Town of Groton Hazard Mitigation Plan Update - Public Workshop #2
October 8th, 2026 | 5:30-7PM
Virtual Zoom Meeting
About the Groton Hazard Mitigation Plan Update
The Town of Groton has been working over the past year to update the 2020 Hazard Mitigation Plan (HMP). The HMP is important
because it helps the Town plan for and pursue funding for projects and activities that can reduce the risk of injury or property damage
from natural hazards, including flooding and extreme storms.
Communities must update their HMPs every five years to remain eligible for certain non-emergency federal disaster assistance.
What’s the Workshop About?
Residents are invited to a virtual public meeting to discuss the draft HMP and provide feedback on the draft mitigation actions.
• Presentation: Review the 2026 HMP Update planning process and the hazard mitigation strategies included in the draft plan.
• Q&A and Discussion: Ask questions and provide comments on the draft plan.

Week of September 21, 2026
During the week of September 21, 2026, Patriot Regional Emergency Communication Center answered 1593 calls for service. The following is a summary of just a few of those calls.
September 21, 2026 - At 9:43 AM, a resident came to the police station to report finding suspicious activity on their surveillance cameras. The caller had returned from vacation when they observed a suspicious person at their front door a few days prior. Officers were able to identify the person in the video and the party explained that they had heard dogs barking and wanted to make sure everything was okay; the caller was advised of the findings.
September 22, 2026 - At 2:37 PM, a resident called to speak with an officer regarding a disturbance with their neighbor. The caller stated that their neighbor has been swearing at their family over the last few weeks. The caller had attempted to talk with the neighbor; however, the neighbor continues to be rude. Officers asked the caller if they wanted us to speak with the neighbor; they declined, but wanted it documented. us to document the behavior. Officers explained how to get a harassment prevention order, if the neighbor continues to harass them.
September 23, 2026 - At 11:05 AM, dispatch received a call from a concerned citizen reporting 3 youths climbing on a dugout at Town Field. Officers located the youths, and advised them not to climb on top of the building, or parents would be called to come pick them up. The youths were given alternative places to climb, like the nearby playground.
September 24, 2026 - At 4:45 PM, a motorist called in a motor vehicle complaint. The caller stated that they just observed a naked man riding a motorcycle down Main St, heading towards the center of town. Officers were in the area as the call came in, and the only party matching that description did in fact have on shorts. We received no other phone calls or complaints about someone driving while n**e.
September 25, 2026 - At 8:40 AM, officers were dispatched to a residence for a report of illegal dumping. The caller reported someone left trash in their yard. Officers spoke with the reporting party, who had a small sandwich bag containing a few items of trash, one with a local coffee shop receipt for an order with a first name on it. The resident requested that we go to the coffee shop to identify the party who threw trash out their window and into their yard. We explained to the home owner that littering, while disgusting, is not a criminal offense, but a civil fine. It is also something we can enforce without it happening in our presence, and a small amount of trash, such as a cup and receipt, does not rise to illegal dumping under the statute.
We would like to remind motorists to throw their trash away in the appropriate manner, like when you get home, or at the gas station. You wouldn’t want someone to throw trash in your yard, so refrain from throwing trash out the window into someone else’s.
September 26, 2026 - At 9:07 PM, police and fire units were dispatched to Old Ayer Rd for a report of a vehicle into a utility pole. Upon arrival, officers observed a gray pick up truck blocking a lane of travel after striking a utility pole. The truck sustained heavy front-end damage, and the pole was snapped in half at the base. Upon investigation, officers learned that the operator had been drinking and appeared to be operating under the influence of alcohol. They were arrested and charged with OUI Liquor, 2nd offense, Negligent Operation of a Motor Vehicle and Marked Lanes Violation. They were arraigned at Ayer District Court.
September 27, 2026 - At 8:13 AM, police and fire units were dispatched to a residence for a report of a fire in a bedroom. The caller informed dispatch that the previous night they had a candle burning in the bedroom, when a gust of wind blew the curtain into the candle flame, causing the curtains to catch on fire. They put the fire out, but thought they should have probably notified the fire department. As with any emergency, it is always best if you call police, fire, emergency medical personnel, as it is happening or as soon as possible, rather than waiting until the next day.

Missed the forum on the Police Camera Working Group last week, you can now view it on the Groton Channel!
See what the working group is sorting through concerning police camera technology, the survey results and listen to the discussion with residents after the presentation.
We plan on taking our time to sort through all of the information and do not have a plan to bring ALPR technology to spring town meeting. There is a lot here and we want to take our time to research, discuss and make a recommendation that is right for our town.
A link to the slides will be in the comments for anyone that would rather read the information rather than watch it.

During the week of September 7, 2026, Patriot Regional Emergency Communication Center answered 1641 calls for service. The following is a summary of just a few of those calls.
September 7, 2026 - At 8:55 PM, police and fire units were dispatched to a residence for an electrical issue. The caller initially called due to a sudden loss of power, however, called back and stated that paint around an outlet was now bubbling up and the wall was warm. Groton Fire was able to contain the fire to the affected wall, and the fire was extinguished by 10:04 PM.
September 8, 2026 - At 9:56 AM, a resident called to report that they had found a wallet on the side of the roadway. Officers advised the caller that we did not have anyone report a lost wallet, and suggested that the resident drop it off so we could put in our lost and found. The resident declined and stated they would post on social media and see if anyone comes forward. So if you are missing a wallet, we guess you should check social media?

September 11, 2026 - At 7:22 PM, an elementary school aged student came to the lobby requesting to speak with a police officer. Officer Justine Wagner responded to speak with the young student, who wanted to thank both the police and fire department for their service and gave us cookies. Thank you for thinking of us on this day!
September 12, 2026 - At 9:16 AM, officers were dispatched to the station to take a report regarding fraud. The reporting party stated that they had been using a popular dating app, and a person they had been talking with had made several investment suggestions about cryptocurrency. After making the deposits on the suggested website, the reporting party received a bill for “taxes” on their earnings. This made the reporting party suspicious, since taxes aren’t paid this way on investments. Residents should be aware that this is a common scam. We always urge residents to use caution when receiving investment advice from people they don’t know in real life. For more information about cryptocurrency scams, please visit https://www.fbi.gov/how-we-can-help-you/victim-services/national-crimes-and-victim-resources/cryptocurrency-investment-fraud
