On Oct. 1, Maryland will become the fifth U.S. state to allow veterinarians by law to talk with clients about giving cannabis products to their pets. But the appetite across the country for addressing veterinary use of cannabis has dropped overall, as efforts are hampered by a tangle of conflicting federal and state laws and regulations and a scarcity of research.
