Industrial stormwater compliance requires more than a permit. It requires site-specific controls, clear procedures, and documentation that works in the field.
For a Texas aggregate facility, ESE developed a Stormwater Pollution Prevention Plan (SWPPP) to support compliance with the TPDES Multi-Sector General Permit (TXR050000), Sector J.
The project addressed exposed stockpiles, material staging, vehicle activity, maintenance and refueling areas, stormwater outfalls, and potential off-site run-on. ESE developed drainage mapping, BMPs, inspection and monitoring procedures, spill response protocols, and recordkeeping tools to create a practical compliance system for facility staff.
The result was a structured framework designed to strengthen ongoing compliance and audit readiness.

For those involved in data center development in Texas, recent changes to the environmental permitting process may affect project timelines.
The Governor has directed TCEQ to temporarily halt the issuance of permits related to data center projects while ERCOT completes its review. Environmental permit applications for these projects are currently subject to a hold.
While TCEQ’s review is delayed, developers can continue preparing applications and addressing environmental permitting requirements so projects are positioned to move forward when the review process resumes.
