For this School Sunday, I'm focused on the shortfalls of special education funding, that has drastic impacts on the Appleton Area School District. Between 2000 and 2024, special education costs in Wisconsin grew 103 percent. Funding only grew 82 percent. That gap gets covered by property taxpayers. And our High-Cost Special Education Aid program? It only reimburses 19 percent of costs above $30,000 for our most vulnerable kids. I'd push the reimbursement rate to 50 percent, because these students deserve better than a shortfall.

The STOP Act — Statewide Taskforce on Online Predators.

Wisconsin doesn't have enough investigators, prosecutors, or funding dedicated to stopping online predators who target kids. My background in law enforcement and dispatch taught me how thin those resources already are. Specialized crimes like this get pushed further down the list when departments don't have the people or the funding.

The STOP Act changes that: dedicated investigators and digital forensics specialists, mandatory minimum sentences for child exploitation offenses with no plea-deal loopholes, and a trained officer in every county, not just the ones that can afford it.

Today we remember those who fell victim to the cowardly attacks of 9/11, and to those who risked their lives to save their neighbors in peril. As an American, I am fortunate to have had the opportunity to visit each of the memorial sites in Shanksville, Manhattan, and the Pentagon, and to have also served with Americans who deployed overseas in the Global War on Terror. Today is a day of profound sadness for all who were lost, but also for the American spirit we've lost since 9/11. If only we could go back to a time when what united us mattered more than what divided us. We have come so far from the United States we were just 25 years ago, and it shouldn't take tragedy to bring us together. Let's focus on getting back to being a united United States of America, not just because we have to, but because we can.
