Contractor Information & Guidance for Plumbers’ Local 130 Apprentice Fringe Benefit Contributions on Prevailing Wage Projects

Attention PCA Contractors: the Union and Associations on July 16, 2026 signed-off on an agreed-to Memorandum of Understanding (MOU) regarding Illinois HB 2488 (effective July 1, 2026) which requires full journeyworker fringe contributions to be made on behalf of union apprentices working on Prevailing Wage projects only. The attached letter sent by Plumbers’ Local 130 U.A. on July 17 to all signatory contractors explains this change.
