Heads up, Natrona County!

We will be conducting a countywide LIVE test of our Outdoor Warning Sirens Friday, September 25, 2026.

Each siren will be tested individually, so testing is expected to take place between 9:00 a.m. and approximately 1:00 p.m.

⚠️ Please do not be alarmed if you hear sirens during this time. This is only a test. Please do not contact emergency services or call 9-1-1 to report the sirens on September 25.

Outdoor Warning Sirens are designed to alert people who are outdoors. We encourage you to participate in the test by listening for the sirens while outside. When you hear them, practice moving to a safe indoor location and seeking additional information.

Emergency Management will post updates on our social media pages when the live test begins and when testing is complete.

Weather may impact testing. If weather conditions on September 25 create the potential for tornadoes, the test will be rescheduled. At this time, weather is not expected to interfere with the test.

We will also conduct a test of Konexus Alerts for community members who are signed up to receive emergency notifications. This test is expected to take place around 9:00 a.m. on September 25.

Mr. Kelson has been located safe in Fremont County. The search has concluded. Thank you for sharing this information.

Community Advisory

The Natrona County Sheriff’s Office is currently assisting the Fremont County Sheriff’s Office in the search for 68-year-old Rex James Kelson, who was last in contact with friends and family on September 7, 2026.

Mr. Kelson, who is from the Jeffrey City area, told friends and family that he planned to travel to Wyoming Antelope Area 72 to scout for antelope. He did not return home at the expected time, and he was later reported as missing to the Fremont County Sheriff’s Office.

The Natrona County Sheriff’s Office was notified yesterday afternoon that Mr. Kelson may be in Natrona County, and search efforts began in Antelope Area 72. Deputies and SAR personnel searched into the evening before field operations were suspended due to nightfall. Investigative efforts continued throughout the night as additional information was gathered and evaluated. Search operations resumed this morning and are actively underway, with aircraft and ground crews searching the area.

Mr. Kelson is described as a 68-year-old white male, approximately 6 feet tall and 225 pounds, with red hair and blue eyes. He may be traveling in a red 2012 Toyota truck with Wyoming County 10 license plates.

If you have had contact with Mr. Kelson since September 7 and have not yet reported that information to law enforcement, please do so as soon as possible. We are also asking hunters, recreationists, landowners, and anyone who has recently traveled through Antelope Area 72 or the surrounding area to remain alert. If you have seen Mr. Kelson, his vehicle, or have any information that could assist in determining his whereabouts, please contact the Casper-Natrona County Public Safety Communications Center by calling 9-1-1 or 307-235-8278. Information can also be shared with the Fremont County Sheriff's Office - Wyoming at 307-332-5611.

We ask the public to refrain from flying drones in or around the search area. Unauthorized drone activity could interfere with aerial operations and create a safety hazard for flight crews and search personnel.

Update, September 8, 2026

At approximately 3:45 p.m. on Sunday, September 6, dispatch received a report of a UTV accident in a remote area on the front side of Muddy Mountain. The caller reported that a side-by-side had rolled and that multiple individuals were injured.

Emergency personnel from the Natrona County Sheriff’s Office, Natrona County Fire Protection District, Casper Fire-EMS, Banner-WMC EMS, Wyoming Life Flight, Med Evac 4, and the Wyoming Army National Guard Aviation Unit responded to the incident.

The accident occurred approximately five miles east of the intersection of South Circle Drive and Muddy Mountain Road. Due to the remote location and rugged terrain, accessing the scene required a significant emergency response and specialized equipment.

The preliminary investigation indicates that a side-by-side carrying four individuals was traveling up a hill when two passengers exited the vehicle. The two remaining occupants attempted to turn the side-by-side around, at which time the vehicle rolled down the hillside. Tragically, both occupants sustained fatal injuries and were pronounced deceased at the scene.

One of the passengers, a 27-year-old female who had exited the side-by-side prior to the rollover, subsequently fell while making her way down the hill to check on the vehicle and its occupants. She sustained non-life-threatening injuries and was transported by air for medical treatment.

Natrona County Coroner Jim Whipps has notified next of kin and identified the two decedents as Sara Anne Turman, 49, of Casper, and James Earl Turman, 50, of Casper.

We extend our deepest condolences to the families and loved ones of Mr. and Mrs. Turman.

Deputies and Fire-EMS personnel are currently on scene of an ATV accident involving multiple individuals with serious injuries in a remote area between Casper Mountain and Muddy Mountain on the east end.

This remains an active emergency response. Additional information will be shared as it becomes available.
