BLACK EMPOWERMENT MOVEMENT WAS FOUNDED ON AUGUST 23, 2014 WITH A GOAL TO PROVIDE FACTS THAT ENHANCES SELF-AWARENESS, IMPLEMENT PROGRAMS THAT TEACH LAWS, PROVIDE INTERVIEW/JOB TRAINING, YOUTH PROGRAMS, HELPING THE ELDERLY AND HOMELESS, AND MANY OTHER THINGS. OUR MISSION IS TO FOCUS OUR ENERGY STRICTLY AROUND FOUR KEY PRINCIPALS: BLACK ECONOMICS, BLACK EDUCATION, BLACK NUTRITION/HEALTH, AND BLACK UNITY. DURING THESE TIMES WE MUST STRESS THE IMPORTANCE OF OUR PEOPLE COMING TOGETHER TO UPLIFT, ENCOURAGE, AND HELP ONE ANOTHER.

Community Movement Builder’s Davante D. Peters Addressed Dallas City Hall
DALLAS, TEXAS on August 24, 2026 regarding the use of Flock cameras in Highland Hills and throughout Dallas.
Peters will raise concerns about privacy, surveillance, and the cost of Flock camera technology. Community members have questioned whether expanding automated license plate reader systems is the best use of public resources, particularly in neighborhoods that continue to need basic infrastructure.
“If Dallas can invest in expensive surveillance cameras, we should also be asking why communities are still fighting for basic necessities like streetlights,” Peters said. “Public safety should include investing directly in our neighborhoods.”
Community Movement Builders has worked to address inadequate street lighting in Highland Hills and Sandbranch, including community-led installation of solar streetlights. The Highland Hills effort was recently featured by KERA News.
CMB is calling for greater transparency and community input regarding surveillance technology and increased investment in infrastructure that directly improves neighborhood safety.
