Purpose
Midland Odessa Urban Transit District ("District") uses social media to share information about transit services, safety, and community engagement.
2. Public Forum Notice
District social media pages that allow public comments constitute a limited public forum under the First Amendment. The District will not remove comments based on viewpoint or criticism.
3. Unlawful or Dangerous Content: True threats or incitement to illegal activity may be removed. Disruptive Content: Spam, advertising, or repetitive posts may be removed. Privacy Violations: Personal information may be removed. Obscenity: Content meeting legal obscenity standards may be removed (profanity alone is not grounds). Off-Topic Content: Clearly unrelated comments may be removed.
4. Protected Content
The District will not remove comments solely because they are critical, negative, political, or offensive.
5. User Restrictions
Users may be restricted for repeated violations or unlawful content. Restrictions will not be based on viewpoint.
6. Moderation Practices
Rules will be applied consistently and content neutrally. Removed content will be logged.
7. Records Retention
Content may be retained according to Texas Public Information Act and applicable retention requirements.
8. Accessibility
The District will follow ADA and accessibility best practices.
9. Disclaimer
User comments do not reflect the views of the District.
10. Right to Close Comments
The District may disable comments entirely at its discretion.
