The OCA is making sure Chiropractic has a seat at the table.
Last week, our lobbyist attended in the FuturePAC event which provided valuable face time with key decision-makers in Salem, including House Speaker Julie Fahey, Speaker Pro Tempore David Gomberg, House Health Committee Co-Chair Travis Nelson & others
Attendance was limited which created an even greater opportunity for meaningful conversations about chiropractic care and the issues that matter to our profession. OCA was one of only a handful of event sponsors, ensuring our association and our members were recognized by legislative leadership.
In a room with very few healthcare provider advocates present, the OCA stood out as a strong voice for chiropractic. These relationship-building efforts are critical to advancing our legislative priorities, protecting our profession, and creating opportunities for chiropractic physicians across Oregon.

Big shout out to an OCA member from Bend, Dr. Natasha Ruegsegger, member of the insurance relations committee. She spent her day in Portland to lobby HERC for the approval and reimbursement of laser therapy under OHA guidelines. This is involvement and engagement at its finest. Thank you, Dr. Natasha.

We spent the day outlining our strategy and vision for 2026 and can assure you, it's going to be a good year for you, the OCA, and Oregon Chiropractic.

BCBS Update: The OCA is meeting with BCBS this week to discuss their reasoning behind the recent (and temporarily paused) decision to stop reimbursing for PT codes. We'd like to know why they did it & what needs to be done to stop this from happening again.

Drs. Tipton-Stiller, Hosmer, and Gabriel are in Boston representing Oregon at the Congress of Chiropractic State Associations. Collaborating with other states on challenges we all face and learning about legislative efforts that we can all introduce to protect and gain higher reimbursement rates and protect our scope.
By now, many of you have heard that Regence BlueCross BlueShield (RBCBS) is no longer paying DCs for physical medicine, rehabilitation services and physiotherapy modalities.
�This is not a rumor — written denials are showing up, and a representative even confirmed it to our Insurance Relations Chair
Let’s get the facts straight:�1️⃣ These services are within our scope.�2️⃣ These are all essential health benefits.�3️⃣ The OCA fought to insert federal Section 2706a provider non-discrimination provisions into Oregon law and administrative rule - AND WON
As a consequence, OCA believes BCBS is violating Oregon Law and Administrative Code 836-053-0012(8), both of which we fought hard to establish to protect our rights and our patients’ access to care. This change is sudden, misguided, and unacceptable — and we’re not standing down.
💪 The OCA is teaming up with the Chiropractic Defense Council, the American Chiropractic Association, ChiroCongress, and the OBCE to push back.
Here’s what you need to do right now:�✅ Keep treating and billing as usual. Once this is resolved, those codes should be back-paid.�✅ File complaints with the Oregon Division of Financial Regulation.�✅ Join the fight.
The OCA is small but fierce — and we’re fighting for every chiropractor in Oregon, member or not. But we can’t do it alone.
�👉 Join your state association.�👉 Support the OCA PAC.�👉 Stand together.
This could be a turning point for chiropractic care in Oregon. If we face it united, we’ll come out stronger on the other side.
