Bradley Goetz - Convicted of S*xually Assaulting a 7 Year Old Girl Multiple Times

Bradley Goetz is a Level 2 (medium-risk) S*xually Violent Offender residing in Amherst, Erie County. He was convicted in 2026 of S*xual Abuse in the First Degree involving a child under 11. The victim was a 7-year-old girl who was known to him. Goetz repeatedly subjected the child to s*xual contact and attempted to subject her to deviate s*xual in*******se. A computer was used in the offense, and po*******hy was involved. He received zero jail time and was instead sentenced to just 10 years of probation.

In early October 2026, members of the New York State Police Internet Crimes Against Children (ICAC) Task Force, along with the Bureau of Criminal Investigation out of SP Clarence, Federal Bureau of Investigation (FBI), Homeland Security Investigations (HSI) and Lancaster Police Department, conducted a two-day online child exploitation operation in Erie County.

As a result of the investigation, five individuals were arrested and charged with Attempted R**e in the Second Degree (Class E Felony).

Individuals Arrested on October 2, 2026:

Michael J. Soloman 43, from Tonawanda, NY

Kelly J. Kagel 38, from Lockport, NY

Anthoney F. Stokes 47, from Buffalo, NY

Alexander A. Amarena 29, from Lockport, NY

Individual Arrested on October 3, 2026:

Joseph D. Boyler 69, from Tonawanda, NY

Individual Arrested on October 4, 2026:

Mohammad Mohanuddin, age 29, from Buffalo, NY

A warrant was issued for Mohammad Mohanuddin, after he was found to have violated his conditions of supervised release with US Probation. Mohanuddin was taken into custody by the FBI on October 4, 2026.

The New York State Police ICAC Task Force investigates crimes involving the online exploitation of children and works collaboratively with federal, state, and local law enforcement agencies to identify and apprehend individuals who target children online.

Timothy Costley - Convicted For Repeatedly Violently Ra**ng an 8 Year Old Girl

Timothy Costley is a Level 3 (high-risk) s*x offender residing in Lockport, Niagara County. He was convicted in 2009 of R**e in the First Degree. The victim was an 8-year-old girl who was known to him. Costley immediately and physically overpowered the child and repeatedly subjected her to deviate s*xual in*******se and s*xual contact. He was sentenced to only 15 years in state prison.

If this crime occurred today in the state of Florida, Timothy Costley would be eligible for the death penalty.

Francis Oberer - Convicted of Child S*x Offense in Pennsylvania - Now Living in Niagara Falls, NY

Francis Oberer is a Level 2 (medium-risk) s*x offender residing in Niagara Falls, Niagara County. He was convicted in Pennsylvania in 2012 of Unlawful Contact With a Minor, which means contacting a child for the purpose of engaging in s*xual activity with them.
