Today, we face one of the most difficult moments an agency can endure as we announce the loss of one of our own. Trooper Hayden Phillips, Unit 369, made the ultimate sacrifice while
patrolling I-65 in Warren County. He was assigned to Post 3 Bowling Green and was a graduate of Cadet Class 103. His dedication to duty and commitment to the commonwealth will not
be forgotten.
Our hearts break for Trooper Phillipsโ€™ family, loved ones, and fellow troopers as we grieve this tremendous loss. We will carry his memory with us, honor the life he lived and the badge he wore, and stand together as an agency to support this family in the days ahead.
-Colonel Phillip Burnett, Jr.

โš–๏ธ๐Ÿš“ NEW KENTUCKY HALO ACT NOW IN EFFECT ๐Ÿš“โš–๏ธ

A new Kentucky law known as the HALO Act officially took effect today, July 15, creating a 25-foot buffer zone around first responders while they are performing their official duties.

The law applies to law enforcement officers, firefighters, EMS personnel, and certain federal officers. Under the law, a person who has been warned to stay back and then intentionally enters the 25-foot buffer while harassing, threatening, or interfering with a first responder may face criminal charges.

The legislation was passed during the 2026 session of the Kentucky General Assembly after lawmakers voted to override Gov. Andy Beshearโ€™s veto. Because the bill did not include an emergency clause, it became effective July 15 along with numerous other new state laws.

Supporters say the law provides first responders with additional space to safely perform their duties during emergencies. Opponents have raised concerns about its potential impact on public oversight and citizensโ€™ ability to observe or record police activity.

Some kids play video games all summer. Some kids scroll.
Some kids discover a passion that changes the way they see the world. ๐Ÿ“ธ This summer, letโ€™s hand them a camera and teach them how to tell stories.

No Blink Pictures Youth Photography Camp is designed for ages 6โ€“15 and focuses on helping students learn how to take incredible photos using the cameras they already own โ€” phones, tablets, point-and-shoots, or DSLRs. No fancy equipment needed. Just creativity, curiosity, and a willingness to learn.
