Rebecca Hensley's payroll week used to start Monday, swallow Tuesday, and end whenever the reports were finally done.

On prevailing wage work, overtime is time and a half on the base rate. Not on the fringe.
Most contractors pay it on both anyway. Base plus fringe, all in one number, multiplied by 1.5. Nobody told them they didn't have to.
Then there's Washington, which flips it. Pay your fringe out as cash there and the state does require time and a half on the total. Same contractor, same crew, opposite answer, and the difference is only which state the job is in.

Paying fringe in cash? You might be paying overtime on it too.
Pay fringe out as cash and it becomes part of the wage. That means it lands in the number your overtime gets calculated on, at time and a half, sometimes double time.
Handled separately, fringe does not work that way. The wage goes to time and a half. The fringe stays the same flat dollar amount.
Gary's point in the clip is that once it is all treated as wage, oftentimes nobody goes back and figures that out. Now multiply that by every OT hour on every public works job you ran this year.
