Chairman Senate Syed Yousuf Raza Gilani has strongly condemned the blast that occurred during Friday prayers at the mosque in Kohat Police Lines, expressing deep grief and sorrow over the loss of precious human lives.
The Chairman Senate prayed for the elevation of the ranks of those martyred in the tragic incident and for patience and fortitude for their bereaved families. He also expressed heartfelt sympathies and solidarity with the families of the victims and prayed for the early and complete recovery of those injured. He urged the relevant authorities to ensure the provision of the best possible medical treatment and facilities to the injured.
Syed Yousuf Raza Gilani said that targeting worshippers at a sacred place like a mosque was an act of extreme brutality and a blatant violation of the teachings of Islam and humanity. He said terrorists were enemies of humanity and had no connection whatsoever with any religion.
The Chairman Senate reaffirmed that the resolve of the nation and security forces to combat terrorism remained unwavering. He said the terrorists would never succeed in achieving their nefarious objectives, adding that the government and security forces were taking all possible measures to eliminate terrorism and establish lasting peace in the country.
He reiterated that the national struggle against terrorism would continue with determination and that those responsible for such heinous acts would be brought to justice in accordance with the law.
The Chairman Senate prayed to Allah Almighty to elevate the ranks of the martyrs, grant patience and courage to the bereaved families, bless the injured with a speedy and complete recovery, and grant peace, security and stability to Pakistan.

Minister for Parliamentary Affairs Tariq Fazal Chaudhry called on Chairman Senate Syed Yousaf Raza Gilani at his residence in Islamabad and discussed matters related to parliamentary affairs, the legislative process, and effective coordination between the Upper House and the Ministry of Parliamentary Affairs, along with other matters of mutual interest.

Both sides agreed to further strengthen cooperation aimed at enhancing the effective role of parliamentary institutions and reinforcing the democratic process.

Chairman Senate Syed Yousaf Raza Gilani underscored that effective coordination between Parliament and the government is essential for facilitating the legislative process and ensuring timely progress on matters of public importance. He emphasized the need to further enhance cooperation and institutional support in the conduct of parliamentary business.

Minister for Parliamentary Affairs Tariq Fazal Chaudhry assured the Chairman Senate of the Ministry’s full cooperation and support in matters relating to parliamentary affairs. Both leaders expressed their resolve to further strengthen close and effective coordination between the Senate and the Ministry to facilitate the smooth conduct of legislative and other parliamentary business, while continuing joint efforts to uphold the dignity of Parliament and enhance its effective functioning.

Chairman Senate Calls for Stronger Pakistan-Somalia Cooperation in Digital Governance

Chairman Senate Syed Yousuf Raza Gilani has called for enhanced Pakistan-Somalia cooperation in digital governance, foundational identity, artificial intelligence and Digital Public Infrastructure, emphasizing the importance of South-South cooperation in developing practical solutions to shared challenges.
Addressing the concluding ceremony of the Somalia-Pakistan Peer Learning Programme on Foundational ID and Digital Public Infrastructure as Chief Guest at local Hotel, Islamabad, Chairman Gilani said the programme demonstrated that meaningful international cooperation was not limited to formal agreements, but also involved sharing knowledge, experiences and practical solutions to strengthen institutions and improve citizens’ lives.
He appreciated the United Nations Development Programme (UNDP) for facilitating the peer learning process and commended the partnership between Pakistan’s National Database and Registration Authority (NADRA) and Somalia’s National Identification and Registration Authority (NIRA) as a valuable example of South-South cooperation.
Chairman Gilani said a foundational identity system was far more than a database or registration document, describing it as a key building block of a modern state that facilitates access to public and private services and supports financial inclusion. He noted that Pakistan’s experience through NADRA offered important lessons in developing identity infrastructure into a platform for wider governance and service delivery.
He said Pakistan was placing e-governance and digital transformation increasingly at the centre of its national development agenda, while stressing that Parliament must remain an integral part of this process to ensure that technology is inclusive, secure, accountable and rights-based.
Highlighting the Senate’s own digital journey, Chairman Gilani said the Upper House was advancing towards a paperless e-Parliament through e-Office and digital parliamentary processes. He also highlighted the recent launch of the Senate Mobile Application, terming it an important step towards a more efficient, transparent and responsive Parliament.
The Chairman Senate further noted that Pakistan had recently joined the World Artificial Intelligence Cooperation Organization (WAICO) as a founding member, reaffirming Pakistan’s commitment to international cooperation in AI, particularly among countries of the Global South.
He said the Parliaments of Pakistan and Somalia could strengthen institutional linkages through greater exchange of experiences in legislation, oversight, digital transformation and citizen engagement. He also emphasized the potential for broader technology cooperation across the OIC, particularly in digital identity, e-government, financial inclusion and AI.
Chairman Gilani encouraged development partners, including UNDP, to continue supporting such initiatives under the framework of South-South and Triangular Cooperation, expressing hope that the programme would pave the way for lasting institutional collaboration between Pakistan and Somalia.

چیئرمین سینیٹ نے پروگرام کے انعقاد اور کامیاب تکمیل پر اقوام متحدہ کے ترقیاتی پروگرام (UNDP) کو سراہتے ہوئے کہا کہ بامعنی بین الاقوامی تعاون محض رسمی معاہدوں تک محدود نہیں بلکہ علم، تجربات اور عملی حل کے تبادلے کے ذریعے اداروں کو مضبوط بنانے اور عوام کی زندگیوں میں بہتری لانے کا نام ہے۔
انہوں نے نادرا اور صومالیہ کی نیشنل آئیڈینٹی فکیشن اینڈ رجسٹریشن اتھارٹی (NIRA) کے درمیان شراکت داری کو ترقی پذیر ممالک کے باہمی تعاون کی ایک مؤثر مثال قرار دیا۔
چیئرمین سینیٹ نے کہا کہ بنیادی شناختی نظام محض ڈیٹا بیس یا رجسٹریشن دستاویز نہیں بلکہ جدید ریاست کی بنیاد کا اہم ستون ہے، جو شہریوں کو سرکاری و نجی خدمات تک رسائی، مالیاتی شمولیت اور مؤثر طرز حکمرانی کے مواقع فراہم کرتا ہے۔ انہوں نے کہا کہ نادرا کے ذریعے پاکستان کا تجربہ شناختی نظام کو وسیع تر حکمرانی اور عوامی خدمات کی فراہمی کے پلیٹ فارم میں تبدیل کرنے کے حوالے سے اہم رہنمائی فراہم کرتا ہے۔
انہوں نے کہا کہ پاکستان قومی ترقی کے ایجنڈے میں ای گورننس اور ڈیجیٹل تبدیلی کو مرکزی اہمیت دے رہا ہے، تاہم اس عمل میں پارلیمان کا مؤثر کردار ناگزیر ہے تاکہ ٹیکنالوجی کو جامع، محفوظ، جوابدہ اور شہریوں کے حقوق کے تحفظ سے ہم آہنگ بنایا جا سکے۔
چیئرمین سینیٹ نے سینیٹ کی ڈیجیٹلائزیشن کے سفر کا ذکر کرتے ہوئے کہا کہ ای آفس اور دیگر ڈیجیٹل پارلیمانی اقدامات کے ذریعے ایوانِ بالا بتدریج پیپر لیس ای پارلیمنٹ کی جانب بڑھ رہا ہے۔ انہوں نے حال ہی میں سینیٹ موبائل ایپلی کیشن کے اجراء کو زیادہ مؤثر، شفاف اور عوام دوست پارلیمان کی جانب اہم قدم قرار دیا۔
انہوں نے مزید کہا کہ پاکستان نے حال ہی میں ورلڈ آرٹیفیشل انٹیلی جنس کوآپریشن آرگنائزیشن (WAICO) میں بانی رکن کی حیثیت سے شمولیت اختیار کی ہے، جو مصنوعی ذہانت کے شعبے میں بالخصوص گلوبل ساؤتھ کے ممالک کے درمیان عالمی تعاون کے لیے پاکستان کے عزم کا مظہر ہے۔
چیئرمین سینیٹ نے کہا کہ پاکستان اور صومالیہ کی پارلیمانیں قانون سازی، نگرانی، ڈیجیٹل تبدیلی اور عوامی شمولیت کے شعبوں میں تجربات کے تبادلے کے ذریعے ادارہ جاتی روابط مزید مستحکم کر سکتی ہیں۔ انہوں نے او آئی سی کے دائرہ کار میں ڈیجیٹل شناخت، ای گورنمنٹ، مالیاتی شمولیت اور مصنوعی ذہانت سمیت ٹیکنالوجی کے وسیع تر تعاون کے امکانات کو بھی اجاگر کیا۔
چیئرمین سینیٹ نے ترقیاتی شراکت داروں، بالخصوص UNDP، پر زور دیا کہ وہ ساؤتھ۔ساؤتھ اور ٹرائی اینگولر کوآپریشن کے تحت ایسے اقدامات کی مسلسل معاونت جاری رکھیں۔ انہوں نے امید ظاہر کی کہ یہ پروگرام پاکستان اور صومالیہ کے درمیان دیرپا ادارہ جاتی تعاون کی بنیاد مزید مستحکم کرے گا۔

Chairman Senate Syed Yousaf Raza Gilani Reaffirms Pakistan’s Support for Lebanon, Calls for Stronger Bilateral Cooperation

Chairman Senate Syed Yousuf Raza Gilani in a meeting with Lebanese Minister of Interior H.E. Mr. Ahmad Al-Hajjar and his delegation at Parliament House, reaffirmed Pakistan’s unwavering support for Lebanon’s sovereignty, territorial integrity, unity and stability.
Welcoming the Lebanese Minister and his delegation, Chairman Senate conveyed greetings to the leadership and people of Lebanon and said Pakistan and Lebanon enjoyed longstanding and cordial relations rooted in shared religious, cultural and civilizational bonds.
Strongly condemning Israel’s aggression against Lebanon, Syed Yousuf Raza Gilani stressed the importance of diplomatic efforts and international cooperation for lasting peace and stability in the region.
The Chairman Senate appreciated the growing cooperation between Pakistan and Lebanon in security, law enforcement and other areas. He also welcomed the agreement providing a legal framework for convicted nationals to serve the remainder of their sentences in their respective home countries.
Highlighting the importance of parliamentary diplomacy, Chairman Senate called for enhanced parliamentary exchanges, friendship-group interaction and sharing of legislative experiences between Pakistan and Lebanon. He said that high level exchanges bring people closer and promote understanding.
On economic relations, Syed Yousuf Raza Gilani emphasized the need to enhance bilateral trade and investment and encouraged Lebanese investors and business communities to explore opportunities in Pakistan, particularly in Special Economic Zones.
Syed Yousuf Raza Gilani expressed confidence that the visit would provide fresh impetus to Pakistan-Lebanon relations and expand cooperation in security, parliamentary diplomacy, trade, investment and people-to-people contacts.
Chairman Senate observed that Pakistan wants peace in the region and beyond. He said that Afghan soil is being used against Pakistan and the present government in Afghanistan is violating the international laws.
Mr. Gilani also infirmed the dignitary about the constitutional role of the Senate and said that both sides can learn from each other experience in the field of legislation through enhanced institutional linkages.
Lebanese Minister Ahmad Al-Hajjar appreciated Pakistan’s principled support for Lebanon and expressed his country’s desire to further strengthen bilateral cooperation in areas of mutual interest.
State Minister of Interior Talal Chaudhry, Senators Agha Shahzaib Durrani, Syed Masroor Ahsan, Husna Bano, Rahat Jamali, Dr. Zarqa Suharwardy Taimur and Secretary Senate Hasnain Haider were also present during the meeting.
