Is ADRA Effective?

The short answer is yes—with important caveats that the past eighteen months have made harder to ignore.

Before 2025, ADRA operated as one of the more competent large-scale Adventist institutions. It consistently reached 10–13 million people a year across more than a thousand projects in over 100 countries. Independent evaluations of specific programs—climate resilience in East Africa, education and social-change work in Rwanda, post-disaster recovery efforts—frequently found measurable gains in food security, livelihoods, agricultural productivity, and community capacity.

Financial ratings from Charity Navigator and similar watchdogs were strong, and the agency managed substantial USAID portfolios, including multi-year food-security and resilience awards.

That operating environment changed sharply in early 2025. The Trump administration’s foreign-aid freeze, the subsequent termination of the large majority of USAID awards, and the effective dissolution of the agency as an independent body hit ADRA directly. The organization reported an 18 percent staff reduction at its international office and project suspensions across multiple regions. USAID had previously supplied a significant share of ADRA International’s revenue; the sudden contraction forced rapid scaling back of food-security, health, and multi-year development work.

ADRA continues to function through private donations, other bilateral funders, and the Adventist church’s local networks. Its remaining projects still show competence where funding holds. But the overall volume and geographic reach are smaller, and the loss of predictable multi-year government pipeline funding has constrained longer-term development work more than short-term emergency response.

Effectiveness, in other words, is not a fixed trait. It depends on resources, continuity, and context. ADRA retains institutional capacity and local presence. Whether that capacity can again operate at previous scale depends less on mission statements and more on the funding landscape that replaced the pre-2025 order.
