Lifelong Alton resident David Goins is Mayor of the City of Alton. If you would like to support his I promise to lead with integrity, honesty and respect.
Goins’ campaign is focusing on rebuilding Alton’s reputation as a safe, clean and vibrant city. Alton’s population declined to approximately 26,500 residents, endangering its home rule status, which requires a city to maintain over 25,000 residents to preserve its constitutional authority to self-govern in matters such as sales taxes and solving local issues. In his first 45 days as Mayor, Pastor Goins will begin hiring a professional team to develop a strategic action plan to tackle the most pressing issues of the city, including population growth, economic recovery, public safety, education and investment in Alton’s youth. Goins will also develop a beautification infrastructure program to repair and maintain streets and sidewalks. These efforts will create a synergy that results in increased tourism and revenue.
“Our businesses and families deserve to experience a strong economy with positive employment opportunities, safe neighborhoods, and quality schools, resulting in stability for our city and its citizens. My actions will follow my words and I will keep my campaign promises,” Goins stated. “I will make it a priority to develop a professional, honest and respectful working relationship with local labor and trade organizations and I will not support further outsourcing of jobs. I will create a community engagement committee that focuses on public safety, crime prevention and strategies to promote community pride and trust. And supporting our public and private schools will be a cornerstone of my administration,” said Goins. David Goins, Pastor of Morning Star Ministry Baptist Church, served as a police officer with the Alton Police Department for 25 years. He is a member of the Alton School District Board of Education and Civil Service Commission member. He and his wife, Sheila, are proud parents of three children and eleven grandchildren.

Mayor David Goins was delighted and honored to celebrate an extraordinary Altonian, Mrs. Shirley Johnson, as she celebrated her 95th birthday!
Born right here in Alton, Illinois, in 1931, Mrs. Shirley has spent 95 remarkable years blessing this community with her love, wisdom, strength, and beautiful spirit.
Mayor Goins was especially honored to present her with a Proclamation from the City of Alton, declaring September 19, 2026, as Shirley Johnson Day, in recognition of her remarkable life and legacy.
The celebration was especially personal for Mayor Goins. Growing up next door to the Johnson family, he has fond memories of Ms. Shirley, who was more than a neighbor—she was part of the village that helped raise him. She nurtured him, encouraged him, taught him, and, when necessary, disciplined him! 😂
Mrs. Shirley is also well renowned for her love of poetry, a gift that reflects her beautiful appreciation for words, expression, and storytelling.
It truly takes a village to raise a child, and Mayor Goins is grateful that Mrs. Shirley was part of his village.
Ninety-five years is a beautiful legacy of love, wisdom, poetry, family, and community. 👑💐
