The Institute of Police Technology and Management was established in 1980 to provide training to municipal, county, state, and federal law enforcement.

UNF is an equal access/equal opportunity university. The Institute of Police Technology and Management (IPTM) is a division of the University of North Florida’s Training and Service Institute. Headquartered in Jacksonville, Florida, IPTM is a self-supporting, not-for-profit organization. IPTM was established in 1980 with a simple yet lasting philosophy: to provide cost-effective, cutting-edge training to the criminal justice community, thus enhancing the quality of service by law enforcement to our communities. For more than 30 years, this basic philosophy has guided IPTM as it has grown into the largest and most varied national law enforcement training institute in the country. Currently, IPTM conducts nearly 500 courses to approximately 10,000 law enforcement professionals each year. These professionals include operational, supervisory, and command level officers from throughout the United States, the U.S. territories, and numerous foreign countries. Our courses are designed to improve the skills and abilities of officers and acquaint them with the new technology, theories, and techniques in their fields of interest. Classroom presentations are often coupled with practical, hands-on exercises giving students the opportunity to apply the theories and skills learned in the classroom to situations faced by today’s law enforcement agencies. The IPTM instructional team consists of professionals who possess a blend of practical law enforcement skills, years of police training experience, and quality academic credentials. The full-time faculty is supplemented by a cadre of highly qualified adjunct instructors who remain as practitioners within the law enforcement community and keep the programs in touch with the modern technology, current trends, and social demands of today’s society. In addition to our open tuition classes, IPTM courses are also available on a contractual basis. Our on-site contract training can be a cost-effective means for obtaining customized instruction that is specifically tailored to the needs of your agency.

Ken began his career with the Tempe Police Department in 1979. He has completed assignments as a Patrol Officer, Field Training Officer, Solo Motor Officer, Traffic Collision Reconstructionist, Hit and Run Detective, SWAT, Hostage Negotiator, Crime Prevention, and Plain Clothes Surveillance Officer. He was promoted to Police Sergeant in 1996. From 2000 to 2006, he supervised the Vehicular Crimes Unit and the Hit and Run Detectives. Ken retired from the Tempe Police Department, Tempe, Arizona in 2009.

From 1987 to 1996, Ken was assigned to the Tempe Police Traffic Bureau. While there, he specialized in Traffic Collision Reconstruction and the prosecution of impaired drivers involved in fatal collisions. He has testified as an expert in the field of Traffic Collision Reconstruction as well as Human Factors for Drivers in both criminal and civil courts.

Mr. Harmon has completed training in traffic collision reconstruction from the Institute of Police Technology and Management, Northwestern Traffic Institute, University of California at Riverside, and Texas A&M. He completed his Bachelor of Arts degree in Human Resource Management from Ottawa University in August 2005.

Ken has been serving as a member of the adjunct faculty of the Institute of Police Technology and Management since 1993. He has instructed courses in Traffic Collision Investigation and Collision Reconstruction.

Between 2008 and 2023, Ken coordinated IPTM’s level 1 and level 2 Pedestrian/Bike Collision Investigation Courses. In 2023, Ken became the IPTM Traffic Crash Coordinator. Ken is a published author in the Pedestrian/Bicycle Crash Investigation/Reconstruction field.
