What is a Headlee rollback? Michigan’s Headlee Amendment can reduce an authorized millage rate when the taxable value of properties increases faster than the rate of inflation.
Over time, Headlee rollbacks have reduced Howell Public Schools’ non-homestead authorization from the 19.0495 mills approved by voters in 2014 to 18.4411 mills.

The restoration proposal on the Nov. 3 ballot asks voters to consider restoring that reduced authorization. Learn more at HowellSchools.com/Renewal.

Why Are There Two Proposals?

Why will there be two Howell Public Schools non-homestead millage proposals on the Nov. 3 ballot?

The first proposal asks voters to consider renewing the district’s existing non-homestead operating millage authorization.

The second asks voters to consider restoring 0.6084 mill of authorization that has been reduced over time through Headlee Amendment rollbacks.

Together, the proposals address the district’s authority to continue levying the 18 mills permitted under Michigan law. Find answers to frequently asked questions at HowellSchools.com/Renewal.

Friday's Homecoming Parade and the Remembrance of 9/11 reminded us how special community is. We are grateful for all the forethought that went into being able to celebrate our school spirit while also holding close the memory and solemnity of those we lost 25 years ago.
