More Than a Stipend: Tribal Council Roles, Responsibilities, and the HR Perspective
Leadership can change without costing you institutional knowledge, workforce stability, or employee trust. Taryn and Elena walk through how HR keeps that continuity through elections and administration changes while respecting each new leader's authority. A restructuring case study covers policy design, decision checkpoints, onboarding new elected leaders, and getting HR in the room before decisions reach employees. It's for Tribal elected leaders, HR leaders, administrators, and department heads.

Melanie Benjamin, our Tribal Advisor and VP of Government Relations and Engagement, is on site at Hilton Santa Fe Buffalo Thunder through September 22. Melanie served four terms as Chief Executive of the Mille Lacs Band of Ojibwe, so the budget conversations happening this week are ones she has led from the Council side.
It is a hard year to run a Tribal finance office. The FY27 request would cut BIA by more than a third. SLFRF has to be spent by December 31. The general welfare rule takes effect January 1. Two billion in Tribal energy funding is gone.

She holds the Tribal Human Resources Professional II certification and was recognized as a 2025 NCAIED Native American 40 Under 40 honoree. Jake has spent his career in service to Indian Country as an executive leader for Tribally owned entities, having most recently served as Vice President of Business and Economic Development for Mille Lacs Corporate Ventures and Chief Development Officer for Red Lake, Inc. Jake's experience across gaming and non-gaming portfolios informs his expertise in planning, development, and optimization of Tribal businesses and corporations.
As Chief Strategy Officer, Jake will help carry Blue Stone's mission of supporting sovereign Tribal Nations and continue to lead Blue Stone's Economic Development and Gaming Services divisions.

Congratulations to our own Eric Metcalf, now Vice President of Healthcare Services at Blue Stone Strategy Partners.
Eric has advised Tribal Councils and Health Boards through Blue Stone on 105(l) lease optimization, Contract Support Cost recovery, PRC modernization, and Medicare-Like Rate implementation. Before that, he spent 30 years inside Tribal health: running multi-site Tribal health systems in Oregon and California, overseeing capital facility development, and serving on the Tribal Council of the Coquille Indian Tribe.
At the national level, he spent 29 years as a delegate to the Northwest Portland Area Indian Health Board (three as Vice Chair), served on the National Purchased/Referred Care Workgroup from 1998 to 2024, and sat on the National Facilities Appropriation Advisory Board from 2016 to 2024.
That record matters for the Nations we serve. Eric has sat on the Tribal side of the table, so the advice he gives comes from having made these decisions himself, not from studying them.
As Vice President, Eric will lead the growth of our Healthcare Services team and expand what we can offer Tribal Nations: funding strategy, governance alignment, facility planning, and the third-party revenue work that turns coverage into expanded care.

The federal fiscal year closes September 30, and the deadlines are stacking up. This month's 90-Day Funding Outlook is heavy with September closings across public safety, justice, behavioral health, and the environment, followed by a new wave of Tribal-specific opportunities opening in October and November.
A deadline is not a plan. The Nations that move quickly in September are the ones that decided what they were pursuing months ago.
Several of the largest opportunities in this edition close within weeks of each other, including the Department of Justice's Coordinated Tribal Assistance Solicitation (up to $5.6M, due October 15), the Tribal Broadband Connectivity Program (September 17), and a set of Office on Violence Against Women programs built specifically for Tribal governments.
