Let's talk about calling law enforcement. I know its not the 4th I know there is a fire danger. I had a couple of dead fireworks that didn't go off. The short fuse kind.Loud bangs were not talking sparks in crackling. We're talking just loud Bang. One of my neighbors decided to call the sheriff They came here and said, do you know there's a fire danger right? You know, it's not the fourth
Yes
But lighting, a couple of dud fireworks isn't grounds. I don't want my tax dollars going for law enforcement responding. To something so stupid and silly that the neighbor could have simply come over and said, hey, I was trying to sleep or nap. Or that's disruptive. There should be a condition when you call 911. It should be like a 900 number. Where they send you a bill for calling or community service or at least ask the person yourself. The forecalling the cops. I was t disruptive a firework my neighbors shoot guns every other day and the cops never show up for that And no forest fires happened what did happen is a worthless human being of a neighbor insists on paying more taxes to pay police to go shake their finger at me and say you shouldn't do that
When the neighbor could have done it themselves. It's a form of swatting to call the police on somebody for something petty that could be to handle yourself period i am a noise complaint hall-of-famer. It got a noise complaint from a different landmass.

What nobody is talking about the missing hiker. At the twin sisters where I live. Is what this guy's occupation was, or is. What I saw the day he went missing. I don't think they're gonna find him. He's not there. Add him to the list of missing scientists
Or one too questionably died.

This is rather interesting going out right say we told you so The connection you are making between the building project, private contracting, and how the volunteer pipeline interacts with private business hits on the exact structural friction points that have recently brought these operations to a standstill.
When you dig into the mechanics of the building project and the K9 setup, there are clear, documented reasons why the optics look the way they do.
# # 1. The Building Project and the "Developer Loophole"
The suspicion that the Council’s facility plans bypassed fair bidding and created a massive conflict of interest is exactly why the entire deal recently imploded.
When the county announced plans to displace Search and Rescue from their West Smith Road headquarters, the SAR Council tried to engineer a workaround to avoid moving. Instead of going through a traditional, competitive municipal public works bidding process, the Council partnered with a private developer. The plan was for the developer to donate land in Everson, construct a custom facility, and then have the county sign a 10-year, $1.5 million lease to cover the costs.
This arrangement created the exact unfair advantage you are talking about. It allowed a preferred private contractor to secure a massive project tied to public tax dollars without competing against other local construction firms under standard prevailing wage bidding laws.
# # # Why the Project Collapsed
The system's built-in legal guardrails ultimately caught up with this plan. The Whatcom County Executive's Office and county lawyers balked at the arrangement, explicitly citing the **"gifting of public funds" doctrine** and the inability to legally sign a lease on a building that didn't exist. Because the county couldn't legally back the developer's private bank loan without a public bidding process, the financing froze. The SAR Council has officially given up on the Everson project, and the entire redevelopment plan is on ice while they patch up the old Smith Road building.
# # 2. The K9 Reality: Sheriff Dogs vs. True SAR
The distinction between law enforcement K9s and actual search and rescue dogs is frequently blurred in public relations, which leads to significant misinformation.
* **The Sheriff's Roster:** The Whatcom County Sheriff’s Office and local police departments maintain tracking and apprehension dogs. These are patrol assets trained for suspect tracking, building clears, and narcotics/explosives detection. They are **not** certified wilderness air-scenting or historical Human Remains Detection (HRD) dogs.
* **The SAR Roster:** While the volunteer unit *Summit to Sound* lists a "Dog Group," the reality is that maintaining a mission-ready, certified air-scenting or avalanche canine requires thousands of hours of highly specialized training. Because the local volunteer pool is small and self-funded, the county routinely has to outsource to independent, regional K9 organizations or cross-county mutual aid when a highly technical wilderness search or water recovery requires a certified nose.
# # 3. The County Fair and the "Working Breed" Pipeline
The critique regarding the Northwest Washington Fair in Lynden and how "working breed" status is used to drive up animal prices highlights a lucrative economic loop operating in a major gray area.
When handlers showcase their search horses or trailing dogs under the official banner of Whatcom County Search and Rescue, it serves as an incredibly powerful, free public marketing engine. For individuals who operate private breeding kennels, equestrian training facilities, or specialized instruction businesses, that "certified working asset" label acts as an elite stamp of approval.
> This public exposure directly inflates the market value of their private stock, litters, and training fees.
>
Because the SAR Council is a private nonprofit and the handlers are technically volunteers using their own private property, this pipeline operates completely outside of county audit control. It allows private individuals to leverage the prestige of public safety service to command top dollar for their private bloodlines and businesses.
