What a weekend!

A huge thank you to everyone who helped make another License to Cruise and Octoberfest weekend a success. A tremendous amount of planning, coordination, and hard work goes into making events like these possible, and we're proud of the role our staff play in keeping things safe and running smoothly.

Most importantly, thank you to everyone who came out, celebrated, said hello, and helped make it another great weekend in Appleton. We couldn't do it without you!

The City of Appleton Police Department is releasing the following information pursuant to Wisconsin State Statute 301.46 which authorizes law enforcement agencies to inform the public of a s*x offender’s release, when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection. The individual who appears on this notification has been convicted of multiple s*xual offenses. Further, his criminal history places him at a classification level which reflects the potential to re-offend.

This s*x offender is not wanted by the police at this time. This notification is not intended to increase fear; rather, it is our belief that an informed public is a safer public.

S*x offenders have always lived in our communities; but it was not until the S*x Offender Registration and Community Notification Law was enacted that law enforcement was able to share this information with the community. Citizen abuse of this information to threaten, intimidate or harass registered s*x offenders will not be tolerated.

Shoua Lee
DOB 05/03/1979

Lee was convicted of s*x offender-fail/update information; expose child to harmful material; and 2nd degree s*xual assault of child.

Shoua Lee is scheduled to be released on 09/29/2026. He will be living at a location in the 500 Block of North Superior Street in the City of Appleton.

License to Cruise and Octoberfest are almost here, which means Appleton is about to have a very busy weekend.

So here's your Friday reminder before the festivities begin: If you plan to drink, plan your ride beforehand.

Impaired driving can result in serious injury, death, criminal charges and consequences that don't disappear when the weekend is over.

Have fun. Celebrate. Enjoy time with family and friends. Just make sure your plans also include getting home safely.

Octoberfest Weekend Schedule – Plan Ahead!

Friday – License to Cruise

Staging areas: No parking before 5:00 AM
Bagged meters: Free parking until noon or no parking (see posted signs)
9:00 AM: College Ave. (Drew → Lawe) closes for staging
12:00 PM: Full event closure (College Ave. Richmond → Lawe & Lawrence St.) – vehicles will be ticketed and towed
3:00 PM: Event begins
9:00 PM: Event ends (College Ave. remains closed overnight)

Saturday – Octoberfest

9:00 AM: Event begins
5:00 PM: B**r ticket sales end
5:30 PM: B**r sales & music end
6:00 PM: Event ends
10:00 PM (approx.): College Ave. reopens

Last week, we shared a photo of Officer Buteyn making some new friends on night shift.

It was fun glimpse into the lighter side of the job, but there’s another part of Officer Buteyn's service also worth sharing.

Officer Buteyn is a Sergeant with the 105th Cavalry Regiment in the Wisconsin Army National Guard. In 2024, he was attached to the 2-127th Infantry Battalion, and in June 2025 deployed to the Middle East as an Infantry Team Leader with Delta Company, 2-127 IN.

Over the course of that year-long deployment, he spent time in eight different countries supporting training and real-world missions.

Today, he’s back in Appleton and back on patrol. He’s also one of many military members and veterans who serve at the Appleton Police Department.

There’s a natural connection between military service and police work. Leadership. Discipline. Teamwork. Accountability. Adaptability. The ability to stay composed when things get complicated.

If you’ve served, or you’re still serving, that experience has a place here.

🚫 Drones Prohibited at Octoberfest 🚫

A temporary flight restriction will be in effect over the Octoberfest area on Saturday, September 26, from 9:00 a.m. to 6:30 p.m.

During that time, drones will not be permitted within a 1 nautical mile radius of the Appleton city center, as designated by the FAA. The attached was provided by the FAA notating the restricted area.
