Turkey’s 20 Year Tax Exemption: What Are the Common Misconceptions?

https://www.youtube.com/watch?v=cKP7hOiEesg

Since Turkey introduced its new twenty year tax exemption for qualifying foreign source income in 2026, a number of simplified and misleading claims have started circulating.

“Apply now, this is the last month.”
“Buy property in Turkey and pay no tax for twenty years.”
“Transfer your money to Turkey and receive a twenty year tax exemption.”

But what does the law actually say?

In this video, Atty. Ibrahim Aslan addresses some of the most common misconceptions surrounding Mukerrer Madde 20/D, including whether you need to be a foreign national, buy property, obtain Turkish citizenship, or transfer your foreign income to Turkey.

He also explains who may qualify, how Turkish tax residency affects eligibility, why the application deadline is personal rather than universal, and why foreign source income should not be confused with income simply because it is received from abroad.

The twenty year exemption is a significant tax regime, but it is not an automatic exemption from all Turkish taxes. Understanding the actual legal conditions is essential before relying on claims circulating online.

The Owner's Circle is a series by Aslan Attorney covering legal developments and practical information relating to tax, investment, immigration, real estate, and business matters in Turkey.

Does Turkey Really Offer a 20 Year Tax Exemption on Foreign Income?

A new tax regime introduced in Turkey in 2026 has attracted significant attention from international investors, entrepreneurs, and people considering relocating to Turkey.

But there is an important detail.

The exemption is not a 20 year exemption from all taxes in Turkey.

It applies specifically to qualifying foreign source income, subject to certain eligibility conditions.

So who can qualify?

Does it apply only to foreign nationals?

Do you need to buy property in Turkey?

Does having Turkish citizenship matter?

What happens to rental income, dividends, foreign investments, or income from a business?

And perhaps most importantly, when does the application deadline actually begin?

In our latest legal guide, Atty. Ibrahim Aslan explains Turkey's new twenty year foreign income tax exemption, introduced under Law No. 7582 and Mukerrer Madde 20/D, including the eligibility requirements, tax residency rules, application process, excluded income, double tax treaty considerations, and the newly introduced 1 percent inheritance tax benefit.

For anyone considering moving to Turkey, becoming a Turkish tax resident, or managing foreign income while living in Turkey, understanding the difference between Turkish source and foreign source income is essential.

Renting Out Property in Turkey? Here Is What Foreign Landlords Need to Know

You own an apartment in Turkey and want to rent it out?

Before handing over the keys, there are a few questions you should understand:

Can you get your property back when a one year rental agreement ends?

Can you increase the rent every year?

What happens if your tenant stops paying?

Can you evict a tenant if you need the property for yourself?

What happens if you buy a property that already has a tenant?

And perhaps most importantly, what should you put in the rental agreement before the tenancy begins?

For foreign property owners, Turkish rental law can be very different from what they may be used to in their home country.

In Episode 7 of Owners Circle, Atty. Ibrahim Aslan explains the key rules governing landlord and tenant relationships in Turkey, including lease renewals, rent increases, eviction procedures, non payment of rent, the five year rent review mechanism, and the legal considerations when purchasing a property with an existing tenant.

The most important point is simple:

Protecting your position as a landlord starts before the tenant moves in, not when you want them to leave.

If you own rental property in Turkey or are planning to invest in Turkish real estate for rental income, understanding your rights and obligations before signing the lease can help you avoid costly disputes later.

Watch Episode 7 of Owners Circle with Atty. Ibrahim Aslan for a practical overview of Turkish rental law and what foreign property owners should know before renting out their property.

Can you really get Turkish citizenship by investing in gold?

Many international investors are surprised to learn that the answer is yes.

However, not in the way most people expect.

Under the Turkish Citizenship by Investment Program, one of the qualifying investment routes is the Private Pension System (BES). Instead of purchasing real estate or placing funds in a bank deposit, eligible investors can make a qualifying contribution to a licensed BES pension fund and apply for Turkish citizenship once the legal requirements are met.

In this episode, Atty. Ibrahim Aslan explains how the BES route works, why many investors refer to it as the "Citizenship by Gold" option, and what actually happens to your investment during the required three year holding period.

Can you invest in gold funds?

Can you choose Shariah compliant participation funds?

What happens to your investment after three years?

How does the BES route compare to real estate and bank deposit options?

These are some of the most common questions we receive from investors considering Turkish citizenship by investment, and understanding the legal framework before making an investment decision is essential.

Watch this episode to discover why the BES route has become one of the most flexible and sophisticated pathways available for investors seeking Turkish citizenship, while maintaining exposure to professionally managed financial markets.

You bought property in Turkey and received your title deed. Is the process finished?

Not quite.

One of the most common mistakes made by foreign investors is assuming that ownership begins and ends with the title deed transfer. In reality, a number of legal, tax, and administrative responsibilities arise after the purchase is completed.

How do you register for municipal property tax in Turkey?

Do you need to declare rental income if you live outside Turkey?

How do you transfer electricity, water, gas, and internet subscriptions into your name?

Can utility accounts be opened without a residence permit?

What happens if mandatory earthquake insurance is not updated after the title transfer?

In this latest 2026 update for foreign property owners, Atty. Ibrahim Aslan discusses the most important post closing obligations that every foreign investor should understand after buying real estate in Turkey.

The episode covers property tax registration, annual property tax obligations, rental income reporting, utility subscriptions in Turkey, DASK earthquake insurance requirements, building management notifications, and additional compliance considerations for investors who obtained Turkish Citizenship by Investment through real estate acquisition.

Whether you own property in Istanbul, Antalya, Bodrum, Fethiye, or elsewhere in Turkey, understanding these requirements can help prevent unnecessary penalties, administrative complications, and future legal issues.

Many investors spend months planning the purchase itself but overlook what happens after the title deed is issued.

June 2026 Amendment: Installment Period for Tax Debts Extended to 72 Months
Significant amendments regarding the installment payment of tax debts and other public receivables entered into force with the regulation published in the Official Gazette No. 33270 dated 4 June 2026.
Under the new regulation, the maximum installment period available for certain public receivables has been extended from 36 months to 72 months. The amendment aims to provide taxpayers with greater flexibility in meeting their financial obligations through longer term payment plans.
An important change has also been introduced regarding collateral requirements. The threshold for installment arrangements without the need to provide collateral has increased from TRY 50,000 to TRY 1,000,000. As a result, a substantially larger number of taxpayers may now benefit from installment arrangements without providing additional security.
What Does This Mean for Businesses and SMEs?
The amendment is expected to be particularly relevant for businesses experiencing cash flow challenges, small and medium sized enterprises (SMEs), and companies operating in sectors with seasonal revenue fluctuations.
The extension of the installment period may allow public debts to be spread over a longer period, reducing monthly payment obligations and providing greater flexibility in financial planning. At the same time, the increased unsecured threshold may enable businesses to restructure tax and public debts without taking on additional collateral related burdens.
According to our founder, Atty. Ibrahim Aslan:
“In an economic environment where access to financing has become increasingly challenging, extending the installment period to 72 months and increasing the unsecured threshold to TRY 1 million may provide taxpayers with greater flexibility in managing their financial obligations. Nevertheless, each case should be assessed according to its specific circumstances, and application procedures should be handled with due care.”
