Domestic abuse is not always visible.

In Iowa, our current legal definition of domestic abuse focuses primarily on physical harm — leaving many survivors unprotected from patterns of coercive control that strip away autonomy, safety, and freedom without ever leaving a bruise.

Coercive control includes behaviors such as isolation, intimidation, monitoring, financial control, and threats — tactics used to dominate and entrap victims over time. These forms of abuse are well-documented predictors of serious harm and homicide, yet they remain largely unrecognized in Iowa law.

This petition calls on Iowa lawmakers to amend the state’s definition of domestic abuse to include coercive control, ensuring our laws reflect the full reality of abuse and provide meaningful protection for survivors.
