COORDINATED REDDING OPERATION TARGETS HUMAN TRAFFICKING, PROSTITUTION

REDDING, Calif. – The California Highway Patrol (CHP) conducted a coordinated multi-agency operation targeting human trafficking and prostitution in Redding.

At about 11 a.m. on Oct. 5, the CHP Northern Division Investigative Services Unit, the CHP Northern Division Warrant Service Team, the Redding Police Department, the City of Redding Code Enforcement, the Shasta County Sheriff’s Office, and the Shasta County District Attorney’s Office simultaneously executed search warrants at 13 local massage parlors, including:

• Ahh So Good Massage – 361 E. Cypress Avenue, Redding, CA 96002
• Healthy 100% Massage – 1627 Hilltop Drive, Unit G, Redding, CA 96002
• Sunny Foot Massage – 1814 Churn Creek Road, Redding, CA 96002
• A1 Massage – 6446 Westside Road, Redding, CA 96002
• Oriental Massage & Yan Bodyworks – 441 Lake Boulevard, Redding, CA 96003
• Sakura Massage – 1137A Hartnell Avenue, Redding, CA 96002
• 407 Massage Therapy – 407 Lake Boulevard, Redding, CA 96003
• Peaceful Massage – 2185 Churn Creek Road, Unit C, Redding, CA 96002
• Healthy Massage – Asian Massage – 1484 Hartnell Avenue, Suite F, Redding, CA 96002
• Tain Massage – 625 Saint Marks Street, Redding, CA 96003
• Hot Stone Spa – 2155 Hilltop Drive, Suite A, Redding, CA 96002
• Better Massage – 918 Hartnell Avenue, Redding, CA 96002
• Ocean Dream Massage – 2185 Churn Creek Road, Redding, CA 96002

During the operation, officers identified one victim of human trafficking and connected the victim with victim resources. Authorities seized 74 electronic devices and located a stolen law enforcement badge. Officers also located 12 suspected prostitutes and will recommend charges to the Shasta County District Attorney’s Office for prostitution in violation of California Penal Code section 647(b)(2) and/or for maintaining a house of prostitution in violation of Penal Code section 315.

“I am proud of our CHP personnel and our local law enforcement partners for working together to identify victims and hold people accountable,” said Chief Andrew Poyner, commander of the CHP Northern Division. “As California’s state police, the CHP brings a statewide commitment to combating human trafficking and supporting the communities we serve. By working together, we can better protect vulnerable people and address the criminal activity that exploits them.”

The CHP remains the lead investigative agency. The investigation is ongoing.

This Maximum Enforcement Period is about more than enforcement. It’s about preventing the next tragedy.

From 6:00 p.m. October 2 through 5:59 a.m. October 3, CHP personnel of all ranks and assignments will be working throughout California, with a particular focus on identifying and removing impaired drivers from the road.

In 2017, CHP Officer Mark Latulippe’s family experienced a devastating loss caused by an impaired driver. Their story is told in the Emmy Award-winning CHP documentary Falling — a powerful reminder of why this work matters and what can happen when someone chooses to drive impaired.

This MEP isn’t about how many citations are written or arrests are made. It’s about preventing crashes, saving lives, and making sure more families make it home safely.

It is with profound sadness that the California Highway Patrol announces the line-of-duty death of Officer Brian Liles of the Visalia Area.

On September 28, 2026, at approximately 5:11 p.m., CHP Motorcycle Officer Liles was involved in an on-duty traffic crash on State Route 99, just north of State Route 190 in Tipton. He sustained critical injuries and, despite lifesaving efforts, succumbed to his injuries at the scene.

Officer Liles, 44, served the people of California for more than 16 years. After graduating from the CHP Academy in 2010, he was assigned to the San Jose Area and later served in the Hayward and Fresno Areas before transferring to the Visalia Area in 2019.

Officer Liles is survived by his wife, two children, his parents, and two sisters.

The CHP extends its deepest condolences to Officer Liles' family, friends, loved ones, and all who served alongside him. His dedication to public service and commitment to protecting the people of California will not be forgotten.

Retired CHP Northern Division Canine “Hac” passed away peacefully on Friday, September 25, 2026, surrounded by CHP officers and his family. Hac was 11 years old, and honorably served the State of California from 2017, until his retirement on May 16, 2023.

During his six-year career, Hac was responsible for the seizure of approximately 340 pounds of methamphetamine, 21 pounds of he**in, 9 pounds of fentanyl, 3 pounds of co***ne, 1,200 pounds of ma*****na, and $948,000.00 in U.S. currency tied to illegal narcotics. Additionally, he physically apprehended two suspects, including one subject in remote Trinity County wanted for murder.

In 2019, Hac was recognized for his efforts in combating illegal narcotics, when he and his handler were recognized as the California Narcotics Officer Association Region 8, Officer of the Year.

Through CHP’s Native-Tribal Traffic Education Program, we work to strengthen relationships with tribal communities and promote safer roads through education, engagement, and resources.

The statewide Tribal-Traffic Education Program (TTEP) provides free traffic safety education and resources for drivers, pedestrians, and bicyclists on or near tribal lands throughout California. Programming can be adapted for all ages and addresses important safety topics, including proper child passenger restraint use and the dangers of impaired driving.

Funding for this program is provided by a grant from the California Office of Traffic Safety (OTS) through the National Highway Traffic Safety Administration (NHTSA).
