The Area Network of Shore Water Emergency Responders (ANSWER) Water Rescue Team is made up of 150+ volunteers who provide water rescue services to Neptune Township, Shark River, Ocean Grove, Neptune City, Bradley Beach & Avon-by-the-Sea, New Jersey.

*Funeral Service Details for Neptune Township EMS Chief Bil Rosen*
It is with great sadness that we share the news that Neptune Township EMS Chief, loving husband of Kristin, and loving father of Sebastian, William T. “Bil” Rosen collapsed and died in the line of duty on August 3, 2026. He was 59.
The funeral service will be held at Hamilton Fire House, 10 Jumping Brook Rd, Neptune Township, NJ on Wednesday, August 5, 2026 at 3:00pm. Due to the large number of visitors expected to attend the service, the doors will open at 1:00pm. The funeral will be followed by burial at Agudath Achim Cemetery, 2432 W Bangs Ave, Neptune Township, NJ.

Bil is predeceased by his loving son Liam and his father Marvin. Surviving is his beloved wife Kristin Rosen; his loving son Sebastian; his dear mother Marilyn Rosen; aunt Barbara Bascom; his sister and her family Arlene, Bill, Rebecca, and Matthew Lerman; his cousins Adele Bascom-Poplawski, John, Jared, and Rayna Poplowski, and Michael, Kathleen, Kyle, and Diane Bascom; his step-sister and her family Cindi, Cliff, Kim, and Tracy Fisher; as well as many loving aunts, uncles, cousins, nieces, and nephews. Please keep Bil’s wife Kristin, his son Sebastian, his loving family, and everyone whose lives he touched along the way in your thoughts. His dad jokes will be deeply missed, and the joy he brought to all of us will never be forgotten. The legacy he has left behind will be carried on for generations by all the lives that Bil touched.

Stay Sharp on the Water
The New Jersey State Police Marine Services Bureau reminds all boaters that safety is everyone’s responsibility.
Boating under the influence (BUI) puts lives at risk. Alcohol slows reaction time, impairs judgment, and increases the likelihood of serious incidents. Always designate a sober operator before heading out.
Speed matters- excessive speed and careless wakes can damage property, capsize smaller vessels, and injure others. Follow posted limits, slow down in crowded or narrow areas, and remain mindful of your wake.
Nighttime operations require extra caution. Reduced visibility and increased difficulty judging distance and speed make hazards harder to detect. Always maintain a safe speed, use proper navigation lights, and stay alert to surrounding traffic and debris to avoid potential dangers.
Life jackets save lives. Wear a properly fitted personal flotation device every time you’re on the water. Most boating fatalities involve individuals who were not wearing one.
Pay attention. Distracted boating is dangerous. Keep your eyes on the water, scan for hazards, avoid distractions like phones while operating, and always have a dedicated lookout.

All those headed to enjoy the beautiful weather expected at our beaches this weekend, please note that there is an increased risk for the development of Rip Currents. Despite the nice weather, don't let your guard down! Rip currents can develop at any time, anywhere. If you are caught in a rip current, stay afloat and yell for help. You can also swim parallel to the shore to escape the rip current and allow more time for rescuers to arrive. Remember to keep an eye on those in the water, only swim where lifeguards are present, and if you see someone in distress, call 9-1-1. Stay safe, wear your sunscreen, and enjoy the weekend!

Smoke from the Canadian wildfires remains over Neptune Township, with a visible haze causing reduced visibility and a strong odor of smoke. Due to the reduced air quality, extended time outdoors may be hazardous, especially for those with medical conditions, older adults, children, and other sensitive populations. Everyone (including pets) should limit their time outdoors and take the proper precautions.

A Small Craft Advisory is currently in effect for coastal waters along NJ, including our coverage area of Bradley Beach, Avon, and Neptune Township (Ocean Grove). Swells of 3' to 5' are expected today into Friday, with gusty winds over 25 knots. Small boats and inexperienced boaters should remain at the dock. If you observe a boater or swimmer in distress, call 9-1-1!
