California Gov. Gavin Newsom signed Senate Bill 941, which caps commissary prices at ICE detention facilities at 35% above vendor cost. The law was authored by state Sen. Steve Padilla to target markups on food, hygiene products and other necessities purchased by detained immigrants. Some detainees earn just $1 per day through detention work programs. Advocates say the measure will curb private companies' ability to profit from people held in immigration detention and reduce the financial burden on detainees and their families.

Three transgender women detained at the Central Louisiana ICE Processing Center in Jena alleged physical abuse, harassment, medical neglect, and prolonged isolation while being housed in a male-only facility. These accounts question ICE policies that require transgender women to be housed according to biological s*x through the use of administrative segregation for their protection. The Department of Homeland Security disputed allegations of inadequate care. Additionally, officials said a contested use of force against one woman was justified.

The Davis Joint Unified School District reversed a written commitment to Palomino Place, LLC regarding new school construction fees six months after the legal deadline to challenge implementation had passed. This reversal followed a period where the Superintendent provided written confirmation that homeowners would not be charged nearly $1 million in additional fees. Research into District data and financial records has raised questions about why fees are imposed despite a surplus, the continued operation of two elementary schools despite low enrollment projections, and how parcel-tax revenues are utilized.

A federal judge ordered the immediate release of Mongolian asylum-seeker Binderiya Gansukh after finding that ICE violated her Fifth Amendment due process rights. U.S. Magistrate Judge Alka Sagar ruled that detaining Gansukh without advance notice or a hearing was unlawful because she had lived and worked in the United States for more than nine years while her asylum application remained pending. The court rejected the government's argument regarding her liberty interest and barred ICE from detaining her again without due process.

The San Francisco Board of Supervisors enacted a 45-day municipal moratorium on new data infrastructure development on October 6, 2026. This ordinance was authored by outgoing District 10 Supervisor Shamann Walton. It authorizes the Planning Department to assess the environmental and socioeconomic implications of such infrastructure during the interim period. Following this 45-day window, the municipality will determine the necessity of implementing permanent regulatory frameworks or extending the provisional prohibition to ensure equitable land-use policies.

At the deepest level, we’re in a race between human stupidity and the awakening of human intelligence as wisdom. At present, wisdom is losing the race, but the race may be much closer than it appears, and we cannot quit.

State Sen. Roger Niello joined a coalition including PORAC, CJLF, Anne Marie Schubert, prosecutors, law enforcement leaders, and victims' families to oppose new California regulations regarding people serving life without parole. While some refer to the rules as a release pathway, the coalition notes that the parole board cannot directly release prisoners under these measures. Instead, the regulations allow for recommendations for commutation by the governor or for courts to conduct recalls and resentencing.
