WHAT IS BATON ROUGE DOING WITH THE MILLIONS IT GETS EACH YEAR FOR HOMELESS HOUSING?

I see it in the news every day. Baton Rouge Homeless Housing Coalition, Baton Rouge war to end Homelessness. They even went as far as to make it illegal to be homeless, but I'll tear that one up in another post.
