A driver who cannot provide a sufficient specimen is NOT automatically treated as refusing a DOT test.

The carrier, DER, or supervisor should not improvise instructions or make a refusal determination at the collection site.

A cancelled test is neither positive nor negative, and should not simply be treated as a negative.
