JOBLESS CLAIMS UP: The U.S. Department of Labor estimated 5,130 initial unemployment applications were filed in Florida the week ending Sept. 19, up from 5,013 the week ending Sept. 12. The state has been under 6,000 claims a week since the end of August, with the weekly average since the start of the year now at 5,880.

IRMA MONEY AWAITED: Miami-Dade County is still owed $17.9 million in its 2017 hurricane expenses that the federal government has long since approved for repayment. Of the $262.3 million of expenses by the county that the Federal Emergency Management Agency has approved, Miami-Dade has collected only $244.4 million, according to a biannual report from Mayor Daniella Levine Cava. On Sept. 17, 2017, Hurricane Irma made landfall in South Florida, six days after President Donald Trump had declared a federal emergency, which allowed the county to seek federal and state grants for reimbursement of actual hurricane-related expenses. The county put its actual expenses from the hurricane at $280 million, the mayor’s report says, and it has submitted 222 projects for reimbursements through FEMA’s publicly assisted grants program. The county will match about $11.6 million of the grants.

FINANCING THE RAILS: Tri-Rail, which is publicly owned and operated, has raised its fares by 10% effective October 1. The rail line, which runs between Miami and Palm Beach, is operated by the South Florida Regional Transportation Authority, whose governing board approved the increase in June. Meanwhile, Brightline, a privately owned rail service operating between Miami and Orlando, filed for Chapter 11 bankruptcy last week but said it would continue its rail operations. As for Tri-Rail, said Diane Hernandez Del Calvo, the transportation authority’s deputy executive director, “This fare adjustment is just one of the components to help sustain service and support the long-term financial stability of the system.”

Bidder offers residences atop transitway terminal parking

An undisclosed developer is proposing to build a transit-oriented project over the surface parking lot at the southern end of the new South Dade Transitway, an investment that could pay for public facilities that the county was already in the process of planning for the site.

FIU set to enact state emergency management initiative

Florida International University is the first institution to roll out a new statewide emergency management education initiative, though much of what the initiative calls for is already in place at FIU.

Gov. Ron DeSantis first announced the Coalition for Operational Readiness in Education, or CORE, in June. The initiative had its first official rollout at FIU Aug. 26. The initiative aims to connect higher education, workforce development and hands-on training to prepare students for careers in emergency management.
