Jenkintown Matters

On May 27th Jenkintown Borough Council will recognize Canine Kane who passed away on April 3rd, 2026. K9 Kane served our community with honor and distinction from 2016 to 2020.

K9 Kane, a German Shepherd, was born in Slovakia on March 10, 2015. Kane trained at Tarheel Canine, a service dog training school in North Carolina founded by Jerry Bradshaw in 1994.

After three weeks of intensive training together in NC, Officer Anthony Matteo and Kane returned to Jenkintown where Tony adopted, cared for, and partnered with Kane during his patrols. Training a working dog is an on-going effort. But when his shift was done, he could rely on a good home with Tony and his family.

Kane also assisted in helping our neighboring communities when called for tracking a felon or on drug related offenses. He was instrumental in protecting businesses and communities during the summer of 2020, a period of unrest during the George Floyd protests.

Kane became a hit with the community and especially the kids who loved seeing him. The many displays of appreciation for Kane’s service include portraits made by Jenkintown students. Appreciation and recognition of their hard work was also shown by the generous donations made specifically to the Jenkintown Canine Unit by private donors in our community.

On December 31, 2020, Kane was made to retire from service and remained with the Matteo Family for the duration of his retirement.

This is an excellent summation of the ruling against the borough for its violation of labor practices.

“A Pennsylvania Labor Relations Board hearing examiner issued two compan­ion decisions on August 21, 2025, together finding that the Jenkintown Borough, Pennsylvania, Police Department and Police Chief Thomas Scott committed mul­tiple unfair labor practices under the Pennsylvania Labor Relations Act (PLRA) and Act 111. Both cases stemmed from the Chief’s treatment of officers active in the Jenkintown Police Benevolent Association (PBA), the department’s bargaining representative, and together portray a pattern of anti-union hostility within the Department.”

Please note that all these invoices are addressed to Sean Kilkenny and not George Locke, the man who ostensibly runs the the borough.

These invoices outline charges to the Borough for an investigation into the vote of no confidence held by the Jenkintown Police Benevolent Association in October 2024. On Monday, October 27, 2025 we filed a Right-to-Know request for all invoices pertaining to this investigation from the law firm of Campbell, Durrant, PC of Pittsburgh, Pennsylvania between January 2025 and October 2025.

According to invoices obtained via a Right-To-Know request, the Borough spent $56,557.74 on legal fees between January and October, 2025 for its "investigation" of the JPBA's vote of No Confidence against Chief Scott.

In other words, the Borough used our tax dollars to convince us that the vote either didn't happen or that it was not unanimous... or whatever.

Given that the January invoice dates the first line item on January 3, it's possible that there's more. Of course, we'll need to file another RTK and wait another 35 days for a response.
