A written cyber incident plan can fail before the technical response even starts.
The contact list is old. The decision-maker is unavailable. Nobody knows who calls the insurer. Employees keep using email because no one told them otherwise. A vendor owns one part, another vendor owns the other, and everyone gets to enjoy a quick round of responsibility bingo.
The first hour should test the incident, not the organization chart.

That makes IT feel unpredictable.
