Denton, Texas is spending $92 million on sewer capacity for people who have not moved there yet.

Sundt broke ground September 18 on the Pecan Creek Water Reclamation Plant expansion. It adds a new 75 million gallon per day headworks facility.

The existing plant stays running the whole time. All the new work fits inside the original footprint.

The reason is growth. Denton had 150,000 residents in 2020 and projects more than 200,000 by 2030.

Cities that build treatment capacity ahead of growth get the development. Cities that fall behind stall projects.

A sewer main in the road is not room at the plant. Get the capacity answer in writing before you close.

Growth goes where the sewer capacity is.

$10.8 million just landed for a new road into Redstone Arsenal. Construction is still more than a year away.

The money comes from the Defense Community Infrastructure Program. It funds Resolute Way, 2.1 miles of new road from I-565 Exit 13 to Gate 9.

The corridor carries more than 140,000 vehicles a day. A second phase would add a bridge over I-565 to Governors West.

Design finishes in mid 2027. Construction starts late 2027 or early 2028.

That gap matters if you own land near Gate 9. Until design is final, nobody knows exactly where the new access points land.

Plan around the roads you have today. Treat Resolute Way as upside.

Funded roads are not built roads.

Virginia just cut data centers of 25 megawatts or more off its permitting fast track.

Gov. Abigail Spanberger signed the order September 18. Large data centers lose state site development help and expedited permitting.

State agencies also cannot use nondisclosure agreements on these projects anymore. New rules on noise, water, emissions, and power demand are due within months.

A land use attorney told Construction Dive the bigger change comes later. Rules on generator placement and ancillary structures will reshape site layouts.

The Tennessee Valley is moving too. TVA put data centers in their own rate class in August.

Buffers, setbacks, and disclosure all cost land and time. A site that works under today's rules may not work under tomorrow's.

After renting since 2017, Roots Group just built its own 74,000 square foot plant in Huntsville.

The $10 million facility sits on 17 acres at 336 Green Cove Road in south Huntsville. It builds Victory Sweepers and supports electric vehicle assembly.

Local employment goes from 31 today to about 75 within three years.

Renting first is the smart order. A company that knows its operation knows its truck traffic, parking, and growth plans.

Those numbers become a site plan sized right the first time. Room to grow is cheapest on day one.

Know your operation before you design your site.

"Shovel-ready" is a marketing term, not an engineering condition.

It usually means zoned correctly, utilities nearby, and access off a public road. Those are real, and they are the easy half.

Here is what it does not tell you.

Whether the utility has capacity committed for your demand, not just a pipe in the right-of-way.

Whether the site can handle its own stormwater based on project use.

Whether access can be permitted where you want it, which is separate from whether the road exists.

Whether grading works without moving dirt at a volume that breaks your budget.

Whether anything on site is jurisdictional. That is a delineation question, not a map question.

None of it is hidden. You can know most of it before closing.

The seller has no obligation to ask on your behalf.

Shovel-ready describes a listing, not a site.

Construction input prices rose 8.9% in a year. That is the number killing projects, not the Fed.

The Fed raised rates this week, its first hike since 2023. That got the headlines.

Materials costs outran bid prices. Projects already thin on margin now miss their targets.

They do not get delayed. They never reach bidding at all.

Data centers and chip plants are insulated by corporate cash and public incentives. Private commercial and residential work is not.

One more thing worth knowing. Long-term Treasury yields drive construction lending more than the overnight rate does.

If markets read this hike as inflation under control, longer-term rates could actually ease.

Find out your project is thin during due diligence, not after carrying land for a year.

Huntsville wants to spend $230 million on Limestone County infrastructure before the development arrives.

That is what a TIF district does. Future property tax growth inside the district pays for the public improvements.

The list is mostly site infrastructure. Swancott Road widening at $50 million, County Line Road relocation at $40 million, a new K-8 school at $40 million.

Sewer expansion and a new I-565 interchange are on it too.

Those are the two things that actually stop projects in that corridor. Sewer capacity and road access.

The district runs through Limestone County, the corridor that carries traffic west toward Athens and the Shoals.

Council votes October 8.

Public money moves land values before it moves dirt.

A water line at your property is not capacity. Those are two different things.

The document that tells you which one you have is a will-serve letter.

It is the utility provider confirming in writing that water and sewer capacity exists for your project, at your location.

We have watched that gap stop projects we were already working on.

Step 1. Find the actual provider before you go under contract. Water and sewer are often different entities.

Step 2. Put the request in writing with real numbers. Units, square footage, or daily demand.

Step 3. Ask two questions. Is there capacity today, and will there be capacity when we connect.

Step 4. Get it in writing before due diligence expires. A helpful phone call is not a commitment.

Most Alabama municipalities are working hard to stay ahead of growth. Some are not keeping up.

One letter decides whether your land is developable.

TVA now charges roughly $1.5 million per megawatt for new large loads.

The board approved a separate data center rate class on August 23. It takes effect October 1.

Any new or expanding load above 5 megawatts pays that capacity charge over three to five years.

That is the same window when a site is graded and built. The cost moved out of operations and into development.

Data centers are already close to 20 percent of TVA's industrial load. Meta and DC BLOX are here in Huntsville.

TVA said the point was to keep these costs off residential and small commercial customers. Building a subdivision in the Shoals or the Valley? You are not paying for a hyperscaler's power.

Tennessee just committed $9.2 billion to 26 miles of interstate.

It is the largest choice lanes P3 concession in the country. A private team will build and operate the lanes.

AECOM, Ferrovial, and Transurban were selected. Drivers pay only when they use the optional lanes.

Tennessee's 2023 Transportation Modernization Act made the structure possible. Without that law, the corridor stays on a wish list.

That is the part worth watching. Delivery method decides what gets built and when.

Land near an interchange prices differently once the interchange is actually funded. A planned interchange and a funded interchange are not the same asset.
