِ قدر اور لائقِ تحسین رہیں۔
چیئرمین سینیٹ نے کہا کہ قوم ایک مخلص، باوقار اور عوام دوست سیاسی شخصیت سے محروم ہو گئی ہے، جن کی خدمات کو ہمیشہ عزت و احترام کے ساتھ یاد رکھا جائے گا۔
انہوں نے دعا کی کہ اللہ تعالیٰ مرحوم کو جوارِ رحمت میں جگہ عطا فرمائے اور پسماندگان کو یہ ناقابلِ تلافی صدمہ صبر و حوصلے کے ساتھ برداشت کرنے کی توفیق عطا فرمائے۔

چیئرمین سینیٹ سید یوسف رضا گیلانی نے مظفرآباد کے قریب پاک فوج کے آرمی ایوی ایشن کے ایم آئی-17 ہیلی کاپٹر کے افسوسناک حادثے میں قیمتی انسانی جانوں کے ضیاع پر گہرے رنج و غم کا اظہار کیا ہے۔
انہوں نے شہادت کا عظیم مرتبہ پانے والے جوانوں کو شاندار خراجِ عقیدت پیش کرتے ہوئے کہا کہ وطنِ عزیز کے دفاع، قومی سلامتی اور فرائض کی ادائیگی کے دوران اپنی جانوں کا نذرانہ پیش کرنے والے ہمارے بہادر سپوت قوم کا فخر ہیں۔
چیئرمین سینیٹ نے کہا کہ شہداء کی لازوال قربانیاں ہماری قومی تاریخ کا روشن باب ہیں، جنہیں پوری قوم ہمیشہ عزت و احترام کے ساتھ یاد رکھے گی۔
انہوں نے سوگوار خاندانوں سے دلی ہمدردی اور تعزیت کا اظہار کرتے ہوئے کہا کہ اس دکھ کی گھڑی میں پوری قوم ان کے ساتھ کھڑی ہے۔
چیئرمین سینیٹ نے دعا کی کہ اللہ تعالیٰ شہداء کے درجات بلند فرمائے، ان کے اہلِ خانہ کو صبرِ جمیل عطا کرے اور اس عظیم نقصان کو برداشت کرنے کا حوصلہ دے۔

Statement by Chairman Senate

Honourable Members,

I wish to inform this august House that the Senate Secretariat has surrendered Rs. 1.436 billion to the national exchequer through a comprehensive austerity and expenditure rationalisation programme. This represents approximately 15.9% of the Senate’s budget and exceeds the savings target prescribed by the Finance Division by nearly 500 percent.
These savings have been achieved through strict financial discipline, including the suspension of non-essential expenditures, reduction in operational costs, restrictions on official transport and foreign visits, and greater reliance on digital platforms.
I am also pleased to place on record that despite the availability of Rs. 60 million for the purchase of official vehicles during the current financial year, not a single vehicle was procured. Furthermore, the Senate Finance Committee has unanimously agreed to forgo the allocation for replacement of condemned vehicles in the forthcoming financial year, resulting in further savings of approximately Rs. 140 million.
These are actual and realised savings, reflecting our commitment to transparency, accountability, and prudent stewardship of public resources. At a time when the nation faces economic challenges, it is important that Parliament leads by example.
I sincerely appreciate the support of Honourable Members and the cooperation of the Senate Finance Committee in making these measures possible. This achievement reflects our collective commitment to transparency, accountability, and placing national interest above institutional convenience.

Senate of Pakistan Hosts Knowledge Sharing Session on Strengthening Budgetary Oversight Ahead of Federal Budget 2026–27

The Senate of Pakistan, in collaboration with the Forum of Federations, along with the participation of the National Assembly, conducted a two-day Knowledge Sharing Session on Strengthening Senate Budgetary Review at Parliament House, Islamabad, convened strategically ahead of the presentation of the Federal Budget for Fiscal Year 2026-27.

The initiative seeks to promote the exchange of international experiences, institutional best practices, and comparative parliamentary approaches to budget scrutiny and fiscal oversight, with particular focus on lessons from Germany and their applicability within Pakistan's federal governance framework.

Chairman Senate Syed Yousuf Raza Gilani, formally inaugurated the session. Emphasizing the principles of democratic accountability and responsible governance, he stated that public resources belong to the people and not to the rulers, stressing that parliamentary oversight serves as a critical mechanism for safeguarding taxpayers' money and ensuring prudent utilization of national resources. He reiterated the Senate's commitment to strengthening fiscal transparency, evidence-based policymaking, and institutional accountability in the budgetary process.

Participation from Parliamentarians from the both Houses including Senators Abdul Qadir, Rubina Naz, Falak ÑäaZ, Faisal Jawad, Pervaiz Rasheed, Gurdeep Singh, Shahadat Awan, Zarqa Taimoor, Khalida Ateeb and Senator Jan Muhammad. Members National Assembly included Huma Akhtar Chugtai, Saeed Rafiullah , Sabeen Ghoury and Muhammad Mobeen Arif also participated in the session. Speakers included Mr Asim Khan Goraya, Executive Directorate PIPS, Mr Haider Abbas, DG Finance PIPs and other senior representatives from relevant field.

Senator Saleem Mandviwalla, Chairman Senate Standing Committee on Finance and Revenue in his remarks provided an overview of the Senate's evolving role in budget deliberations. He noted that recommendations on the Money Bill are examined clause by clause through a rigorous consultative process and revealed that the acceptance of Senate budget recommendations has increased by 52 percent since 2018. He described this achievement as a significant indicator of the growing relevance, quality, and impact of the Senate's fiscal scrutiny and policy recommendations.

Syed Hasnain Haider, Secretary Senate, who underscored the importance of strengthening parliamentary capacity in public financial management and budgetary accountability.

Including participants, Mr. Philip Gonzalez, Senior Director (Asia and the Pacific), Forum of Federations, highlighted the significance of robust legislative oversight in ensuring transparent, inclusive, and accountable budgetary processes. He emphasized the value of international cooperation and knowledge exchange in enhancing parliamentary institutions.

The inaugural proceedings were followed by a substantive session on the State of Pakistan's Economy and Issues in Successive Federal Budgets, facilitated by Dr. Ashfaque Hasan khan, Senior Economist who discussed prevailing economic challenges, fiscal pressures, and structural considerations shaping federal budget formulation.

A dedicated session on the Role of the Senate of Pakistan in the Budget-Making Process was facilitated by Ms. Iffat Murtaza Mustafa, Director General (Research), Senate Secretariat During her presentation, she highlighted several institutional reforms and innovations introduced by the Senate Secretariat to enhance the effectiveness of Senate budget recommendations. She noted that the Secretariat has developed simplified and user-friendly budget proposal proformas for Senators, enabling broader participation and more structured input into the budget review process. The Members Nationals Assembly appreciated this initiative and recommended to incorporate this practice for the members of the National Assembly as well. These proposals are consolidated into Senate recommendations and transmitted to the National Assembly, contributing to the increased acceptance of Senate recommendations in recent years.

The session on Budgetary Oversight – A Parliamentary Perspective was facilitated by
Dr. Carsten Sieling, Political Leader and International Governance Expert, who shared comparative insights into legislative budget oversight mechanisms and the role of parliaments in ensuring fiscal discipline and accountability.

The two day proceedings focused extensively on a comparative examination of the German federal budget process Facilitated by Dr. Carsten Sieling, the session provided participants with an overview of Germany's budget formulation and review framework, including the federal budget preparation process in Germany and the role and functions of the Bundestag's Budget Committee

The session featured an interactive discussion and comparative analysis of German and Pakistani budgetary practices, allowing Senators and Senate Secretariat officials to engage directly with international expertise. Participants exchanged views on strengthening committee review processes, enhancing evidence-based budget scrutiny, and improving parliamentary engagement throughout the budget cycle.

The session concluded with an extensive question-and-answer session and interactive dialogue, and made recommendations from both the Houses to improve taxation system, develop incentives in the National Finance Commission for the Provinces and establishment of Joint Budget Office for both the Houses to support legislators in the Budget review

The two-day knowledge-sharing initiative is expected to contribute meaningfully to ongoing efforts aimed at enhancing the Senate's institutional capacity to review, analyze, and provide informed recommendations on the Federal Budget and future fiscal frameworks.
